2012年10月11日，网友“这个绝对有意思”在微博发消息称：“中国式过马路，就是凑够一撮人就可以走了，与红绿灯无关。”这条微博引起了不少网友的共鸣，一天内被近10万网友转发。网友纷纷跟帖“太具象了”“同感”“在济南就是这样”，还有网友惭愧地表示，自己也是“闯灯大军”中的一员。

破解“中国式过马路”的规则困境(作者：李力言)

近来在微博上流行这样一个词，叫做“中国式过马路”。什么意思?有人描述为“凑够一撮人就可以走了，和红绿灯无关”，还有图为证：在城市街头，有好几位行人并没有走在斑马线上，而是走在旁边的机动车变道路标上，其中有推着婴儿车的老人，也有电动车和卖水果的三轮车。

这样的场景，是不是很眼熟?也正因为司空见惯，甚至为人所不觉，所以一旦被贴上“中国式过马路”标签的时候，才会引起广泛的共鸣和议论。循着这样的思路，一些行人纵身一跃横跨公路隔栏，可称为“中国式跨栏”;公交车站乘客们蜂拥而上挤进车，可称为“中国式上车”;正在行驶的车辆突然一个急转，强行插入另一条车道，可称为“中国式并线”。

类似现象还有不少。集纳到一起，着实令人吃惊，原来我们身边存在这么多不文明现象，很多时候不管有意无意，各种“中国式”做法成了一种自然选择，甚至到了不这么做反而会不正常、不便利的地步。

这种吊诡的变化之中，一则存在群体效应，大家都这么做，法不责众，形成了一种社会氛围;二则发生了规则的异化，原来的红灯停绿灯行、排队依序、驾驶规则等都被放到一边，扎堆前行、拼抢上车、强行并线成了众人奉行的“潜规则”。有规不行，违规成风，潜规迭出，由此看来，“中国式过马路”等现象，其实是陷入了一种规则困境。

为什么会这样?这既有规则意识淡薄的原因，也有规则本身不完善的因素。以“中国式过马路”为例，行人不顾红绿灯急切通行的背后，与缺乏安全意识、心态浮躁、自私观念等不无关系，但通行区域规划不科学、绿灯时间过短、人车关系处理失衡等现实问题的存在，往往也使人们按照红绿灯划定的时空难以顺利过马路，甚至还可能面临危险

在外国，只要是不遵守交通规则过马路，都被称为“中国式过马路”。中国就这样被贴上了不文明、没素质的标签。

但是，“中国式过马路”并不是捏造的。看车不看灯，随便翻栏杆，集体闯红灯……这些已经变成平平常常的事了。我曾看过一名小女孩，在红灯下劝阻父母等待绿灯，却在无奈下闯了红灯。一代代“传承”，“中国式过马路”仿佛成了中国的“传统”。很快，那张标签就要印在我们的脸上了。

我们之所以“中国式过马路”，是因为中国的交通规则存在问题以及部分国民没有良好的素质。如果我们再不改正这些小小的问题，并继续这样下去，中国的未来不堪设想。将会从过马路演变成事态更严重的事情。

我认为，如果我们想彻底撕掉标签，我们要做到以下几点：一，增强我们的安全意识，在红绿灯处安装一些语音系统，提示并警告人们；二，务必做好严厉的惩治规章，不然“闯红灯大队”只会愈加庞大；三，许多红绿灯设置时间不合理，导致人们等待不耐烦，多次闯红灯，这需要政府做些调整。

现在这张恶劣的标签仍旧贴在我们中国人的身上。当我们走在马路上时，我们可以想一想，自己是否是“中国式过马路”的一员。

I said: "All right, I am just going to the south to sell ideas to the kings of the States of Wu and Yue. I will ask them to stir3 up the water of the Xijiang River to welcome you. Will that do?"

When the crucian carp heard this, it got angry and said: "When I lose the water which is always with me, I cannot survive. Now, I want only a little bit of water so that I can survive.Yet you say such things. Then youd better go to the salt-fish shop to look for me."

鲫鱼求救

庄周家境贫穷。一次，他去监河侯那里借粮食，监河侯说：“好吧!等到年底，我收到了老百姓的税金时，就借给你三百金，行吗?”

庄周一听，气得脸色都变了，但是他却对监河侯讲了这样一件事情：我昨天来时，半路上听到‘救命’的呼喊声。我回过头来，看见干涸的车沟里有条小螂鱼。

From this week, people who do not wait for the "green man" signal to cross at intersections will receive on-the-spot fines of 10 yuan. The traffic management bureau said it will not only focus on punishment but also upgrade road safety facilities, such as arranging traffic lights more scientifically, and building overpasses.

People talked about widespread violation of traffic laws and raised concerns about pedestrians disregarding traffic lights, which will be a continuous action to improve road safety, making pedestrians follow the traffic laws.

The picture shows what the Chinese style of crossing the street is. It is clear that some pedestrians tend to run the red light in groups when crossing the street. This phenomenon has attracted widespread concern in China.

There are two main reasons behind this phenomenon. Some people are always in a hurry, so they ignore the traffic signal to save time. Others lack safety awareness,thinking drivers have to stop because so many people cross the street together.

Actually running the red light is very dangerous because it may lead to more traffic jams and accidents. I hope immediate measures should be taken to prevent this bad behavior. First, the public should beeducated to follow the traffic rules. Second, more overpasses should be builtto make it easy to cross the street.
