“南海问题”是指中国与东南亚地区的越南、菲律宾、马来西亚、文莱等国围绕南沙群岛的岛屿和领海、大陆架和专属经济区的主权划分而引起的国家间的主权争端,包括领土和海洋划界所有权两个内容。

近年来，南海争端逐步国际化，南海海域被分割，资源被掠夺，我国在南海的合法权益遭破坏。在大国插手干预与群国集体发难的同时,南海问题产生矛盾频率和爆发冲突的概率越来越大，昭示着南海问题有不断升级的趋势。

三、中国南海及南海诸岛问题的成因

(一)南海地区资源丰富

南海地区的气候属热带海洋性季风气候，雨量充沛。南沙群岛上灌木繁茂，海鸟群集。底栖生物极为丰富，水产种类繁多，是中国海洋渔业最大的热带鱼场。南沙群岛海域蕴藏着大量的矿藏资源，其中尤以油气资源极其丰富。

(二)南海争端的历史因素

二十世纪，日本和法国人曾来这里进行经济开发和殖民活动。当时，中国政府提出了交涉。1951年，美国主持草拟、制定《旧金山对日和约》，明确规定日本放弃其对西沙和南沙两群岛的“权利、权利根据与要求”，却没有明确两者的主权归属，也没有明确中国收回主权。使中国在南海问题中陷入被动。法国、日本对南沙群岛的侵略也是导致后来南海争端的一个“历史因素”。

(三)争夺南海资源与航运安全加速了南海的争端

随着经济全球化的不断深入，南海和南沙群岛的战略地位日益显现出来，许多国家觊觎南海石油资源是南海争端激化的主要原因。越菲马等国也正是看中了南海丰富的油气和渔业资源，近年来不断强调对南沙群岛拥有全部主权或部分主权，并依靠南海油气资源获得的巨额财富不断扩充军备，加快在南海未来战场上的建设步伐。

(四)国际海洋法因素

1982年制定的《联合国海洋法公约》规定，沿海国对200海里专属经济区享有主权权利，并规定专属经济区是指从测算领海基线量起200 海里。但在确定“专属经济区”界域时，却忽视了对专属经济区和大陆架进行明确的界定。如此，专属经济区和大陆架就可以存在多条分界线，这为那些专属经济区重叠的国家产生冲突埋下了隐患。据此，在本国利益的驱动下，南海周边国家大多采用有利于本国利益的解释方式，提出非法的主权要求。

(五)中国在南海的治权长期无法落实

(二)合理开展地缘政治斗争

(三)提高对南海海岛的控制力度

首先要巩固我国在东沙和西沙的地位。中国南海由东沙、西沙、中沙和南沙四大群岛组成。南海问题主要不是东沙和西沙群岛的问题，因此，我国应该首先扎实做好对东沙和西沙群岛的实际控制，其次是加快对中沙群岛和南沙群岛的实际控制。

(四)积极准备，以待时机。
