近年来，校园欺凌案例不断出现在公众视野，诸如，不堪入耳的谩骂侮辱、手段暴力的撕扯打斗，发生在中小学生之间的暴力事件频繁被曝出，并引发舆论聚焦。

其实，就在教育部发布此次专项治理通知之际，重庆彭水一初中生被同学持刀捅死的事件就持续引发社会关注。据当地官方通报，4月28日13时许，桑柘中学学生沈某(男，14岁)与同校学生赵某(男，15岁)在校内因同学间纠纷发生争执。争执中，沈某持刀刺中赵某胸部，赵某经送桑柘卫生院抢救无效死亡。

重庆此起校园暴力事件并非孤例，4月22日晚，有网友在qq、微博、微信等网络平台上发布一段视频，视频内容为数名女生掌掴一名女生。在不到100秒的视频中，女生被掌掴32次，其间一直没有反抗。事件一经媒体报道，便引发公众热议。

4月25日，湖南永州市道县政府官网通报称，掌掴女生事件系琐事引发，目前已对涉事的多名学生进行处理，其中，3人被处以治安拘留，另4人管教。

诸如上述校园欺凌事件并非偶发性的出现，近年间，中国校园暴力呈现频率增加、结果恶化、涉事人员低龄化等趋势。有媒体统计，仅20--年，媒体报道的具有一定社会影响的校园暴力事件就有近百起，其中以发生在未成年学生之间的暴力行为居多。

校园欺凌事出何因?

今年4月，由21世纪教育研究院发布的《中国教育发展报告(20--)》曾根据20--年被媒体报道的校园暴力案件，对中国校园欺凌现象进行了综合分析。

按照报告给出的研究结果，近年来，校园欺凌现象在中国发生的地域范围十分广泛，覆盖了绝大多数省份，且城市农村均在其内，频次十分密集，绝对数量巨大。

具体来看，报告分析，现有案例大多数发生在学校外人烟较少的地方，在学校内的多在教室外，如操场或走廊。发生时间是课间或者放学后;绝大部分的欺凌案件均为多(欺凌者)对1或少(1至2人)，受欺凌者在曝光视频或文字描述中多选择沉默和忍受，不告诉老师，也不求助于家长。

对于校园欺凌事件的起因，报告列出的原因包括欺凌者看对方不顺眼，因为觉得对方长得丑，或者怀疑对方跟自己喜欢的异性走近一些，还有因为对方失误踩到自己等等，原因众多，且千奇百怪。

其实，随着校园欺凌事件曝光频度的增多，社会舆论也开始聚焦这一现象背后的深层原因。在舆论针对校园欺凌案件的原因分析中，诱发未成年人实施校园暴力行为的原因多元。如家庭、社会成长环境中负面因素影响、法制教育弱化、中小学生心理健康问题突出，以及针对未成年人校园暴力行为管教执法力度不够等等。

近年来，校园欺凌案频发。据统计，仅20--年，媒体报道的具有一定社会影响的校园暴力事件就有近百起，其中以发生在未成年学生之间的居多。

国务院教育督导委员会办公室日前印发通知，要求各地中小学校针对发生在学生之间，蓄意或恶意通过肢体、语言及网络等手段，实施欺负、侮辱造成伤害的校园欺凌进行专项治理。这是国家决策层部署治理校园欺凌的积极应对之策，顺应形势需要，符合社会期待。

但是，要从源头上防范校园欺凌，仅靠一纸公文发力永远不够，而要采取法治的方式根除校园欺凌的顽疾。特别是教育部门要严格贯彻落实党的--届四中全会关于在中小学设立法治知识课程的决定，把法治教育纳入国民教育体系，精心设计针对不同年龄阶段学生的法治教材;采取以案说法、模拟法庭等生动浅显的方式向学生开展普法宣传;在校园中大力建设法治文化，引导学生从小养成遵法守法的良好习惯。

另一方面，对于已经超出政策治理范围的校园欺凌案件，一定要依法处置、依法追责。调解、教育、感化、挽救等特色手段对化解未成年人之间的矛盾起到了一定积极作用。但是，如果已经触及刑法的未成年人案件一律都被大事化小、小事化了，不仅会损害法律的严肃性、震慑性，还有违法律的公平正义原则。因此，所有涉及犯罪的校园欺凌案件，都必须严格坚持以事实为依据、以法律为准绳，既体现宽严相济，又绝不突破法律底线，从司法上防范类似事件的发生。

讲到校园欺凌，我还想到了很经典的一个故事，就是贝贝熊中的大高个儿一伙欺负一个新转来的同学的故事。他们给他起外号，胡编乱造，笑话他。这是男生之间发生的事。

在贝贝熊里，还有女生之间发生的事，比如小霸王塔菲欺负小熊妹妹的事情。塔菲有一次打了小熊妹妹，她意识到塔菲是一个坏孩子。这件事，她哥哥也知道了。后来，小熊妹妹就苦练功夫，为了防御塔菲。于是，有一天，小熊妹妹看见塔菲用石子打一只还不会飞的小鸟。然后，小熊妹妹就赶上前去。塔菲也意识到了小熊妹妹向她这边来。于是她就抡起拳头过来。这是小熊妹妹一闪，一出拳。“嘣!”塔菲的鼻子出血了。如果别人欺负我的话，我也会像小熊妹妹这样勤学苦练，学会自卫并帮助别人维护正义。
