This has attracted particular public attention.

Some welcome the policy, believing it will deter people ftom poor behavior They say it will force people to behave themscives, or they will risk being named and shamed in the media. However, critics have complained that the initiative is an abuse of administrative power and is irresponsible Citizens should certainly be held responsible for misconduct, they say, but the government should also create an environment to help people exercise self-discipline.

Personatlyt I agree that citizens should be responsible for their improper behavior but governments also do have a responsibility to improve their management. Besides, according to laws, law enforcement departments are entitled to give the proper punishments to violators of public regulations. We have all seen or experienced it before---those inappropriate and often unsanitary actions which disgust and annoy most cultured people in society. Spitting, littering, peeing in public---all these and others fall into this category. I personally had the embarrassing experience one late night of seeing a man peeing alongside the river. He was not embarrassed at all.

Such inappropriate public behavior has a terrible effect on society. For one thing, most unsanitary behavior can spread germs and diseases to the general public. For another, they contribute to the pollution of the environment and show little or no consideration for the environment.

We must take steps as a society to improve this situation. Our government should sponsor public announcements and advertisements to emphasize the cultural inappropriateness of this kind of behaviors. Our schools and teachers should teach and enforce acceptable standards for all students. And in the home, parents, grandparents, aunties and uncles should all work together to teach the children what is right by example.

But with the increasing number of tourists, the uncivilized behavior of tourism is

I believe that the cultural tourism can focus on the following aspects: first, tourists should improve cultural quality, do civilized travel, dont do some damage to the culture, and timely reminder of the uncivilized behavior of others. Second, the tourist guide and the scenic spot management office should discourage the uncivilized behavior of tourists. Third, the media should increase the degree of exposure, so that people gradually realized the seriousness of the

When holiday comes, thousands of people pour into the tourist sites, they want to relax themselves and enjoy the beautiful scenery. But Chinese people have a bad habit, they like to leave some notes on the site, proving them have been here before.
