凯瑟尔:为了节约养老金,本质上只有三种选择:工作更长,提升养老金缴费,或者削减养老金福利。很多国家采取了降低养老金福利和削减养老金的做法。这样无疑增加了老龄人口贫困的风险。而增加养老金缴费将影响就业,并增加年轻一代的压力。因此,延长工作时间可以说是权衡利弊的选择。因此工作时间延长,将会为养老金系统注入更多的资金。

借鉴经验 认真规划时间表 工龄决定退休年龄

法晚:以经合组织的经验,您认为在法定延迟退休前,最应该考虑哪些因素?

凯瑟尔:在法定延时退休前,一个重要的考虑因素就是要认真规划时间表。这一时间表必须留给人们足够的时间去适应新的规定。很多国家在此之前都努力避免突兀地提升退休年龄。因为对于一些年龄偏大的工人来说,如果太快地调整退休年龄,他们很难对他们的退休计划进行调整。

所以,通常很多国家都采取循序渐进的方法,每年提升几个月的方式来调整。而有些国家也会将国民平均寿命的增加以及退休年龄的增加相互挂钩,进行自动化的调整。因此,退休年龄的调整需要采取果断的决定,但是必须制定一个“实际可行的时间表”,以便对于工人和用人单位来说都能够接受和完成。

退休年龄的调整也可以是灵活化的,也可以根据工龄来计划。例如在德国,通常的退休年龄为67岁。但是一名德国人如果已经工作效力了45年,那么他在65岁就可以退休。同样的例子也发生在西班牙。一般退休年龄为67岁,但是如果工龄达38.5年,65岁时也可以退休。

法晚:那么在调整过程中,政府如何采取配套的养老金改革措施,以减轻养老金系统压力呢?

凯瑟尔:延迟退休年龄通常伴随着一个更加广泛的“养老金改革计划”。

在公共养老金体系下,很多国家都鼓励更多的企业和私人的养老金计划。例如在德国,为了补偿部分被削减的公共养老金系统,政府对私人的养老金计划进行补贴。而在英国,退休年龄延长的同时,由企业雇主提供的养老金计划自动参与进来,以确保未来的退休人员有足够的资源。

适应新退休年龄 可采取“半工半休”

法晚:在此过程中,政府应该采取什么措施来让民众适应呢?

凯瑟尔:要逐步推进延迟退休年龄,大多数经合组织国家会通过进行公众信息的推广和意识提升的活动,向国民充分解释了为何要延迟退休年龄。政府在此期间可以推行促进措施,帮助年龄较大的工人能够在工作岗位上工作更长时间,实际参与到工作中来,而不是坐等退休。

这些政策包括培训,工作场地的适应,以及更好的激励机制等。在德国等欧洲国家,特别是一些人口快速老龄化的国家有非常好的实例。有些本该退休的人群可能会有“社会孤立感”。因此,一些经合组织国家也在探索“部分养老”的解决方案,也就是退休年龄被延长的人员“半工半休”,以兼职的形式进行工作。

专家建议 构建“安全网” 保护年老工人

法晚:您认为中国现在是否有必要延迟退休年龄?

凯瑟尔:随着中国人口老龄化过程不断加快,中国有必要针对新的人口结构现状,实施新的养老金系统。这其中就包括延迟退休年龄,让养老金系统金融和社会实现可持续化。否则,给中国下一代的压力将会过大。中国男性60岁的退休年龄,女性干部55岁的退休年龄和女性工人50岁的退休年龄,对比国际都相对较低。

因此,经合组织建议中国应该提升法定退休年龄至65岁,并和大部分经合组织国家一样,将男女退休年龄平等化。此外,还建议将中国的法定退休年龄与中国人的平均寿命挂钩。正如我上述所言,在一些经合组织国家已经开始采取这样的做法。

法晚:那么在此过程中,您觉得应该注意什么呢?

凯瑟尔:在转变过程中,需要特别注意年龄较大的工人们的表现。他们中一些人由于健康状况不是很好,或是缺乏继续工作的教育知识和技能,导致无法继续工作。因此,对这类群体需要构建“安全网”来保护他们。

在中国的养老金改革上,经合组织在多方面可以为中国提供支持。中国可以借鉴经合组织在养老金改革方面的经验。在延迟退休年龄的年数上,中国也可以参考经合组织成员国在提升退休年龄时所规划的具体时间表。其次,中国也可以与经合组织成员国合作,共同分享设计养老金系统时的经验,使得未来双方的养老金系统无论在社会化上,还是在财政上,都变得更有可持续性。本版文/记者 黎史翔

The summer holiday is going to the end. I am happy in the holiday, because I do a lot of things. Now, the new term is coming, so I must make a plan for it. In the new term, I must work harder. I did not do very well in the last term. Therefore, I want to make progress in the new term. Besides, I want to do some more readings. Books are the best resources to get knowledge. So I want to make good use of books to improve myself. Finally, do exercise regularly. A healthy body is the basic of other things. I must take part in exercise to keep healthy. And doing exercise makes me relaxed and happy. I hope all my plans can come true in the new term.

暑假就要结束了，这是个快乐的暑假，因为我做了很多有意义的事情。新的学期马上就要来临，我要做好充分的计划。新学期我要加倍努力，因为在过去的一学期，自己做得不是很好。因此，新的学期要有新的突破。此外，我要多做些阅读，书籍是知识的源泉，所以我要好好利用书本提高自己。其次，要定时做运动。身体是革命的本钱，参加运动既能保持身体健康，又能使我快乐放松。我希望这些计划都能在新学期得以实现。

它跑在我们的前面，快跑就可以追上它！长大后才明白，时间是赶不上的，它跑得很快，可以给人们带来快乐，也能带来悲伤。世上没有后悔药。过去的已经过去了，就不要再去想了，可我始终不能明白，世界上的一切都可以重来，为什么时间不可以呢？悲伤的事实，只有去默默接受它。回过头来，是一地零落的记忆。要想悲伤不重来，只有向前看，去改变未来！夜晚的街灯发出微弱的光。风很凉爽。这一切，真的好美。

大家好！我今天走上讲台参加竞选英语代表职务，我相信凭着我的勇气我一定可以的，因为我已经下了这个决心勇于拼搏的决心，这次演讲可能也就是下次就职演说。

我叫孟家玥，是一个有耐心的学生，这里的耐心是指有一次文哲在训练老师给我吩咐我一个任务让我给他们说一下作业。文哲突然让我给想起了一个事情，让我去帮她值班我就去了我一直等到六点半我才走了，这就是我比较有耐心的学生，对于我来说英语这方面我比我们班里的每一个人都了解，我还知道在国际音标里的元音有多少个，辅音有多少个……这些我都已经会背了。假如这次我竞选英语课代表竞选成功的话，我都会用一颗平常的心，温柔的心来对待。有了“宽容之心”，我才使胸怀宽广，虚怀若谷，虚心接受同学的意见乐于帮助他人，只有把英语搞好这才是最关键的。如果我这次竞选能成功的话我一定要把我以前坏的毛病去改一改，无论竞选成功还是没有成功我都会去改的。我要给同学们做一个好的榜样。

对待英语课上的说话，跑坐位。我又该如何做呢？首先，我认为上英语课必须要做到每个人管好自己，这是大关键，我觉得我制定的实施方案是可以的。  也许有时候我的胆子可能小了点，但是我相信有了同学们对我的信任，我一定会改掉自己的缺点，从而完善我以前的面目。

The teacher of Appreciation and Critics of Modern Opera said, "We have a variety of contents and the teaching method is changable. For instance, l may choose one act from a play and let you perform it in class. If you do a good job, you can put on the play at the school theater festival. Also, we shall arrange for you to watch current plays. The school is in charge of the traffic and tickets, Of course, only those who co-major this course are eligible."
