今天上午,人力资源和社会保障部部长尹蔚民在记者会上表示,要推出渐进式延迟退休。

放眼全球,西方发达国家早已经提升了原定的法定退休年龄,有些国家甚至是每年一调。如何制定退休年龄时间表,在此过程中又如何破解可能遇到的难题?就此,《法制晚报》记者专访了经济合作和发展组织(以下简称经合组织)就业、劳工和社会事务司社会政策部主任莫妮卡·凯瑟尔。

她告诉记者,延迟退休年龄将会让国家的养老金系统更加适用于国家的人口结构演变。这样不仅能缓解养老金系统的压力,也减轻了年轻一代的负担。而在制定延迟退休年龄时应果断而谨慎,需要制定“实际可行的时间表”。在这些方面经合组织成员国提供了不少成功经验。

典型案例 逐步延迟退休年龄 捷克一次提俩月

法晚:在经合组织国家已经有不少国家延迟了退休年龄,能否请您列举一些典型案例?

凯瑟尔:很多经合组织国家早已经提高了退休年龄。过去,大部分经合组织国家的国民正常退休年龄为65岁,而现在很多国家都提高到了67岁,甚至更高。其中最典型的是捷克,他们每年都提升国民的退休年龄,提升的幅度为2个月,而且没有固定的限度。

成功的养老金改革设计能够达到一举两得的效果,既能够达成经济目标也能够达成社会目标。举例来说,英国制定法律规定到2046年以前,将养老金年龄从65岁提升到68岁,并且这一过程已经得到了提速,表明由于人类寿命的延长,英国各界在延迟退休年龄上达成了共识。

澳大利亚也计划将退休年龄提升两岁,延时退休已经成为各国的一种普遍做法。

原因分析 养老金融资不平衡 延迟退休实现双赢

法晚:您认为这么多国家现在纷纷延迟退休年龄的原因是什么呢?

凯瑟尔:最初设计养老金系统时,人们预期中的退休生活时间相对较短,而现在国民平均寿命普遍提升了。与此同时,很多国家的生育率却在不断下降,例如德国,日本和韩国。这就导致了养老金融资的不平衡。因为越来越少的年轻人为越来越多的退休群体支付养老金额。这为年轻一代增添了很大的负担。此外,养老金的高贡献率,将使得劳动力成本非常昂贵,而这反过来又将损害更年轻的一代的就业机会。高额的养老金支出也反映在了高额的养老金缴费上,这些成本无形中增加了工资成本。

延长退休年龄,是为了让养老金系统财政融资上更具可持续性,更加适用于国家的人口结构演变的现状,这也是一种能够达成“双赢”局面的措施。就业人员为养老金系统贡献更多,同时领取养老金的人数减少,也能降低政府开支。

法晚:如果不延长退休年龄,还有其他选择或解决方式吗?

凯瑟尔:为了节约养老金,本质上只有三种选择:工作更长,提升养老金缴费,或者削减养老金福利。很多国家采取了降低养老金福利和削减养老金的做法。这样无疑增加了老龄人口贫困的风险。而增加养老金缴费将影响就业,并增加年轻一代的压力。因此,延长工作时间可以说是权衡利弊的选择。因此工作时间延长,将会为养老金系统注入更多的资金。

借鉴经验 认真规划时间表 工龄决定退休年龄

法晚:以经合组织的经验,您认为在法定延迟退休前,最应该考虑哪些因素?

凯瑟尔:在法定延时退休前,一个重要的考虑因素就是要认真规划时间表。这一时间表必须留给人们足够的时间去适应新的规定。很多国家在此之前都努力避免突兀地提升退休年龄。因为对于一些年龄偏大的工人来说,如果太快地调整退休年龄,他们很难对他们的退休计划进行调整。

所以,通常很多国家都采取循序渐进的方法,每年提升几个月的方式来调整。而有些国家也会将国民平均寿命的增加以及退休年龄的增加相互挂钩,进行自动化的调整。因此,退休年龄的调整需要采取果断的决定,但是必须制定一个“实际可行的时间表”,以便对于工人和用人单位来说都能够接受和完成。

退休年龄的调整也可以是灵活化的,也可以根据工龄来计划。例如在德国,通常的退休年龄为67岁。但是一名德国人如果已经工作效力了45年,那么他在65岁就可以退休。同样的例子也发生在西班牙。一般退休年龄为67岁,但是如果工龄达38.5年,65岁时也可以退休。

法晚:那么在调整过程中,政府如何采取配套的养老金改革措施,以减轻养老金系统压力呢?

凯瑟尔:延迟退休年龄通常伴随着一个更加广泛的“养老金改革计划”。

在公共养老金体系下,很多国家都鼓励更多的企业和私人的养老金计划。例如在德国,为了补偿部分被削减的公共养老金系统,政府对私人的养老金计划进行补贴。而在英国,退休年龄延长的同时,由企业雇主提供的养老金计划自动参与进来,以确保未来的退休人员有足够的资源。

适应新退休年龄 可采取“半工半休”

法晚:在此过程中,政府应该采取什么措施来让民众适应呢?

凯瑟尔:要逐步推进延迟退休年龄,大多数经合组织国家会通过进行公众信息的推广和意识提升的活动,向国民充分解释了为何要延迟退休年龄。政府在此期间可以推行促进措施,帮助年龄较大的工人能够在工作岗位上工作更长时间,实际参与到工作中来,而不是坐等退休。

这些政策包括培训,工作场地的适应,以及更好的激励机制等。在德国等欧洲国家,特别是一些人口快速老龄化的国家有非常好的实例。有些本该退休的人群可能会有“社会孤立感”。因此,一些经合组织国家也在探索“部分养老”的解决方案,也就是退休年龄被延长的人员“半工半休”,以兼职的形式进行工作。

专家建议 构建“安全网” 保护年老工人

法晚:您认为中国现在是否有必要延迟退休年龄?

凯瑟尔:随着中国人口老龄化过程不断加快,中国有必要针对新的人口结构现状,实施新的养老金系统。这其中就包括延迟退休年龄,让养老金系统金融和社会实现可持续化。否则,给中国下一代的压力将会过大。中国男性60岁的退休年龄,女性干部55岁的退休年龄和女性工人50岁的退休年龄,对比国际都相对较低。

因此,经合组织建议中国应该提升法定退休年龄至65岁,并和大部分经合组织国家一样,将男女退休年龄平等化。此外,还建议将中国的法定退休年龄与中国人的平均寿命挂钩。正如我上述所言,在一些经合组织国家已经开始采取这样的做法。

法晚:那么在此过程中,您觉得应该注意什么呢?

凯瑟尔:在转变过程中,需要特别注意年龄较大的工人们的表现。他们中一些人由于健康状况不是很好,或是缺乏继续工作的教育知识和技能,导致无法继续工作。因此,对这类群体需要构建“安全网”来保护他们。

在中国的养老金改革上,经合组织在多方面可以为中国提供支持。中国可以借鉴经合组织在养老金改革方面的经验。在延迟退休年龄的年数上,中国也可以参考经合组织成员国在提升退休年龄时所规划的具体时间表。其次,中国也可以与经合组织成员国合作,共同分享设计养老金系统时的经验,使得未来双方的养老金系统无论在社会化上,还是在财政上,都变得更有可持续性。本版文/记者 黎史翔

In math, I think Im strong in this area, but I still have to work hard. This semester, I will continue to learn the number of the Olympiad class, improve the number of mathematical abilities. I decided to stick to the 5 Olympiad exercises every day and win the two prize for this years competition. We should listen carefully to the math class, do not speak small words, and also take an active part in speaking.

Computer is my favorite aspect. I have the greatest interest in it. So I raised with my dad earlier this semester that I would like to take part in computer class learning and learn webpage making. And try to control the time of playing computer games as far as possible, and do not affect the learning.

English is my weakness, and Im most tired of it. My mother gave me an English class in Cambridge. I should also read more, remember English words more, and strive for some progress in English.

On the sports side, Im going to train the devil and go outdoor every day after dinner, play badminton, play football, and so on. At home in the evening, we should exercise more, do dumb bells, and sit up and so on. I have to get up early in the morning, the best run and do exercises. Its best to report a track and field team.

The plan is done. But Dad asked me skeptical to the right, "can you do this?" I affirmative answer, "yes! Do it! I must finish the plan!"

There are four key points to study English: listening, speaking, reading and writing.

Firstly, we should be brave to talk with others in English. By doing this, we can improve ore talking and listening skill.
