人民日报海外版9月7日消息，当前，欧洲正遭遇二战以来最大难民潮。据联合国难民署统计，今年前8个月已有30多万难民和非法移民横渡地中海进入欧洲，途中意外死亡的难民人数超过2600人，尤其9月3日叙利亚3岁男童伏尸土耳其海滩的照片，令整个世界清晰地感受到这一人道主义灾难的悲惨和无助。

这些难民大多来自战乱频仍的利比亚、叙利亚等西亚北非国家。利比亚曾是非洲人均收入最高的国家，民众享受免费医疗、免费教育乃至免费住房等令人羡慕的福利。叙利亚尽管石油出口有限，但在阿拉伯复兴党统治下，政局稳定，社会安宁，文明开化，民众幸福指数很高。

是什么原因导致这些国家的无辜民众，几乎在一夜间从天堂坠入地狱?

直观上看，就是在2011年“阿拉伯之春”中“国破家亡”。利比亚在卡扎菲政权被推翻后，迅速陷入四分五裂局面，经济一落千丈，民众流离失所;叙利亚陷入内战，国家千疮百孔，近半数人口流离失所，400万人流亡国外。一旦国家陷入动荡，个人再能干，也只能沦为难民。

进一步看，这种悲剧性结局的产生，部分原因是这些国家的少数所谓“民主派”，矢志颠覆原本稳定的威权统治;主要原因则是美欧借机进行“政权更替”。

以叙利亚危机为例，表面是叙政府与反对派的博弈，实则自始至终受到外部势力操纵和干扰。早在西亚北非剧变前，美国就开始秘密资助叙利亚反对派，设立“叙利亚小组”或“叙利亚工作组”，用以同叙利亚反对派联系，并派驻叙大使加强对叙利亚反政府民众的“指导”。

事实证明，美欧这种霸权主义外交政策可怕而愚蠢，它在给西亚北非国家带来巨大灾难的同时，也使欧美自食其果。

当年欧洲主导发动利比亚战争，非但未能获得切实好处，反而因利比亚动荡而失去一大能源供应来源，并引来大量北非难民;美欧在叙利亚策动政权颠覆，使“伊斯兰国”等极端组织乘机坐大，对美欧威胁越来越大，欧洲国家更是深陷叙难民问题困扰之中。

俄罗斯总统普京9月4日称，难民潮是欧洲国家在西亚北非错误政策的“必然结果”。可以说，这是欧洲国家外交政策“对美国亦步亦趋”的恶果。值得深思的是，美欧国家一贯将“民主政体”视为普世价值，并在世界上到处推销。

为何美欧民主政体选出来的本国领导人，却越来越鼠目寸光，其对外政策是如此短视?不客气地说，这恰恰是西式民主的特定产物。在金钱至上和民粹主义双重交织的政治氛围中，不可能推选出目光远大、代表历史潮流的政治家。

难民潮警示美欧国家，应反思自己的对外政策，学会“己所不欲，勿施于人”。对包括中国在内的发展中国家来说，则应充分理解“稳定压倒一切”的深刻含义，深刻认识“只有国家强大，个人才能幸福”的基本道理。
