以满足群众日益增长的多元化体育需求为出发点，以提高全区人民健康素质和生活质量为根本任务。切实提高广大市民的身体素质和健康水平，丰富广大市民的精神文化生活，促进人的全面发展，形成健康文明的生活方式。大力开展全民健身运动，坚持活动与建设并举，重在建设，扎实推进全民健身公共服务体系建设，为建设幸福作出积极贡献。

二、主要目标任务

初步建立与区社会经济发展水平相协调的公共体育设施，构建基本满足广大市民体育健身需求的全民健身服务体系，不断增强居民健身意识，积极倡导健身生活方式，明显提升人民身体素质。

(一)经常性参加体育锻炼人口不断增加，城区居民身体健康素质进一步提高。居民体育意识、健身知识和健身能力明显提高，体育健身成为更多人的基本生活方式，社区居民经常参加体育锻炼人数不断增加，每周参加体育锻炼活动不少于3次、每次不少于30分钟、锻炼强度中等以上的人数占户籍总人口比例35%以上(不含在校学生)，居民主要体质指标显著提升，国民体质合格率达90%以上。

(二)加强辖区体育健身设施建设，人均体育场地面积不断增加。建设区级公共体育健身场地“五个一”工程，即一个青少年校外体育活动中心(已建成)、一个标准体育场、一个标准游泳馆、一个综合体育馆、一个体育公园。各街道要相应建有多功能体育活动广场，各社区要相应建有全民健身活动中心。有条件的公园、绿地、广场建有体育健身设施。到2015年，全区各社区体育健身设施覆盖率达到90%以上，全区人均体育场地面积达到1.71平方米以上。

(三)加强社会体育指导员培训，构建全民健身志愿服务体系。成立区级社会体育指导员协会，完善和创建管理机制与志愿服务体系。区级体育主管部门每年培训三级社会体育指导员100名，到2015年，社会体育指导员总数达到1800名，占全区常住人口的比例2‰以上。进一步壮大社会体育指导员队伍，指导全区居民进行科学健身。

(四)加强青少年体育工作，进一步改善青少年体质。落实党中央、国务院《关于加强青少年体育增强青少年体质的意见》，坚持“健康第一”的指导想，把增强学生体质作为学校教育的基本目标和重要评价内容。区教育主管部门要进一步健全学校体育工作机制和督导制度及考核制度，提高体育教学质量，倡导科学、健康的体育健身和生活理念。保证在校学生每天参加1小时体育锻炼，做到人人有项目，班班有团队，校校有特色，定期举办学校运动会。在校学生普遍达到《国家学生体质健康标准》基本要求，其中达优秀标准的人数比例超过20%以上，学生体能素质明显提高。

(五)加强各类体育组织建设，全民健身组织网络不断完善。基层体育组织数量不断扩大，到2015年基层体育组织覆盖率达到90%，区级各类体育协会达到8个、体育类民办非企业单位达到5家。各街道、社区，各行业等要建有相应的体育组织。逐步形成体育主管部门、区体育总会、体育协会、体育健身俱乐部、社区文体活动中心(站)、健身活动点、健身气功站和社会体育指导员等构成的遍布辖区的全民健身组织网络体系。

(六)加强全民健身活动特色品牌打造，全民健身活动内容丰富多彩。遵循“因地制宜、业余自愿、小型多样、就近就便”的原则，各机关企事业单位、各行业系统、各社会团体等要经常组织各类人群开展具有品牌特色、形式多样、丰富多彩的全民健身活动，定期或不定期举办全民健身运动会。每年举办单项体育活动5次以上。每个街道拥有晨晚练体育活动点5个以上。

(七)积极配合开展国民体质监测，科学服务全民健身。各机关企事业单位、各行业系统、各社会团体需积极配合市国民体质监测指导中心开展国民体质监测、健身指导、运动处方，推荐健康、新兴的健身项目。

(八)加强全民健身宣传教育，形成崇尚科学健身的社会风气。充分利用媒体广播电视、平面媒体及互联网等新兴媒体，大力宣传全民健身，普及全民健身知识，提高公民科学健身素养。借助“民健身日”、重大体育赛事、全民健身运动会及各种体育活动加强宣传报道，倡导健康生活方式。

三、措施和保障

(一)加强组织领导。建立区全民健身领导小组，加强对全民健身工作的领导，研究制定全民健身公共服务保障政策。将发展全民健身事业、建设全民健身公共服务体系纳入经济和社会发展规划。建立激励机制，把全民健身工作作为精神文明、文明社区、社会事业发展评价体系等各类评比、表彰活动的重要指标。各工会、共青团、妇联和各行业体协等社会团体各尽其能、各司其职，采取有效措施，认真执行本实施计划。

(二)加大财政投入。贯彻落实《全民健身条例》各项规定，将全民健身事业纳入本级国民经济和社会发展规划，将全民健身工作所需经费列入本级财政预算，并随着国民经济的发展逐步增加对全民健身事业的投入，把做好全民健身工作作为改善民生的一项重要任务，列入工作计划，抓好计划落实。加强基础体育设施建设和重大全民健身活动的经费投入。鼓励和引导社会力量捐资、出资支持和兴办全民健身事业。

(三)整合体育资源。按照国家有关公共体育设施用地定额指标规定，将公共体育健身设施建设纳入城区建设规划和土地利用总体规划，新建居住区要按照国家有关居住区规划设计规范标准，建造体育健身设施。已建造的体育健身设施，不得挪作它用。进一步加大以重点建设中小型、专项型、适用性强的体育场地设施。充分利用自然资源、公园、公共绿地、广场等配建篮球、足球、乒乓球、羽毛球、健身步道、健身路径等多功能体育健身设施。教育主管部门要积极推进学校体育场馆向市民开放，机关、企事业单位要创造条件建设体育健身设施，为职工参加体育健身创造条件。

(四)广泛开展全民健身活动。不断创新全民健身活动形式和方法，引导和鼓励市民经常参加全民健身活动。定期举办不同层次、不同类型、不同人群的全民健身体育竞赛活动和健身展示活动，突出健身性、参与性、趣味性。打造一批群众参与性强的全民健身品牌活动，扩大全民健身活动的影响力，创建“一区二品”活动(即一个全民健身活动品牌，一个群众体育竞赛品牌)。组织开展好传统节日全民健身活动，精心组织策划好每年8月8日“全民健身日”的系列全民健身活动。

(五)发展各类人群体育。将社区体育工作作为社区建设的基本内容，统筹规划，以街道和社区公共体育设施建设为重点，不断改善体育健身环境和条件。将社区体育纳入全面建设小康社会的重要组成部分，逐步建成一体化的全民健身公共服务体系。进一步发展职工体育和青少年体育，抓好老年人体育等。

(六)引导健身消费。鼓励和引导市民体育消费，扶持和发展社会力量兴办体育健身休闲产业，为各种人群提供多元化的健身服务需求。建立和完善公共体育健身服务规范，提高公共体育健身服务水平。

(七)推进法治建设。各部门要进一步贯彻执行《中华人民共和国体育法》、《全民健身条例》、《公共文化体育设施条例》、《市规范全民健身设施建设与管理办法》和《区社区体育健身设施管理办法》等法律法规。进一步规范政府部门的职责，依法行政，切实维护市民参与体育健身的权益。要建立统筹规划、政策引导、组织协调、提供服务等方面的机制和制度，加强执法和监督检查，提高法治水平，做好全民健身的长效管理。

四、组织实施

(一)加强组织领导。本计划在区政府的领导下，由区文体局会同有关部门、各群众组织和社会团体共同推行。区全民健身工作领导小组作为协调机构，负责督促和协调全区各部门实施本计划。

(二)抓好成效评估。要把全民健身工作纳入文明单位和文明学校的考核指标体系，根据国家有关评估标准，对本实施计划的实施情况进行检查评估，对全民健身事业作出突出贡献的单位和个人，根据相关规定予以表彰奖励。

(三)认真贯彻落实。各部门以及工会、团区委、区妇联和各行业体协等社会团体要提高认识，充分发挥各自职能，各司其职，将本计划列入日常工作计划，切实抓好各项工作的落实。

This summer holiday I plan to go to the beach.I will go there with my parents and cousins.Well stay there for three days at the local hotel.The trip will be the most wonderful one that I have ever had.Because we will do a lot of things there,such as playing volleyball ,windsurfing ,having barbecue at night.Im really looking foward to it.

Actually I like swimming and think nothing is more refreshing than a swim. In the summer vacation that has just ended I went swimming many times with my classmates and we all had a good time. This summer vacation, however, was not spent entirely in seeking fun. As a second-year senior student I had to prepare myself for the college entrance examinations that were only a year away. In other words, I must find time to study, too. So I divided my time between work and play during the summer vacation and derived much benefit from this arrangement.

The new term is coming.I am excited..I will be in eight grade next term.

My winner vacation is coming soon .I am so happy I decide to make a winter vacation plan .First, I will do my homework carefully Second ,I am going to help my mother with housework .Then,I want to play with my best friend.I will also visit my grangparents with my parents .We will spend Spring Festival with them.I think every day during my winter vacation will be happy.
