关于确定中国人民抗日战争胜利纪念日的决定草案的说明指出，中国人民抗日战争的胜利，成为中华民族由衰败走向振兴的重大转折点，为实现民族独立和人民解放、建立新中国奠定了重要基础，为世界各国人民夺取反法西斯战争的胜利、争取世界和平的伟大事业作出了巨大贡献。由中国全国人大常委会专门作出决定，以立法形式确定中国人民抗日战争胜利纪念日，集中反映中国人民的意志，使我们牢记历史，不忘过去，珍爱和平，开创未来，是十分必要的。

1939年2月，中国空军和苏联空军志愿队在兰州地区空域联合抗击日军空袭，这也是作为抗战大后方的兰州，唯一一次与日军正面交锋。八路军兰州办事处纪念馆里，一扇木门上深深的弹坑中，还留有一块日军飞机投弹后的弹片。
