刘媛向澎湃新闻称，经查实，此门票涨价乱象完全系个人行为，与景区合作的旅行社工作人员李华为个人利益与5D电影院达成私下协议，用一张不干胶粘贴景区原有的价格公示牌，把原本标注老龙头景区的价格修改为“龙头通票票价：成人90元/人，学生60元/人”。

“事实上我们旅游局和景区每天都会定期对景区进行监督，但李华做得很巧妙，掌握监督人员的巡查规律后，在巡查人员来时，她会将不干胶撤掉，走了又粘上，一直没有被发现。”

10月9日，国家旅游资源规划开发质量评定委员会作出取消山海关景区5A级资质的处罚决定。同日，国家旅游局公布四条原因中，“老龙头景区擅自更改门票价格。”排在四条首位。

如果说，山海关景区小部分一线员工或有抱怨“一条布干胶引发5A资质取消的悲剧”，曹玉宝则并无怨言，“为什么我们的巡查工作人员一直没有发现乱涨价行为，而暗访组一到就能发现，难道是我们都瞎了吗?”

曹玉宝认为，山海关景区之所以被取消5A资质，是管理上存在问题，而管理上的问题归根到底是体制的问题：常年以来景区的经营、管理、所有三权不分，政企不分，最终导致了今天的局面。

“创新体制机制，实现国有景区三权分离。才是最终的出路。”曹玉宝称，下一步将探索实行事业单位企业化管理，组建山海关旅游开发有限公司，按《公司法》及现代企业要求设计管理架构、制定管理制度，按照企业及市场规律运营。成立山海关景区工作管理委员会，由一名区委常委任工委书记、一名副区长任管委会主任，全面负责监督、协调山海关旅游开发有限公司依法合规的开发、建设、经营山海关景区。

事实上，体制的问题，身为区旅游局长的刘媛深有体会。在9月1日被国家发改委暗访后，整个山海关景区面临即将到来的国庆黄金周无疑是一场战役，但景区国有性质，编制少，成员构成老龄化，在黄金周到来时，为了杜绝乱象出现，旅游局启动了“人海战术”，让景区和旅游局的200多名员工都深入景区参与监督和服务。

“花了最大的力气，用了最原始的方式，没有想到还是出事了。”刘媛叹息。

事实上，山海关景区遭游客吐槽，近年来频繁见诸网络。澎湃新闻梳理发现，2010年9月24日，河北新闻网曾刊登主题为“山海关景区一酒店模糊语言坑游客，多花200来快钱买教训”的投诉。该游客投诉称，结账的时候竟然比实际所点菜价多出来200多块钱。

另据《燕赵都市报》报道，2010年8月26日，石家庄自驾游游客在“天下第一关”遭黑导游忽悠买了不能登城楼的“假票”;27日，另外一名游客称被忽悠花125元买10多个死螃蟹。而据当地人告诉介绍，这些螃蟹是从批发市场捡来人家扔出来的死坏螃蟹，专门欺骗外地游客的。

探访：会诊专家眼中的“瑕疵”

山海关景区被国家旅游局取消5A级资质，除了“老龙头景区擅自更改门票价格”外，还有三条原因分别是：景区环境卫生脏乱;设施破损普遍，服务质量下降严重;导游、医务等岗位人员缺失严重。

10月12日，澎湃新闻在山海关的三个组成景点走访，发现了多个景点的“瑕疵”。

5A的标示牌在“天下第一关”、“孟姜女”两个景区已经移除，而在“老龙头”景区的入口处，仍有数块5A标示牌矗立，引来游客质疑，“不是说取消了吗，牌子怎么还立在景区?”

山海关景区旺季在暑期，随着气温的降低，游客并不多。零星的游客在景区穿梭，三个景区相比之下，老龙头显得稍许“热闹”。

三个景点共同点是景点与商铺夹杂，界限不明显。景区内商铺林立，寻指示牌而游，时而被带进商铺，类似情况仅老龙头景区就有6处之多。

对于景区内林立的商铺，一位老龙头景区的清洁工颇有微词，“原则上商铺的卫生是商铺打扫，但身为临时工的清洁员身份尴尬，无法有效监管。”该清洁工介绍，老龙头景区清洁工均为临时工。

上述清洁工介绍，老龙头景区清洁工均为临时工。近日景区已经多次开会强调要注意景区内卫生，并要求清洁工们不要议论摘牌一事，“尤其得留意记者暗访。”

老龙头景区内，入口处清洁工正在清除主道一侧的杂草，一旁的清洁车上堆满了枯草和垃圾。垃圾桶分布较为合理，但略显老旧，部分破损。

10月12日受河北省旅游局邀请前往山海关景区“会诊”的河北师范大学副教授沈绍岭在走访山海关三个景区后接受了澎湃新闻的专访。

“垃圾桶陈旧、路面破损随处可见，商铺与景点缺乏明确界限。”沈绍岭称，细微服务不够，若干的小问题积累到一个量时，整个景区的层次就打了折扣。从自然景观等级来看，毫无争议山海关景区是5A，但从员工的积极性、景区的硬件设施，接待设施上看，离5A还是存在一定差距。

对于景区的体制改革问题，沈绍岭表示，山海关景区的多数景点都是国家级重点文物，目前的国有模式管理、经营，有利于保护核心资源，待旅游市场成熟后，可以考虑让市场资本参与经营。

对于景区摘牌，山海关景区内的商家持不同的看法。老龙头一户商家表示，山海关还是天下第一关，长城还是那长城，该来的游客还是会来。而多数商家对明年的生意表示担忧，随着此轮媒体的轮番曝光，明年的生意将更加不好做，不知景区是否对租金进行下调。

山海关景区周边数家旅行社(地接社)负责人向澎湃新闻表示，因为目前处于淡季，还看不出摘牌带来的负面影响。目前还没有外省的旅行社(组团社)提出终止合作，“可以想象的是，没有了金字招牌，明年暑期的游客肯定会减少。”

旅游局：“摘牌之日，就是争创5A级景区之时”就摘牌一事，专家与山海关官方的态度基本一致，摘牌无论对山海关还是全国旅游市场的规范与提升都是好事。

“摘牌之日，就是争创5A级景区之时。”自感“罪责深重”的区旅游局局长刘媛表示，得知5A景区被摘牌信息后，区委、区政府连夜召开多层次会议，全面进行整改。立即对老龙头景区和区旅游监察大队负责人进行免职处理，区委、区政府、区旅游系统负责同志分别作出深刻检查，并向国家旅游局、市委、市政府送交检查报告;对景区内电子设备、垃圾箱等设施进行全面更换维修，增加专业保洁、导游、医护人员。

曹玉宝表示，山海关将深刻汲取摘牌的沉痛教训，以此为新的起点，成立以区长为组长，相关部门为成员的景区整改提升暨5A级景区复牌工作领导小组，加大综合整治力度，确保在最短的时间内旧貌换新颜，确保在最短的时间内实现山海关旅游的重生。

刘媛称围绕重新创建5A，将重点做好四个方面工作：一是对照5A要求，全力推进早日复牌。严格按照国家5A级旅游景区评定标准和评定细则，全面实施整改提升。开展“直面摘牌、集中整改”行动，确定5大类16项重点任务，逐条逐项明确责任部门、责任人和完成时限，确保整改任务落到实处。

二是加强市场监管，重塑旅游良好形象。严格规范景区内经营行为，对所有商品实行明码标价，坚决清除不合格商户，对于景区内电瓶车、自行车、游艇等服务项目统一收回景区管理。成立区旅游市场秩序整治工作领导小组，组建旅游综合执法队伍，完善旅游投诉处理机制，加大旅游执法力度。

三是实行全面动员，营造全民参与氛围。以“解放思想大讨论”为契机，在全区开展“爱我关城、共创5A”大讨论活动，广泛征集关于旅游产业转型升级发展和管理水平提升的意见建议。

四是创新监督形式，聘请人大代表、政协委员、旅游专家、学者等社会各界人士，作为旅游服务质量监督员，全面接受社会监督。

10月14日，讲述完山海关景区从“5A”到“无A”的历程后，曹玉宝向澎湃新闻深鞠一躬，“希望媒体能够多鼓励山海关景区，给景区一个浴火重生的机会。”

15日上午，刘媛带领旅游局员工移除“老龙头”景区售票处5A标示牌，一旁的小学生游客发问，“这么漂亮的牌子为什么要拆了?”

“因为我们做得还不够，等做好了再把漂亮的牌子立回来。”刘媛说道。

一部新电影上映了，你去不去看？

先别去，拖着。通常，拖几天，就会有无数人告诉你：千万别去，不值得浪费那两个小时和几十块钱。当然，也有的时候，拖了几天，有无数人告诉你：这电影你得去看看，还是不错的。这时候应該怎么办？应该继续拖。拖几个月，再问他们，还觉得值得看吗？或者干脆拖几年，再回头看，还觉得那电影不看不行吗？

很多人认为拖延症耽误事，其实真的不是那样。
