据不完全估算，共享单车市场的押金、充值余额存量高达数十亿元，有不少网友质疑其资金流向不透明，“高位”的资金池，如何避免成为“高危”的风险地?

“资金池”有多大?流向何方?

缴纳押金、充值余额，是使用共享单车的必经流程。随着共享单车市场规模不断扩大，沉淀的押金、余额形成了巨大的“资金池”。

记者向ofo和摩拜单车了解“资金池”的具体金额，两家公司均没有作出明确回应。根据ofo公布的数据，其用户量已达3000万。摩拜单车官方数据表明，其用户量在去年底已超千万，以此用户量粗略估算，两家公司仅押金存量都达到近30亿元。

针对数十亿元资金的管理，记者采访获悉，ofo、摩拜、Hellobike三家共享单车公司，都对押金和余额分别设立了账户，专款专用，对押金账户不做他用，余额账户则用于支付用户骑行的费用。其中，摩拜单车还与银行开设了押金专户，对用户押金进行集中统一管理。

“资金池”是否存在安全风险?

有不少网友称，使用共享单车时遭遇了退还押金、余额困难的问题，对“资金池”的安全性提出疑问。

ofo用户张女士在3月2日通过人工客服发起余额退款申请，却迟迟没有退回。她前后三次跟客服联系，客服都说张女士的支付宝有问题，无法退款。截至23日，张女士13.5元的余额仍然没有到账。

摩拜单车用户魏女士，3月初在APP上发起退回押金申请，但界面一直显示系统错误，客服电话也无法接通。后来魏女士向“12315”等多个平台投诉，摩拜单车才将押金转账给魏女士，此时距离她发起申请已过去半个月。

武汉大学竞争法与竞争政策研究中心主任孙晋认为，对于预付押金这种行为，尚未有法律明文禁止，先交付押金的方式法律上是允许的。

天津众美律师事务所律师曹哲辅表示，对押金和余额不能等量齐观。“余额的性质相当于预付款，是公司的收益，无需向用户说明如何使用以及资金去向。”他认为，所谓的风险主要还是来自押金部分。

“由于很多用户在一次使用后不发起退还押金的请求，这会造成押金沉淀在单车提供者手中，沉淀的多了，就可能引发‘变相募集或占有资金’的嫌疑。”曹哲辅说。

共享单车公司运营模式的最大隐患在于，单车提供者可能丧失退还押金的能力，如单车提供者破产、将押金挪作他用等。一旦出现这种情况，长期不请求退还押金的用户有可能无法拿回押金。

福建莆田本土品牌卡拉单车，于今年初首批向市场投放600多辆单车，但因车辆设计及用户不文明使用等因素，面世仅10多天，就有76.5%的单车“失踪”。投资方毅然撤资，并划走了部分用户的押金，导致公司运营资金紧张，用户退押金困难。

“资金池”的安全如何保障?

共享单车是共享经济的新形态，对于其“资金池”的安全，是否应有相应的监管?摩拜单车方面均回复称，在我国现行的法律法规中，尚未对共享单车押金的管理作出明确规定。

记者联系了福建、江西两省的交通部门，相关负责人表示，目前对共享单车的管理，上级部门还没有明确的意见，应由哪个部门来主管也尚不清楚。

同济大学法学院副教授刘春彦刘春彦表示，共享单车的商业模式还不清晰，也没有形成成熟的盈利模式。在这种情况下，市面上的共享单车公司越多，政府介入监管的迫切性就越大。

刘春彦认为，所有的押金都应当归属于消费者所有，它不属于单车公司的财产，不得计入共享单车公司的资产，必须进行风险隔离。即该笔财产独立于共享单车公司的财产，即使共享单车公司破产，押金也不应列入破产财产，而应返还给消费者。

要规避押金管理的风险，需要政府、单车提供者和用户三方面共同协作。政府有必要尽快明确监管部门，并出台相应的管理细则，设立第三方监管机构对单车公司的押金进行监管。

此外，共享单车公司应建立专门的“押金池”保障押金专款专用，并向社会公众披露资金的流向。

旅游是一种可以让人放松的好办法，尤其是短途旅行，几乎不用多加考虑。骑着单车，以不同的视角观察大地，也别有一番韵味。来一场说走就走的旅行，你会发现，平时你没注意到的，此刻无比的鲜活。

反观共享汽车等，几乎很难找到，押金也非常贵。这方面和共享单车是比不了的。

但共享单车也有弊端。但弊端不是出现在单车本身上，而是在于广大市民。

路边并不是没有受到伤害的单车。有的被卸去了座位，有的被卸掉了车轮，有的篮筐不翼而飞，有的二维码被涂掉……这时，共享单车就成为了市民的“照妖镜”。所以，在使用单车的同时，我们更应该为别人着想，为市容着想。

只有大家都合理使用共享单车，共享单车才能更大地发挥它的价值。

现在的共享单车市场，ofo小黄车和摩拜单车两家独大，或许有一天，他们两家会合并，彻底占据市场。谁知道呢？

时代的发展使得共享资源的出现成为了一个必然的趋势。只要获得了市民的喜爱，就不会消失。

共享时代已经到来。

随着时代的发展，各种新奇而便捷的APP层出不穷，而“共享单车”、“共享雨伞”等共享资源无疑是其中的领军人物，深受人们的追捧。越来越多的共享资源如雨后春笋般冒尖，在不知不觉间潜移默化地改变着人们的生活。然任何事物都会有两面性，不存在十全十美的。

我就先以共享单车为例。共享单车的优点是一目了然的：数量多、分布广、价格低廉。只要付了租金，马路边随处可见的单车便任君选用。为人们提供便捷的同时，随之带来的问题也逐渐显露。我曾亲眼看到单车前置的篮筐不翼而飞，供人扫描的二维码被人随意涂鸦、撕毁，“金屋藏车”也屡见不鲜。还在网上看到一篇报道，某省一个四年级的小学生竟然能轻松撬开车锁，还对采访的记者说道：我看他们很多人都这么干！

显然这些并不是共享单车自身的问题，它只是一条导火索，真正的罪魁祸首是人的贪念和自私自利！一些人永远只顾自己的利益，对自己的行为给他人带来的损失视而不见听而不闻，当做理所当然，更别说为自己的错误买单。这样的人并不少见：借了共享单车有借无还，占为己有；在借来的共享书籍中乱涂乱画，随意撕毁；甚至更远一些的，在旅游景点刻下“××到此一游”……依我之见，这些人大都并不具备应有的社会公德和素质。

共享单车所引发的思索并没有结束。我又想起了之前看到的一则新闻：上海一名不满12岁的学生骑着小黄车出了车祸，当场身亡。这还不是最令人瞠目结舌的，而是家长向OFO方索赔800多万元！一条鲜活的生命在这么突然的情况下消失无疑令人扼腕叹息，但家长将共享单车推上了风口浪尖的行为却更是让人心寒。我们不能说共享单车就不盈利，但它的存在的确在本质上为人们带来了便捷。你自己不遵守交规，父母也不好好看管，出了事居然让我背锅？最后共享单车方是否赔偿我们尚未可知，但想必被这事搅得焦头烂额、憋屈极了。

至少在我看来共享单车方并没有很大的责任，顶多有个“属于看管”的罪名。之后我还仔细查找了资料，发现在共享单车租赁条款中两次提到12周岁以下不得使用，可以说是仁至义尽了。这么多人骑都没出事儿，你一骑事儿就来了，想必更大的责任也在你吧。人总是把过错往别人身上推，因为站住受害者这个角度就像开了“无敌buff”一样，任何过错流几滴眼泪就能被原谅，任何责任都是因为他人的小小遗漏才导致。因为一些群众泛滥的同情心，所谓的被告方就会受到莫须有的惩罚。这种现象已经逐渐成为常态，但却让我深深地感受到了社会舆论的可怕。

自从共享单车被列入中国最新四大发明后，我就很想骑一骑。记得第一次骑共享单车，是周末，我们准备去奶奶家吃晚饭，爸爸说让我们走着去，可我觉得太累，不同意，爸爸又说：“如果不走着去，那你就别去，你可别指望我们开车送你去哦！”听到这话，我只好跟着爸爸妈妈一起走着去奶奶家。

刚到大门口，我就发现了一排共享单车正靠在路边，顿时，我眼前一亮，想到了一个好主意：“要不，我们骑共享单车去奶奶家吧，”

“好啊，好啊，这样既可以健身，又可以减肥呢，”爸爸爽快地答应了。

我们各自挑了一辆共享单车，我挑的呢，是一辆金黄金黄的，仿佛太阳一照就可以让看到的人睁不开眼睛，因为，它实在是太耀眼了，而爸爸妈妈呢？各选了一辆“小黄车”，迎面骑来将我甩在后边，我也快马加鞭，快速地用密码将锁打开，一跨身，骑了上去，往前追去。

凉凉的微风吹过我的脸颊，头发被风吹了起来，在后面飘扬，很快，我们就到了奶奶家，这明显比走着去快多了。到了那儿，把共享单车往墙边一放，就可以让有需要的人骑走了。而我们吃完饭后，又可以骑着车回家。这不正是“共享单车”“共享”的乐趣吗？

去年年初，当共享单车首次进入我们的生活时，便激起了一阵惊涛骇浪。其中，自然不乏好奇的、不看好的，但时间一长，人们便发觉了这其中的便利。

共享单车很便宜。大部分车价均为0、5~1元每小时，当然，也有不少人贪图省事用100元买一个月的，这种暂且不议。由于5毛1块这种钱在大部分人眼中没有什么值得心疼的，这便成了共享单车愈传愈广的其中一个原因。

共享单车很怀旧。老一辈的人都知道，在汽车还没有在上海普及时，自行车一度成为上海人出行的工具，明天清晨一群群上班族骑自行车的模样便成了上海最经典景象之一。因此，也有不少人是为了缅怀过去的年华。

共享单车很“高端”。二维码、密码锁这一类的东西往往会让人觉得“我很安全”，于是毫不犹豫地选择这类工具。

殊不知，正是这样的心理和原因造成了漏洞和麻烦。

从城市市容上来说，投入越来越多的共享单车未必是一件好事。的确，共享单车进入上海市场本就是打着“让上海变成自行车之都”“让生活更美好”之类的名号，但看看人行道上杂乱无章地堆放着一辆辆横七竖八的自行车，更有甚者，拿共享单车来碰瓷，原因是这样“成本低”。我们不禁要扪心自问：共享单车真的给我们带来了便利吗？由于共享单车不是自己家的，不少人就不爱惜它们，甚至乱停乱放。可以说，共享单车助长了一种不良的社会风气。

从个人安全上来说，共享单车也未必正真封锁了我们的隐私。我曾在电视上看见一个北大博士只花了十分钟便将一个密码锁打开，“顺便”了解了用户所输入的所有信息。暑假时，我曾让学习编程的、在读小学的表弟试着打开一辆自行车。本来只是开个玩笑，不料他用了不到一个小时也将锁打开了。惊奇之余，我不禁深深反思：一辆连稚龄儿童都能轻易打开的共享单车，真的安全吗？

除了上述两个理由外，我们的安全和健康也十分重要。共享单车投放过多，极易造成自行车坏了来不及修的情况，对我们的身心安全带来了很大的威胁。

自然，我也没有认为共享单车不便利、不好。但在这便利背后也有极大的隐患。在年岁增长的时候，我们也应在自保的能力，这种能力并非是将自己封闭，而是用审视的目光看待周围的一切。正如没有完全的好人和坏人，共享单车也没有完全的利和弊。因此，当你正在舒适便捷地使用共享单车时，你可以适时地问问自己：
