A 一条路上55辆共享单车,有18辆用不了

北京市前门附近的一条胡同,平时人流量、车流量都较大。记者在这条小胡同走访时看到,路口处五六辆共享单车摞在一起,其中一辆已不见坐垫。一位保安指着路口旁的围挡说,这里曾是一个垃圾堆,前段时间经常有共享单车被扔进来,其中有不少“缺胳膊少腿”。

沿着北京市朝阳区南十里居路行走,马路西侧空地上皆是破损单车,一眼望过去,一排接一排,甚为壮观,有的地方甚至叠放两三层。记者粗略计算,400米左右的路段大约堆有四五千辆破损单车。附近居民告诉记者,这一维修点自今年春节前就开始运作,“每天都会拉来好多坏车”。

21日,记者沿着北京市前门西河沿街、排子胡同和大宏巷行走时发现,各类共享单车散落停放,随处可见。记者统计,不到1500米的路段,共有15辆摩拜单车和40辆ofo共享单车。其中,摩拜单车有3辆故障车,ofo共享单车有15辆因损坏无法使用。

在被损坏的共享单车中,有的二维码和数字编码被磨花,有的车轮胎损坏,有的链条损坏,有的没有坐垫,还有1辆车锁密码不对。另有多辆共享单车没上锁或停在居民家门内,涉嫌私用。

北京市西城区莲花河南街附近有一个ofo共享单车维修点,停放着约300辆故障车。“前两天更多,有上千辆坏车,连放的地方都没有。”一位不愿透露姓名的运维师傅告诉记者说。

“到处寻找坏车运回维修点,每天能拉回来三四百辆。”运维师傅说,损坏太严重的就由大车拉出城外,修理好的会被重新投放到地铁站口,但两三天之后,几乎一半的车就会损坏或“消失不见”。

B 已有“抗破损”设置,仍无法抵挡恶意破坏

记者了解到,共享单车严重毁损状况背后,既有部分单车在设计制造上存在先天缺陷的原因,更有人为恶意损坏的因素。

一位共享单车运维师傅说,因为质量和设计问题,一些共享单车在链条、轮胎等部件更容易出现问题。

记者采访了解到,部分共享单车在设计之初已做了“抵抗”破损的考虑。例如,摩拜单车相关负责人称,摩拜单车破损率极低,车身整体全铝结构,车体结构经过数万次耐碰撞测试,并以4年免维护或少维护为目标,避免了因零件盗拆、车况破损对市容市貌的负面影响。

摩拜单车上海总经理姚呈武、ofo公司相关负责人史少晨表示,据公司调查,以前共享单车破损原因中不乏“恶意破坏”——部分黑车、黑摩的司机因为共享单车抢了自己的生意,占道经营的小摊贩因为共享单车停放“占”了自己的地盘,因而在部分城市的个别区域有集中破坏的情况出现。

“按照我回收坏车的经验看,正常坏的有,但人为破坏的更多,撬锁、磨掉二维码和数字编码、上私锁、恶意破坏坐垫的情况比较普遍。”一位不愿具名的共享单车运维师傅说,很多人的使用习惯很不好,使用完忘记上锁或者上了锁不改密码的很多,甚至有人为单车加上私锁、将车停放在家里,让回收变得更加困难。

相关专家和业内人士呼吁,社会各界应给予新事物和接受新事物的时间及空间,让每个人都成为共享规则的“捍卫者”。还有一些网友认为,共享单车遭破坏固然与市民和使用者的个人素质有关,但关键是企业的管理应该跟进,共享单车遭破坏亟需政府出台具体的处罚措施。

专家认为,违反公序良俗,从过去要付出个人名誉的代价、受到周边的指责,变成了受到法制和诚信体系等外在规则的约束。

摩拜单车CEO王晓峰曾告诉记者,不少投资人都认为共享单车太疯狂,最大的质疑就是“社会环境不够诚信”,但如果只是去想,永远也无法验证是否可行。只有一批人先做了,而不是等靠外部环境的改善,才有可能鼓励更多人参与。从这个角度说,如果每个参与者都被动地等待规则的完善、制度的设计、素质的提升,那共享单车这一创新可能从开始就不存在。

ofo公司相关负责人介绍,目前关于如何保护共享单车不被人为破坏,ofo有专门的线下运维团队,对共享单车进行网格化管理。每个指定区域都会配一个运维师傅,负责管理车辆,包括管理乱停放、查看车辆状态是否有损坏、打气维修、调度等,这在秩序维护上起到了一定成效。

小蓝单车公共事务总监孙丹印说,小蓝单车现在是通过用户在APP报修的方式获得损坏或私锁车辆的位置和情况,然后找到车辆。从管理方面,呼吁地方政府能够在城市运营中帮助共享单车完善停放地点,进一步规范共享单车的使用。

孙晋认为,政府管理部门尤其执法机关在加强管理中,应该对于在使用共享单车过程中的不诚信记录,纳入公民个人社会诚信记录系统,向社会公开,使之成为促进诚信社会建设的积极因素,倒逼个人自律。

而现在,越来越多的普通人自愿加入“摩拜猎人”的队伍,对举报并减少共享单车的乱停乱放、被破坏现象发挥个人的作用。

第一是用户的“困惑”，有的是押金退款、余额退款难，有的是遭遇虚假二维码诈骗，最为堪忧的是部分车辆破损，存在安全隐患。早前，在北京就发生了自行车刹车突然失灵，导致骑行者连人带车失控摔倒的事件。

第二是商家的“困惑”，有的是单车被恶意破坏，有的是被骑至远郊藏匿，有的是车辆停放不规范，更为尴尬的是，“作案对象”身份难以明确。

这些“困惑”，从表面上看，覆盖产品安全、资金安全、人身安全等不同层次，但深究其背后，投射更多的是用户和商家的诚信问题。与其拷问，谁来捍卫用户和商家的利益，不如思考“如何为共享单车模式增加诚信的保障”。

第二是由政府下达行政指令，对共享单车承租人年龄及行为、单车商家行为、相关竞争者行为进行规范。如，明确骑行造成重大人身伤害情况的权责，将押金退还列入企业经营规范要求。据悉，北京、深圳等地均出台相应政策，其中，《北京市鼓励规范发展共享自行车的指导意见（试行）》明确承租人须年满12周岁，涉及恶意破坏、盗窃等违法行为信息由公安部门纳入个人征信系统，值得借鉴。

第三是企业营销手段刺激，企业可以通过积分抵现、单价折扣等形式，对诚信用户进行激励，培养用户黏性。还可以发展“文明用车义务监督员”，由诚信用户帮助企业做市场行为监管……是不是有点儿“脑洞大开”？

是的，我，是一辆几乎满大街都可以看见的共享单车，当然，你们也可以亲切地称呼我为“小黄车”。我的兄弟姐妹，乃至远房亲戚遍及全球，所以我，也常常自恋地认为，我是这个时代的象征。

刚出厂时，我的身体锃亮光滑，通体闪着金黄色的光芒，夺人眼球。我，载着人们感受清晨时的城市微风，感受那一份闲适淡然；载着人们在烈日下奔跑追逐，挥洒辛勤的汗水；载着人们在夕阳下带着满身的疲惫归家。这是我的职责，也是我的骄傲，可是，平静之后的暴风雨猛烈地袭来，我开始有些慌乱了。

那日，我安静地晒着太阳，却倏地感觉身子一轻，一下子腾空了地面，我无声地抗议着，两个轮子不断滚动，试图以此来警告这个莫名的人，可是他，却对着那个名叫“手机”的物体笑得猖狂，丝毫没有感受到我的愤怒。紧接着，我眼前一黑，以一个完美的抛物线被扔进了一个黑咕隆咚的地方，身体的疼痛使我苦不堪言，临近昏过去前，我仿佛听见那个男人的大笑：“老子就扔共享单车了咋滴了，天王老子来了我照扔不误！”巨大的恐慌和身体的疼痛让我终于昏睡了过去。

时间过去了很久，我才缓缓转醒，试图扭动一下身躯的我忍不住又痛呼了一声，我眼中满含泪水地看着我身上遍布的伤痕。“咦？爸爸！这里有一辆小黄！”一个男孩子的呼喊打断了我的思绪。再被扛回家的那一刻，我的心里暖洋洋的，看吧，还是有人会关心我的，我的心里忍不住的欢喜，那个男孩的妈妈很细心地拭去我身上的泥污，而男孩的爸爸更是将我身上残破的零件全部修整好，我几度认为我到了天堂，却发现，这依旧是阿鼻地狱！在那之后，我就被锁在了男孩的家里，被伪装成了他们家的专属“坐骑”，曾经令我风光一时的号码牌和二维码早已不知去向，我只能在偶尔被骑出去时回忆往昔的风光。自由，又身处何方？心，血流不止，伤痕遍布。那一瞬间，我都快以为我看破红尘。可是，生活还是得继续，我也只能屈服于他们的“淫威”之下，妥协。

“求求你们放过我吧！”无数次午夜梦回，心里只有这一句话在叫嚣。可是，我只能无声地抗议，甚至罢工，他们一家也因此烦不胜烦，我被全部拆散后身体被扔在各个小阴沟里，闭上了我的眼睛，结束了我的一生。

这，是一个共享的时代，可我们却不被温柔以待，人类，你们迟早会为了你们的贪婪付出代价！这个时代，怕是终究难逃灭亡的命运吧！
