I think such behavior is not only waste of food and money, but also broadcast the wrong idea that wasting food is acceptable. People should come to realize the importance of saving food. The governments should also take measures to reduce food wastage and encourage people to eat at home. What’s more, people should put an end to the expensive feasts and banquets.

A 一条路上55辆共享单车,有18辆用不了

北京市前门附近的一条胡同,平时人流量、车流量都较大。记者在这条小胡同走访时看到,路口处五六辆共享单车摞在一起,其中一辆已不见坐垫。一位保安指着路口旁的围挡说,这里曾是一个垃圾堆,前段时间经常有共享单车被扔进来,其中有不少“缺胳膊少腿”。

沿着北京市朝阳区南十里居路行走,马路西侧空地上皆是破损单车,一眼望过去,一排接一排,甚为壮观,有的地方甚至叠放两三层。记者粗略计算,400米左右的路段大约堆有四五千辆破损单车。附近居民告诉记者,这一维修点自今年春节前就开始运作,“每天都会拉来好多坏车”。

21日,记者沿着北京市前门西河沿街、排子胡同和大宏巷行走时发现,各类共享单车散落停放,随处可见。记者统计,不到1500米的路段,共有15辆摩拜单车和40辆ofo共享单车。其中,摩拜单车有3辆故障车,ofo共享单车有15辆因损坏无法使用。

在被损坏的共享单车中,有的二维码和数字编码被磨花,有的车轮胎损坏,有的链条损坏,有的没有坐垫,还有1辆车锁密码不对。另有多辆共享单车没上锁或停在居民家门内,涉嫌私用。

北京市西城区莲花河南街附近有一个ofo共享单车维修点,停放着约300辆故障车。“前两天更多,有上千辆坏车,连放的地方都没有。”一位不愿透露姓名的运维师傅告诉记者说。

“到处寻找坏车运回维修点,每天能拉回来三四百辆。”运维师傅说,损坏太严重的就由大车拉出城外,修理好的会被重新投放到地铁站口,但两三天之后,几乎一半的车就会损坏或“消失不见”。

B 已有“抗破损”设置,仍无法抵挡恶意破坏

记者了解到,共享单车严重毁损状况背后,既有部分单车在设计制造上存在先天缺陷的原因,更有人为恶意损坏的因素。

一位共享单车运维师傅说,因为质量和设计问题,一些共享单车在链条、轮胎等部件更容易出现问题。

记者采访了解到,部分共享单车在设计之初已做了“抵抗”破损的考虑。例如,摩拜单车相关负责人称,摩拜单车破损率极低,车身整体全铝结构,车体结构经过数万次耐碰撞测试,并以4年免维护或少维护为目标,避免了因零件盗拆、车况破损对市容市貌的负面影响。

摩拜单车上海总经理姚呈武、ofo公司相关负责人史少晨表示,据公司调查,以前共享单车破损原因中不乏“恶意破坏”——部分黑车、黑摩的司机因为共享单车抢了自己的生意,占道经营的小摊贩因为共享单车停放“占”了自己的地盘,因而在部分城市的个别区域有集中破坏的情况出现。

“按照我回收坏车的经验看,正常坏的有,但人为破坏的更多,撬锁、磨掉二维码和数字编码、上私锁、恶意破坏坐垫的情况比较普遍。”一位不愿具名的共享单车运维师傅说,很多人的使用习惯很不好,使用完忘记上锁或者上了锁不改密码的很多,甚至有人为单车加上私锁、将车停放在家里,让回收变得更加困难。

武汉大学法学院教授孙晋认为,一个城市的市民对待共享单车的态度,是这个城市文明程度的试金石。除了要求有关部门加强城市管理和严格依法打击偷盗毁坏行为,更要呼吁广大市民提高自我修养,做一个文明守法诚信自律的时代公民。

3月22日下午,西安,一辆停放在桃园南路上的共享单车后车轮的内胎被整个抽走,明显是遭到人为破坏。

利用法制和诚信体系等规则, 倒逼个人自律

相关专家和业内人士呼吁,社会各界应给予新事物和接受新事物的时间及空间,让每个人都成为共享规则的“捍卫者”。还有一些网友认为,共享单车遭破坏固然与市民和使用者的个人素质有关,但关键是企业的管理应该跟进,共享单车遭破坏亟需政府出台具体的处罚措施。

专家认为,违反公序良俗,从过去要付出个人名誉的代价、受到周边的指责,变成了受到法制和诚信体系等外在规则的约束。

摩拜单车CEO王晓峰曾告诉记者,不少投资人都认为共享单车太疯狂,最大的质疑就是“社会环境不够诚信”,但如果只是去想,永远也无法验证是否可行。只有一批人先做了,而不是等靠外部环境的改善,才有可能鼓励更多人参与。从这个角度说,如果每个参与者都被动地等待规则的完善、制度的设计、素质的提升,那共享单车这一创新可能从开始就不存在。

ofo公司相关负责人介绍,目前关于如何保护共享单车不被人为破坏,ofo有专门的线下运维团队,对共享单车进行网格化管理。每个指定区域都会配一个运维师傅,负责管理车辆,包括管理乱停放、查看车辆状态是否有损坏、打气维修、调度等,这在秩序维护上起到了一定成效。

小蓝单车公共事务总监孙丹印说,小蓝单车现在是通过用户在APP报修的方式获得损坏或私锁车辆的位置和情况,然后找到车辆。从管理方面,呼吁地方政府能够在城市运营中帮助共享单车完善停放地点,进一步规范共享单车的使用。

孙晋认为,政府管理部门尤其执法机关在加强管理中,应该对于在使用共享单车过程中的不诚信记录,纳入公民个人社会诚信记录系统,向社会公开,使之成为促进诚信社会建设的积极因素,倒逼个人自律。

而现在,越来越多的普通人自愿加入“摩拜猎人”的队伍,对举报并减少共享单车的乱停乱放、被破坏现象发挥个人的作用。

曾几何时，各色共享单车在路上穿梭，把城市装点得十分美丽。可如今，各种“缺胳膊少腿”的共享单车，痛苦地躺在路上呻吟着，甚至被人当成了免费移动广告牌。看到昔日炫酷的共享单车们变成了如今的‘病人’，人们感到说不出的难受。

夜深了，太阳闭起他那疲惫的双眼，打起了盹；月亮探出了她弯弯的小脑袋，好奇地倾听着这月光下的对话——在一条无名的小路上，一辆“ofo”，一辆“小明单车”，一辆“摩拜”和一辆“享骑”共享电瓶车展开了他们的对话。

“ofo”张大了他黑色的嘴巴，打了个大哈欠，说：“本来，我们是被整整齐齐地放在路边，等着别人来‘扫’我们，把我们带到不同的地方。可后来不知怎么的，许多人骑完后就随手一推，让我们倒在地上。渐渐地，我们越来越多地以躺倒在地的姿态进入了大众视野。有一次，我还看到一个男孩骑完后，便随手让我的一个兄弟倒在了绿化带里，旁边一个女孩问他：‘这样不好吧？’，男孩说：‘无所谓，反正又不是自己的。’边说边指了指远处的一堆‘ofo’，女孩便不再说话了。唉……”

“摩拜”用黑色的手，指了指自己身上一条条触目惊心的白乎乎的印子，对大家说：“不知道从什么时候起，有人就喜欢在我们身上贴广告，而且还用的是强力胶，即使有好心人帮我们撕下来，仍然会留下一块块白白的印子。风一吹，雨一淋，就更牢了，仿佛生了根一般，‘牛皮藓’就这样慢慢地在我们的身上渐渐显现出来了，有的甚至残忍地遮住了二维码，让我们瘫痪，再也不能去别的地方旅行了。唉……”

“我们电动自行车是需要充电的，可许多人却不把我们停到指定充电的地点，直到我们没了电，他们就把我们随便丢弃在那里，让我们绝望而害怕地呆在原地，寸步难移。”“享骑”电动共享单车摸了摸自己那没有电的瘪瘪的肚子，叹了口气，“他们这也太狠心了吧！唉……”

“大家不要这么愁眉苦脸了！有好消息！我听说市政府已经准备对共享单车的管理进行整顿，并且加强社会对共享单车的管理制度，让我们过得更加开心，还会给我们‘体检’和‘治病’呢！”一旁的小明单车大声而兴奋地叫喊着。

“ofo”愣了一下，说：“但愿如此吧！”

无名小巷再次陷入了沉默，月亮恋恋不舍地闭上了双眼，与此同时，太阳慢慢地睁开了他光芒四射的慧眼，照耀四方。在阳光深情的注视下，单车们的脸上都洋溢着对未来美好的憧憬……

如果不给“法不责众”以机会，来一个罚一个，来一双罚一双，把每个人从“群体”当中剥离出来，每个人都必须独立地为自己行为负责，实际上，这些基于“闯红灯”而临时结成的“违规共同体”，便不攻自灭。

并不是说西方发达国家的人天然就“素质高”，人家只不过不喜欢集体生活与集体主义，也难享受到集体氛围带来的催眠一样的野性唤起而已。另一方面，人家对违反社会公德的行为，该罚就罚，毫不手软，大大地提高了干缺德事的风险。

共享经济这种事，不能指望全民忽然提高素质;只能建立起良好有效的追踪与惩罚机制，只要盗用与损毁的，都能得到严厉追究甚至法律制裁，那么，还用担心使用者素质不高吗?

four years. I remembered that my father watched the games at midnight many years

ago, and I did not understand why he was so crazy about it. Now I watched the

game with him and I started to appreciate the charm of sports. No matter what

the result is, standing in the biggest stage and competing with the greatest

rivals make the players feel proud. They chase to be higher, stronger and faster

and these are the spirit of Olympic Games. When the audience see the players

break the record and challenge human being’s limitation, how excited it is.

近年来，“共享单车”渐渐走进了公众的视野，“共享单车”是商家投放的共享自行车，人们只需手机扫码即可付费骑行。“共享单车”实现了多点投放，借还便利，电脑计时，收费合理，迅速得到了居民们的点赞和欢迎，对于缓解一些大城市的交通拥堵不便也卓有成效，可以说是“互联网+”为生活带来的又一大便利之举。

然而，有些人的行为却与“共享”的初衷背道而驰，有涂抹编号据为己有，有人随意乱放私自加锁，还有人为了自己的利益而故意破坏。这些人，为了一己私利，在原本美好便捷的共享事业上添上一抹令人不安的乌云。由此看来，共享事业的发展与更多共享的实现仍面对着一个重大前提，那就是共享文明。

“大道之行也，天下为公。”自古以来，人们就有天下一家，和谐共享的期盼与景愿，但这个愿望即使是今天看来，亦是希望渺茫，难以实现的理由，便是文明的共享始终难以达到。但难以达到绝不是与之背道而驰的理由，而更是人们为之努力的需要，而“共享单车”的出现正是这种精神的部分体现，值得咱们共同提倡、维护。

在一期《新闻周刊》中报道了这样一群人，他们有一个响亮的名字——“单车猎人”。他们中有大学生，也有小白领，他们自发地形成了一个团体，帮助将“离家不归”的单车连上定位系统，以便寻回并举报违规用户。没有薪金，没有单位，只靠着一颗文明的心灵，节目中一位“猎人”说：“共享单车给咱们的生活带来了很多方便，我就想咱们是不是也能为它做点什么。”

我想，这就是一个社会最佳的文明体现，社会惠我，我报社会，是文明推动了社会的美好循环，“猎人”们的行为值行咱们的尊敬，也应让那些不和谐的行为者心生愧疚。

追逐，维护自己的利益是人的本性，但当这种行为危害到他人甚至社会时，主动做出正确的取舍才是社会人应有的体现。共享单车，更应共享的是文明，共享事业的发展应与社会文明的建设相互促进，共同发展，随着人们意识的提高，更多的“共享”也会渗透，便利咱们的生活。

除此之外，商家亦可主动采取措施，雇佣专业“猎人”，完善租借机制；政府也应积极参与进来，协助监管。政、商、人，整个社会应当团结一心共塑文明，共创美好。
