今日，省十二届人大常委会第二十九次会议对《湖南省城市综合管理条例(草案·四次审议稿)》进行了分组审议。审议中，共享单车的停放、垃圾的分类等城市管理问题，成为常委会组成人员关注的焦点。

“鼓励”的话少说

操作性应更强

“四次审议稿越来越完善了，整体上表示赞同。”在省人大常委会委员汤立斌看来，城市综合管理条例旨在破解城市管理难题，最关键的是操作性要强，对提高城市综合管理水平才越有帮助。

四次审议稿拟规定，在户外设置广告应当符合广告规划及城市容貌标准，设置人、管理人应当加强管理，定期维护和清理。“户外广告应以审批为前提。”同时，汤立斌认为，四次审议稿对于户外广告定期维护和清理的责任人不明确，他建议予以修改。此外，他建议，对城管人员的执法程序要做出规定。

省人大常委会委员徐晨光也认为，四次审议稿应加强操作性。“现在鼓励支持的话太多，但是谁鼓励?鼓励谁?如何鼓励?这三个问题应更加明确。”他举例说，四次审议稿提出“鼓励设区的市、县(市)人民政府建设地下综合管廊，并与城市人民防空设施建设相适应”，“仅仅是鼓励的问题?”徐晨光说。

提倡使用电动自行车

时下火热的共享单车，是省人大常委会组成人员关注的热点之一。四次审议稿提出，鼓励向市民提供公共自行车的租赁服务。

省人大常委会委员王秋沙更关心如何规范管理共享单车。四次审议稿第三十七条对电动车、电动自行车的管理做了相关规定。“应该将共享单车管理也加入进来，如何管?还要具体调研。”他认为，共享单车是城市管理中新的事物，也是很重要的内容，然而现在共享单车满街乱停，甚至马路当中都停，管理跟不上，乱在没有停放点。“是不是可以划定个位置?”他建议，对于没有按规定停放的，相关部门一定要有处罚措施，比如处50元以下的罚款。

此外，王秋沙认为，电动车、电动自行车最重要的是看时速，电动自行车时速在15公里以下，和单车差不多，不会跑到马路当中去。他建议，提倡使用电动自行车，因此对电动自行车的手续要简化，上牌、领证可以免掉。审议中，部分常委会组成人员对此表示赞同。

物业单位必须

设分类垃圾桶

四次审议稿拟规定，公民和物业服务等单位应当分类投放生活垃圾，餐饮服务单位和机关、企业事业单位的食堂(餐厅)应当将餐厨垃圾交给有资质的单位运输、处置。省人大常委会委员李曦认为，垃圾是放错位置的资源，而物业服务等单位是垃圾分类的重要环节之一，她建议将该条款修改为“物业服务等单位必须设立分类投放生活垃圾的设备和明确垃圾分类的标识”。

“对，还要加上一句 并由相关部门分类处理 。”省人大常委会委员向德伟对此表示赞同。

this measures, different people hold divergent opinions. The smokers protest

against that it is a kind of action to deprive of their free right, while the

non-smokers are in favor of banning smoking in public places.

In my opinion, I am inclined to support the latter one—smoking should be

banned in public places. There are reasons accounting for my point. For one

thing, people will be harmed by the second-hand smoking if someone smokes in

public places, especially the infants and children. For another, banning smoking

in public places is also beneficial to the smokers. If they are banned to smoke

in public places, they will restrain themselves from smoking and smoke less. In

the meantime, it is a contribution to reduce the air pollution.

Therefore, I advocate that smoking in public places should be banned so

that we can breathe the fresh air and suffer less from the second-hand smoking.

Let’s work together to create and sustain out green and fresh environment.

Recently,haze weather has become a daily one right here in large part of

China.People are forced to wear the mask to avoid breathing poisonous air.So it

is necessary to find out the reason why leads to that and work out the

resolution.If we trace the cause for haze weather ,the main points are as

follows ,first,china s air quality standards are rather lax and evaluation

factors are limited,so you will see that current air appraisal system has

defects.Second,some people just go for economic interests instead of turning out

products according to relevant law and regulations.They tend to use obsolete

equipment in which they are high likely to emit a great deal of wasted air.

Third,across our society ,relevant protection awareness has not built up so

that people havent formed a habit of using green product and saving energy as

much as possible.Just for the sake of convience to go out,people rely more and

more on travelling and working by car while car is the main cause for the haze

weather

To settle this problem,a series of meaures should be taken as follows.First

,we should strengthen air monitor to lower the levels of small particulate

pollutants.Second,we should enact more strict laws and regulations and keep

perfecting our current law on environmental protection to regulate people s

daily action and the industrial production and punish those factories that

ignore the protection and keep emitting dangerous material that cause haze.

Third,we should develop green and energy-saving energy to lower the

emission of haze and improve air quality.As far as i am concerned ,if we work

together to be able to do such measures ,our environment will getting better and

我是一辆共享单车，属于摩拜家族，名叫摩拜三号。我的名字也许大众，但我长相可不普通：橘红色的靓丽车身，纹着专属摩拜家族的纹身；银灰色的车盖下是结实的防爆实心轮胎；扫码型智能锁、轴传动齿轮设计、先进新潮又隐蔽的把手式转动车铃……我们的外观和设计无一不体现出时尚、实用及共享理念。

回家的路上，我问爸爸：“是只有绶溪公园才有共享单车吗？”

2月12日,张先生在共享单车软件上租了一辆自行车去附近吃饭。“我在网上付了租金以后,在国贸360推车准备走,可看车的大爷拦着非要1元停车费。”张先生说,自己给大爷解释了半天,愣是没走成。“我解释说这是公共自行车,可他就是不听,还把在场的其他小黄车都上了锁。”无奈之下,张先生只能付费走人。

如果第一次遭遇收费是偶然,那么晚上第二次用车的经历就是无奈了。

“晚上9点多,我想租一辆自行车回家,结果正在看车的两个40多岁的男的把我摁在地上了。”张先生哭笑不得,“他们看我用手机一扫就把车推走了,以为我是偷车的。”无奈之下,张先生选择报警,等警察来后事情才解释清楚。

“我之前出差的时候在北京用过共享单车,很方便,咋在郑州成这样了?”张先生觉得很无奈。

河南商报记者与ofo北京总部公关人员取得联系,一名工作人员称,之前没有接到这类情况反馈,会把这种情况反馈给ofo郑州区有关负责人。“待郑州区域调查情况后,再商定后续的工作。”该工作人员说,“现在我们没有办法给出具体的应对措施。

然而，共享单车遭遇“人为的伤害”屡见不鲜。少数爱占便宜的人将共享单车当成免费的公共产品，要么将其占为己有，要么对其进行竭泽而渔的使用。

55 groups are the minority ethnic groups. They are distributed in the

Being too far away from big cities, the minority ethnic groups are poor in

economy and there people are not well-educated. They have very few

understandings of science and technology. So they must develop their

economy.

government should take some effective measures. For one thing, more and more
