Environmental problem has become an important and crucial issue. The abysmal lack of fresh water, the desertification, the green house effect and the extinction of creatures are the main issues in environment.

1987年7月11日，世界上第50亿个人出生在前南斯拉夫的萨格勒布。南斯拉夫的一个婴儿降生,被联合国象征性地认定为是地球上第50亿个人,并宣布地球人口突破50亿大关。联合国人口活动基金会(unepa)倡议这一天为"世界50亿人口日"，并决定从1988年起把每年的7月11日定为“世界人口日”，以提高人们对世界人口问题的重视。2005年1月6日零时,在北京妇产医院一名婴儿的出生,宣告中国第13亿个公民的到来。13亿人口日的到来，既标志着我国人口与计划生育工作获得了巨大的成绩，但13亿这个数字，也提醒我们，经济社会发展将面临着新的严峻挑战。

实行计划生育工作三十多年来，历届县委、县政府认真贯彻落实党中央、国务院和省委、省政府制定的一系列人口计生政策和重大部署，坚持人口计生基本国策不动摇，特别是紧紧围绕1988年时任贵州省委书记胡锦涛同志倡导的毕节试验区“开发扶贫、生态建设、人口控制”三大主题，全面加强人口和计划生育工作统筹解决人口问题，在遏制政策外生育、降低人口出生率和自然增长率做了大量的工作。组织领导不断加强，依法行政得到规范，利导体系初步形成，优质服务稳步推进，队伍建设明显提升，投入保障逐年加大，婚育观念不断转变，生育水平持续下降，各项工作全面推进。据统计，实行计划生育30年来，全县累计少生30多万人，平均每年少生1万人，为全县经济社会、资源环境的协调发展作出了应有的贡献。

人口问题既是经济发展的重大问题，也是事关全局的民生问题。省委书记栗战书在全省人口计生工作座谈会上要求，各级党政一把手要重新挑起这副重担，担起这个重大责任。要坚持“两种生产一起抓，两种生产一起上”，即一手抓物质生产，一手抓人口生产。当前，我县人口计生工作通过全县上下和各级各部门的共同努力，取得了一定的成绩。但还存在一定的困难和问题，主要表现在三个方面：一是人口基数已接近110万，总量较大，人口出生还处于波峰阶段，对实现“双降”目标将会带来较大的影响;二是流出人口接近20万，总量也较大，特别是一些以生育为目的的流出人口，流出后婚育信息难以把控，这部分人员既是政策外生育的主要群体，也是影响“双降”目标实现的重要因素;三是部分乡镇基层基础相对薄弱，管理不到位，影响人口控制工作水平的提升。这些问题不解决将会给全县经济社会发展带来不可弥补的损失。

人口计生工作是全社会的共同责任，不是计生部门一家的事，需要全社会的共同参与和大力支持。为此，全县上下要以纪念第二十三个世界人口日为契机，清醒认识到人口过快增长对国家、对社会、对家庭带来的危害。各级各部门必须紧急行动起来，按照县委崔英魁书记提出的“承认落后、不甘落后、后发赶超”的拼搏精神，把思想认识统一到控制人口数量是当前人口计生工作的第一要务上来，统一到中央的决策部署上来，统一到省委17号、市委4号文件精神上来，统一到县委、县政府的安排部署上来。加大工作力度，采取超常措施，解决存在问题，以奋力赶超的态势，全力以赴抓好人口计生工作。社会各界和所有市民必须遵守计划生育政策，积极支持、理解和参与人口计生工作。只有从我做起，模范带头执行计划生育政策，带动身边的人转变婚育观念，少生优生，全面建设小康社会的目标才能实现。

Some day they will have the same amount people as we had in china, will they apply our population control policyAnyway we could be sure they will not critize our population policy at that time.

The human race has experienced a consistent increase in population since the beginning of its history. Famine and disease have done little to offset this steady increase. Too many people are added annually to the population of the world. So both the causes of population increase and the results of having more people are worth careful study.

Culture evolution is the major factor responsible for population increase. Early in human development, people invented tools to hunt animals. Later they built shelters to protect themselves. Step by step, they made life easier. As a result, fewer died from natural forces, such as harsh climate and disease.

In the past, when population grew, there was unexplored territory to inhabit. But now, almost all the habitable land has been explored.From joozone.com.

International Day of PeaceSeptember 21st In 1981 the United Nations General Assembly passed resolution 36/67 declaring an International Day of Peace. In 2001, the United Nations General Assembly adopted a new resolution 55/282 declaring 21 September of each year as the International Day of Peace.

The Assembly declared that the Day be observed as a day of global ceasefire and non-violence, an invitation to all nations and people to honour a cessation of hostilities during the Day. It invited all Member States, organizations of the United Nations system, regional and non-governmental organizations and individuals to commemorate the Day in an appropriate manner, including through education and public awareness, and to cooperate with the United Nations in establishing a global ceasefire.

Peace Day for Young People at the United Nations

Since 1997, the World Peace Prayer Society has assisted the United Nations Department of Public Information in producing a program for New York school children at UN Headquarters, including a World Peace Flag Ceremony. On Sept. 23, 2002, this program included greetings by Mrs. Nane Annan, Under Secretary-General Shashi Tharoor, and a videoconference with children in five countries that had recently experienced war.

International Day of Peace Vigil

The goal of the International Day of Peace Vigil is: To encourage the observation of a worldwide, grassroots 24-hour vigil for peace and nonviolence on the International Day of Peace, Sunday, 21 September, in every house of worship and place of spiritual practice, by all religious and spiritually based groups and individuals, and by all men, women and children who seek peace in the world.
