今天的话题，我觉得很宽泛，也很有意义。既涉及到具体，又涉及到抽象，既涉及到基层，又涉及到机关的工作，既有国内的，也有国外的，既有对历史的回顾，还有对现实的描述，更有这对未来的前瞻，还间有鼓励与鞭策。听了以后，感觉到它体现了专家学者的学术使命和责任意识。展示了专家学者宽阔的视野、研究的深度和关注的重点，很受启发，很受教育也很受感动。我今天参加座谈会，宣教处给我准备了一份非常好的稿子，我不照本宣科地去念，这个稿子可以供宣传用。我就借用这个稿子里的一些提法，来谈谈我个人对人口问题的粗浅认识，并向专家学者和同事们请教。

第一，诚如大家所言，人口问题确实是一个非常重大的战略问题。我到人口计生委工作不久，省委、省政府主要领导同志找我谈话时曾告诫我，说人口计生工作位置高，抓手低。最近一段时间，我一直在琢磨这六个字，怎样来理解位置高，抓手低。我理解这是省委、省政府领导同志在讲人口计生工作重要性。位置高就是要求我们在工作中必须坚持五个不动摇：一是坚持计划生育基本国策不动摇;二是坚持党政一把手亲自抓，负总责不动摇，实践证明从80年代初开始，到上世纪末，我国能够实现人口高出生，低死亡，高增长，向低出生，低死亡，低增长的历史性转变，计划生育这个基本国策是功不可没，党政一把手负总责抓这项工作，也非常重要;三是坚持稳定计划生育工作机构和队伍不动摇;四是坚持创新人口和计生工作的思路和机制不动摇，人口计生工作这条路不能越走越窄，必须要创新思路机制。五是坚持探索和完善人口计生利益导向的社会经济政策和各项保障措施不动摇。坚持做到这五个不动摇，人口计生工作才能做到高处立，宽处行。抓手低是告诫我们要深入基层，深入群众，更多更好地为各族育龄群众提供优质服务。

第二，今年世界人口日提出两个鲜明的主题号召：一个是世界的，一个是我们国家的。世界的叫应对经济危机，投资于妇女是一个明智的选择;国家的是关注计划生育家庭，促进妇女创业发展。我觉得这两个主题号召，它不单纯地指出了当前人口工作必须要关注的焦点和重点，而且指明了必须要予以解决的关键问题以及途径与方向。而且这一主题不能局限于国际人口日这一天，过了7月11号就不管用了，这不行。世界人口日的两个主题号召告诉我们应该如何采取行动，是指导我们一个时期长远发展的价值追求。这两个主题，提的很好。我也从中发现和解读出两个很重要的元素，一个是市场的因子，一个是家庭的概念。先说市场。我觉得人口计生工作离市场经济相对比较远，与时代大背景有距离，整个行业缺乏市场经济的要素。市场经济具有的生机与活力，对人口计生工作具有激励意义。因此，我希望人口计生工作能够具备拼搏精神和竞争意识，建立适者生存，优胜劣汰机制规则，形成开拓创新，锐意进取的品格与风气。今年的主题号召里充满了经济、投资、创业的要求，这些都是市场经济的元素。希望大家认认真真地去体会其中所包含价值理念。再说家庭。我到人口计生委工作以来，我把人口计生各项工作做了一个阵式的排列，我在每项工作的前面都划了一个箭头，我想寻找它的价值归宿。结果发现，我们所有工作的价值落脚点都体现在家庭这个层面。主题号召有关注计划生育家庭的具体要求，我觉得这同样是值得我们人口计生委在未来工作中应予思考的一个问题。

第四，加强人口理论研究，加快人口文化发展，在座的各位专家学者都是人口学会的理事，是人口理论方面的专家。几年来，大家先后参与了重大人口战略理论课题研究，而且形成了一些研究成果，希望各位专家学者一如既往的关心与支持我省的人口战略研究。但光有研究成果还不够，更重要的是要注重对研究成果的转化和应用。我到委里后，看到专家的成果在书架上供着，束之高阁，太可惜了!所以我觉得研究成果的转化和应用，应该作为今明两年我们工作的一个重点。既然花了钱，请了专家，专家也为这个课题付出了心血和智慧，发挥其作用，用于指导我们工作也非常有意义。那就必须要充分利用成果的价值，用于指导我们的工作。同时要加快人口文化建设。我觉得人口文化研究方面还有许多工作要做，尽管我们传统的文化有很多的糟粕，但值得研究的内容还是很丰富的，如生育文化、婚丧文化、性文化、家庭文化、迁徒文化等，我们要通过加快人口文化的建设，促进树立和营造科学、文明、健康的价值观念和社会氛围，进而推动全省人口计生工作的发展。

我和甘老师深入交谈中，得知甘老师常年笔耕不缀。于是我向甘老师提出能否拜读大作。甘老师很爽快地应承了。一个月色如水的晚上，我们在三峡宜昌长江边畔的屈原像下继续拉琴唱歌时，甘老师走来，静静滴坐在一旁。等候大家歌曲联唱表演完毕，在《难忘今宵》的优美旋律里，甘老师取出随身带来的中篇小说。我接过来浏览了一下，工工整整的钢笔行书体，遒劲有力。真是字如其人啊!分手之后，我踏着月光回家，倚在床上就着桔黄色的灯光，一口气读完，意犹未尽，不忍释卷。从心底呼出一个声音：真是一片吸人眼球的好小说。很久没有读到这么新颖的作品。这篇小说《寻找失落的世界》，有一个很独特的书名，故事也引人入胜，其中主人公舒灿和叶丽、郭爽之间的情感纠葛情节跌宕起伏，爱情与利益之间的矛盾冲突尖锐复杂;传统观念与现代理念的冲突，揭示的很到位。

读过一遍，欲罢不忍，还想再读。也许是时间仓促，我读的不够仔细，但是已经感受到小说中字里行间都透露着浓浓的生活气息，那娓娓道来的叙述，像是自己的一个朋友，或者是一个亲人，在述说自己生活中的经历，自己身边发生的故事，没有陌生感，也没有矫柔造作之词，文笔优美，文字清新，有作者细腻的情感，也有对生活的品读和反思，是一篇很不错的作品!
