今天是世界人口日座谈会,在座的不少专家学者,虽说见面不多,但名字很熟悉。据我了解，各位专家学者多年来对我省的人口计生工作，特别是在人口发展战略研究方面，殚精竭虑，献计献策，做了大量卓有成效的工作。借这个机会，我谨代表委党组，向各位专家学者表示衷心的感谢!

很高兴有这么个机会，有幸结识各位专家学者，并且聆听了专家学者就人口问题所发表的真知灼见，领略了各位的卓越的学识水平。对我来讲，确实是一个难得的学习机会。我觉得今天不仅仅是世界人口日的座谈会，而且是一个专业的辅导会，或者说是一个人口理论的学习会。

今天的话题，我觉得很宽泛，也很有意义。既涉及到具体，又涉及到抽象，既涉及到基层，又涉及到机关的工作，既有国内的，也有国外的，既有对历史的回顾，还有对现实的描述，更有这对未来的前瞻，还间有鼓励与鞭策。听了以后，感觉到它体现了专家学者的学术使命和责任意识。展示了专家学者宽阔的视野、研究的深度和关注的重点，很受启发，很受教育也很受感动。我今天参加座谈会，宣教处给我准备了一份非常好的稿子，我不照本宣科地去念，这个稿子可以供宣传用。我就借用这个稿子里的一些提法，来谈谈我个人对人口问题的粗浅认识，并向专家学者和同事们请教。

第一，诚如大家所言，人口问题确实是一个非常重大的战略问题。我到人口计生委工作不久，省委、省政府主要领导同志找我谈话时曾告诫我，说人口计生工作位置高，抓手低。最近一段时间，我一直在琢磨这六个字，怎样来理解位置高，抓手低。我理解这是省委、省政府领导同志在讲人口计生工作重要性。位置高就是要求我们在工作中必须坚持五个不动摇：一是坚持计划生育基本国策不动摇;二是坚持党政一把手亲自抓，负总责不动摇，实践证明从80年代初开始，到上世纪末，我国能够实现人口高出生，低死亡，高增长，向低出生，低死亡，低增长的历史性转变，计划生育这个基本国策是功不可没，党政一把手负总责抓这项工作，也非常重要;三是坚持稳定计划生育工作机构和队伍不动摇;四是坚持创新人口和计生工作的思路和机制不动摇，人口计生工作这条路不能越走越窄，必须要创新思路机制。五是坚持探索和完善人口计生利益导向的社会经济政策和各项保障措施不动摇。坚持做到这五个不动摇，人口计生工作才能做到高处立，宽处行。抓手低是告诫我们要深入基层，深入群众，更多更好地为各族育龄群众提供优质服务。

第二，今年世界人口日提出两个鲜明的主题号召：一个是世界的，一个是我们国家的。世界的叫应对经济危机，投资于妇女是一个明智的选择;国家的是关注计划生育家庭，促进妇女创业发展。我觉得这两个主题号召，它不单纯地指出了当前人口工作必须要关注的焦点和重点，而且指明了必须要予以解决的关键问题以及途径与方向。而且这一主题不能局限于国际人口日这一天，过了7月11号就不管用了，这不行。世界人口日的两个主题号召告诉我们应该如何采取行动，是指导我们一个时期长远发展的价值追求。这两个主题，提的很好。我也从中发现和解读出两个很重要的元素，一个是市场的因子，一个是家庭的概念。先说市场。我觉得人口计生工作离市场经济相对比较远，与时代大背景有距离，整个行业缺乏市场经济的要素。市场经济具有的生机与活力，对人口计生工作具有激励意义。因此，我希望人口计生工作能够具备拼搏精神和竞争意识，建立适者生存，优胜劣汰机制规则，形成开拓创新，锐意进取的品格与风气。今年的主题号召里充满了经济、投资、创业的要求，这些都是市场经济的元素。希望大家认认真真地去体会其中所包含价值理念。再说家庭。我到人口计生委工作以来，我把人口计生各项工作做了一个阵式的排列，我在每项工作的前面都划了一个箭头，我想寻找它的价值归宿。结果发现，我们所有工作的价值落脚点都体现在家庭这个层面。主题号召有关注计划生育家庭的具体要求，我觉得这同样是值得我们人口计生委在未来工作中应予思考的一个问题。

第三，解决人口问题的首务是要全面贯彻落实科学发展观，为此，必须坚持两个统筹。一是统筹人口的数量、素质、结构、分布的关系;二是统筹人口与经济、社会、资源与环境的协调发展。研究青海人口工作，必须要注意这两个统筹方面的内容，去寻找切入点，去寻找突破口，把我们工作做好。

第四，加强人口理论研究，加快人口文化发展，在座的各位专家学者都是人口学会的理事，是人口理论方面的专家。几年来，大家先后参与了重大人口战略理论课题研究，而且形成了一些研究成果，希望各位专家学者一如既往的关心与支持我省的人口战略研究。但光有研究成果还不够，更重要的是要注重对研究成果的转化和应用。我到委里后，看到专家的成果在书架上供着，束之高阁，太可惜了!所以我觉得研究成果的转化和应用，应该作为今明两年我们工作的一个重点。既然花了钱，请了专家，专家也为这个课题付出了心血和智慧，发挥其作用，用于指导我们工作也非常有意义。那就必须要充分利用成果的价值，用于指导我们的工作。同时要加快人口文化建设。我觉得人口文化研究方面还有许多工作要做，尽管我们传统的文化有很多的糟粕，但值得研究的内容还是很丰富的，如生育文化、婚丧文化、性文化、家庭文化、迁徒文化等，我们要通过加快人口文化的建设，促进树立和营造科学、文明、健康的价值观念和社会氛围，进而推动全省人口计生工作的发展。

用耐心面对群众。什么是生育文化?什么是和谐社会?或许你会认为这是一个非常简单的问题。可是，要将这简单的知识更加通俗易懂地传达给群众，并不是一件容易的事。尤其是对于一个刚毕业不久的未婚女孩儿，这，不仅是个问题，更是个难题。还记得最初的我，充满信心、面带笑容地对群众做工作：“生男生女一个样，少生快富，优生优育”，答复我的却是：“一个小丫头知道什么?”、“你结婚了吗?生过孩子吗?”，那个时候，我涨红的脸，在眼眶里打转的泪水，却仍然不肯转身的脚步和坚定的眼神，至今记忆犹新。是什么让我没有转身就走，那是一种因责任而产生的耐心。如今再面对群众做工作时，我已能得心应手。但是，我始终认为，群众的心，再固执、再别扭、再倔强，那也还是一颗颗朴实的心啊。我想，只要我坚持用耐心，去沟通，去劝导他们，让他们认识到新时代的生育文化，通过理解这些文化，使群众的心灵更加和谐。如果群众的心灵和谐了，我们的社会不也更加和谐安宁了吗?

用诚心服务群众。十年磨一剑。在这十年里，我勤学知识，总结工作方法，时刻以一颗真诚的心和饱满的热情，为群众提供服务和帮助。还记得保丰村有一对夫妇，结婚五年了一直没有生育，也从不肯办《一孩生育证》。当时，我和另一名同事去做工作，我们苦口婆心，宣传政策、好话说了一箩筐，他们就是不为所动，一句话总结“反正没有生的，办个证好看啊?”，这让人无奈、好气又好笑。多次做工作未果，同事都失了信心，可是我不甘心，之后我又频繁上门做工作，同时帮他们多方寻医问药，坚持了半年，最终说服他们办理了生育证。也许是感动了上天，可我更宁愿相信是我的诚心服务感动了人，这对夫妇终于生下了一个健康的宝宝。是什么让我不放弃，那是一种服务群众的诚心让我坚持到底。如今，我的真诚，我的努力，换来的是群众们一张张的笑脸和一句句肯定的话语，我心甚慰。我想，只要我继续用我的诚心为群众服务，群众就会更加满意，如果群众满意了，我们的社会不也更加和谐稳定了吗?

用爱心温暖群众。在宣传国策、遵守国策、执行国策的过程中，我们是严肃的、凝重的、不留情面的;但是在面对弱势群体的时候，我们则是温暖的、关怀的、充满爱心的。太浮镇位于山脚下，远离县城、经济欠发达。这里的群众非常纯朴善良，可是也很贫穷落后。十年里，我曾在某些困难群众的脸上，看到过痛苦的、无助的、凄凉的、绝望的，……，多种让人心酸的表情。而我们能做的，就是用我们的爱心行动去温暖他们。记忆里最深刻的就是郭家村一名叫于成鑫小女孩儿，XXXX年的那个夏天，当她用纯净的、渴望的、求助的眼神望着我们的时候，那一刹那心灵的震动，多么年轻的小女孩儿，本应是生活在阳光雨露下充满朝气的孩子，可是，现实中父亲的残疾、母亲的远离和失学的危机，已经开始折磨她幼小的心灵，已经开始折弯她那幼小的身躯。仅仅是我的力量还不够的，于是我们呼吁了、我们行动了。镇党委政府帮她解决了学杂费的问题，镇水电站帮她家免费安装了自来水，镇民政办也按照规定为其申请了低保资金，镇计生办还坚持每年为她家捐助XXX元，后来，市计生协会洪会长也亲自送来了他的关爱。终于，小女孩的脸上有了笑容，周围的群众也笑了。也许，这只是一件小事，可它确实温暖了群众的心灵。这，都是爱带来的伟大力量。我想，只要我们都带着爱心去工作、去帮助群众，这个世界必将充满爱心，我们的社会不也会更加和谐美好吗?

At the same time, many senior citizens enjoy their lives. They feel free to do things they were not able to do when they were working and raising their families. They spend their time travelling, doing exercises or watching TV. They get together with their fellow members who have the common interests and equal free time.

In fact, there are some still continuing their work, not just for money, but to show their value. However, no one really wants to be old, and perhaps all like to be young forever.
