生活里有很多人都患有艾滋病。许多人都以为艾滋病会传染，连拥抱、握手这种动作都会传染。

那我要告诉你们，你们错了，你们错的太离谱了。和艾滋病病人做这种动作，是不会传染的，即使你们知道不会传染，也不愿意去和他们做这种动作，你们在心里排斥他们，在生活上排斥他们。

有些人甚至连靠近他们，都不愿意去靠近。患有艾滋病病人知道这种病不会传染，但是，在他们身边人不知道他们患有艾滋病的情况下，尽量不让自己被别人碰触自己身体的每一处。他们这么做是为什么?为的是不想让别人也感染到，尽管自己知道不会传染，但还是这么做了。

艾滋病患者一直都在保护着我们，不让我们受到感染。我们却连句话都不和他们说，连一句温暖的话也不和他们说一句。艾滋病患者需要的是我们更多的关爱和支持，他们也想和正常人一样，做着正常人能做的事。

今年7月11日是第24个世界人口日，望牛墩镇根据省、市的要求，进行了精心组织和部署，广泛开展了以“坚持计划生育基本国策，促进人口长期均衡发展”为主题的宣传、咨询和服务活动。通过本次活动，引起社会各界对人口问题的高度关注和继续重视，为我镇人口计生事业持续健康发展营造良好的舆论氛围。

一是集中宣传活动。

利用宣传栏、标语、宣传板等形式营造氛围;利用各级人口学校等宣传服务阵地，广泛宣传“一法三规一条例”、晚婚晚育、关爱女孩、农村部分计划生育家庭奖励扶助制度等知识。

二是主题鲜明，特出亮点。

大力宣传人口计生法律法规、奖励优惠政策及生殖保健知识，发放各类人口计生宣传品，开展法律法规、奖励优惠政策、生殖健康知识的解答和咨询;积极开展免费义诊、查孕查病查环优质服务活动，免费发放避孕药品、药具和生殖健康用品。

三是形式多样，内容丰富。

1.悬挂横幅。在镇中心广场、滨江公园和各村(社区)小公园等，悬挂以“纪念7.11世界人口日”、“坚持计划生育基本国策，促进人口长期均衡发展”、“普及生殖健康服务”、“让家庭健康和谐”等为主要内容的宣传标语;

2.设立咨询台。镇计生办和社区卫生服务中心设立优生优育、生殖健康、计生政策、人口政策、药具咨询等多类咨询台，工作人员热情接待前来咨询的群众，回答她们有关生殖保健、知情选择等方面的问题。

3.短信宣传。望牛墩镇计生办通过OA向辖区内计生家庭成员群发了公益宣传短信，希望继续关注人口问题，感谢自觉遵守计划生育政策，支持计划生育工作，为营造良好的人口环境做出积极的贡献。

4.派发免费小折页。为了丰富宣传手段，满足工作和群众需求，我镇组织编印了计划生育优质服务系列宣传资料，向群众发放了计划生育宣传折页。向群众宣传的主要内容有：《青春期保健》、《孕产期保健》、《避孕期保健》及办理《计划生育服务证》的程序、申领《独生子女父母光荣证》程序等。

在此次宣传活动中，悬挂横幅标语25条、设立咨询台1处，发放宣传折页及宣传品800余份，接待咨询群众200多人次。这一活动宣传了各种计生优惠政策，宣传了婚育新风、宣传了关爱女孩等，深得群众的称赞。同时呼吁全社会关注提高家庭自身发展能力，促进家庭和谐幸福，提升家庭健康、教育、文明等各项素质，满足个体、家庭的物质情感需求与社会和谐发展需求。

作为“黔滇门户”、“全楚咽喉”的怀化，在这场“理性革命”中，少出生人口 300 万，为建设“美丽幸福怀化”赢得了战略主动权。

展望今朝，实现中国梦的号角正在神州大地嘹亮吹响，人口计生工作迈进了全新的历史关口。稳定低生育水平、促进人口长期均衡发展的任务，仍然十分艰巨。生育观念的转变、出生人口素质的提高、出生性别比的下降、流动人口管理难题的解决、人口老龄化的应对、基层基础工作的加强等等，既是时代赋予的光荣艰巨的重任，更是铿锵前行、不懈奋斗的动力。

我们坚信，有党中央“坚持计划生育基本国策”的旗帜引领，有国务院机构改革中“三个不变”的政策诠释，有全社会的广泛共识和积极参与，人口计生工作必将在实现中国梦的伟大征程中扬帆前行，增光添彩。

“情系育龄群众，服务计生家庭”，是全市本次人口日的主题。“群众”是人口计生事业的永远主角，“服务”是人口计生工作的永恒主题。各级党委、政府都应该始终牢记，铭刻于心。它要求我们在今后的工作中，更加注重以人为本，更加注重优质服务，更加注重宣传倡导，更加注重利益导向，更加注重改革创新……有一种力量，来自你的支持;有一种关怀，来自你的理解。我们真诚地吁吁，全社会一起积极参与到光荣而神圣的人口计生事业中来，共同为建设美丽中国构筑坚固的人口大堤。这是因为，美丽中国是我们的共同家园;人口与经济社会、资源环境的和谐发展，是我们每一个人的梦想!
