7月的阳光炙热似火、7月的日子珠兰含香、7月的人们昂扬奔放。今天，我们相聚相守，隆重纪念“7、11”世界人口日，万千感慨、别样情怀尽在不言中。我演讲的题目是：国策园里追梦人。

中国是一个具有几千年封建传统的国家，不孝有三，无后为大的传统观念以及养儿防老、男尊女卑的陈规陋习根深蒂固。实行计划生育，就是对传统的挑战、对愚昧与无知的挑战，需要千千万万计生工作者的无私奉献和默默付出。

记得那是一个春光明媚、鸟语花香的日子。XX县安福镇计生办热闹非凡，我和其他专干又像往常一样齐聚一堂，参加例会。就在例会开始前，一位年过6旬的女人在王镇长的陪同下泪流满面，她就是文塘村计生专干辛淑元。那一天对于她来说是一个不同寻常的日子，是她人生旅途的一个驿站，她将从计生专干的岗位上退下来，并把计生专干的担子交给自己亲自选定的接班人肖梅香的肩上。

很早我就了解这位可敬的女人，她从事村级计生工作已经整整35年，岁月的风尘洗去了她的青春年华，她也由姑娘变成了媳妇，又从媳妇变成了婆婆。她经历了上个世纪计划生育工作的全过程：70年代的激情演绎，80年代的轰轰烈烈，90年代的和风细雨。无论哪一时期，村级计生专干都是一个至关重要的角色。辛淑元出生清苦，没有上过一天学堂，为了胜任自己的工作，她以超人的毅力巧记硬背，将全村男男女女、老老少少的生辰八字烂熟于心，创造出独一无二的“辛氏台账”。为了攻下一个个计生堡垒，她甚至当卧底，搞跟踪，上演了一幕又一幕斗智斗勇的人生喜剧。她心直口快又乐善好施，处事果断却热心周到，总是用自己的人格魅力影响着身边的人，因此，她不怒自威。

然而，长江后浪推前浪，江山辈有人才出。辛淑元知道自己尽管兢兢业业，毕竟岁月不饶人，已近70岁的她工作起来已经不像年轻时那样挥洒自如了，再说计划生育工作随着重心下移以及优质服务的不断深入，对村专干的要求也越来越高。为了不拖计划生育工作的后腿，辛淑元不得不做出一个痛苦的决定：退任。她开始默默物色接班人，千挑万选终于选中了年轻、热情、文化素质较高的育龄妇女肖梅香。专干例会上，辛淑元动情地说：从事村级计生工作很苦，很累，很得罪人。但我从不后悔。今天，我就要从计生专干的岗位上退下来了，我的心情既高兴又难过。35年来，我与计划生育工作已经结下了不解之缘，以至在独生儿子婚配时，医生、护士、教师我都不爱，单单挑了一个计生人做儿媳，以此延续我的计生梦。今天虽然退任了，但我还要做村里的计生顾问，不要一分钱的回报。

多么朴实的话语，多么崇高的境界。

这份爱难以言表，这份情山高水长。

我流泪了，也汗颜了。
