握着放学前老师发给我们的《抵制秸秆焚烧，共创文明家园》这封信，我着急起来：我能为环保做什么?深吸一口气，蓦然发现，空气中没有呛人的烟味，倒是呼吸到桂花以外的秸秆的清香，怎么回事?看看空旷的稻田，几台大型机器正在紧张地吞吐，那一只只“小铁牛”依次向前把摊在地上的秸秆吃到肚里，几秒钟后尾部就吐出了捆得结结实实的秸秆包，真神奇。一打听才知道，这些小铁牛是先进的“打包机”，港区政府为了解决群众的后顾之忧，联系了一台台“打包机”，然后把这些成捆的秸秆运到造纸厂。这样，既减少了环境污染又增加了废物的利用率，真是一举多得呀!怪不得今年秋收以来，家乡的天空依旧那么澄碧，空气依旧那么清新。

Legislative steps have been introduced to control air pollution, to protect the forest and sea resources and to stop any environmental pollution. 建议一：创业政策应当覆盖所有创业人员，才能真正发挥实效。在鼓励“全民创业”的时代到来之际，我们的创业政策还没有真正做到覆盖全民，也就是所有的创业者。目前的创业优惠政策只集中在针对高科技创业人才和下岗失业的就业困难人员这两类对象上，对于夹在这两类人员中间的最坚实广大的创业人群，政策却处于真空状态。创业优惠政策应当面对最想创业和最有能力创业的人，为他们提供最全面的创业培训指导、创业贷款、创业孵化基地、创业租金补贴、创业社保补贴等政策。这样才能真正吸引个鼓舞创业人员走上创业道路，从而带动更多就业，为社会经济发展做出更多贡献。如果创业政策对象能够大规模放宽，覆盖到整个社会的创业人员，那么其拉动效应才能真正发挥实效，而不是只局限在一些有限的创业典型之中。创业政策不能只抓大不抓小，也不能只对困难的不对普通的。必须一视同仁，所有创业者都能共同享受。这样才能体现公正，产生实效。

建议二：在大中专院校中普及创业培训课程。将来社会创业的主力军必然是大学生以及年轻人。为了避免时下大学生普遍的盲目创

业和就业带来的无谓的损失，他们必须在创业和就业之前积累更多的创业精神、创业经验、创业资源和创业资金，才能激发创业潜能，并在今后的创业历程中真正把创业当做可持续的事业来做。这样的事业的起点必须有其奠基石，那就是全面完善的创业培训。如果把创业培训在大中专院校中大力普及，那么这将是培育大量创业的种子选手，是一件功德无量的好事，不但可以为缓解就业压力寻找出路，也为创业者群体增添生力军。

建议三：发展电子商务，提供电子商务发展平台。电子商务是创业的一个重要方向，也是潜力最为巨大的一个创业市场，并且带动了快递行业和就业的快速增长。以淘宝网为例，数字说明电子商务的力量。截止2011年11月30日，淘宝网帮助246.3万人实现直接就业，其中2.034万为残障人士。而淘宝对社会可持续发展的贡献，远不仅仅只是经济和就业上，也同样体现在环境保护上。据推算，2011年通过淘宝网进行的交易，相比传统模式减少了235.8万吨标准煤的使用，降低492.8至611.2万吨二氧化碳排放量，也相当于森林生长269至334万立方米木材的减碳量，增加89至111万亩左右的人工林，几乎达到杭州市区的森林覆盖面积。如果认识到电子商务的无限力量和增长前景，政府应当在这方面能够有所作为，搭建更加适宜电子商务的平台。例如开设太湖淘宝创业论坛，大力营造电子商务发展的社会氛围;开办网上创业培训，大力推动广大微小创业者提高网上创业的能力。这对于小创业者都会是实实在在的鼓励和帮助，在降低

创业的门槛的同时，将大大提高创业成功的几率，使创业资源在最大程度上合理有效地进行配置和流动。

最后但是最重要的建议：政策的落实需要政府各级部门(工商、税务、财政、人保部门)的共同配合与合作才能真正造福于民，如果各部门之间的行动无法步调一致就会造成创业政策实施的羁绊。所以希望能够成立专门的由市长直接领导的创业就业工作小组，来统一指挥领导创业就业工作，才能真正把创业就业的事业做大做强，真正夯实社会发展的基础，让创业者发挥更大力量，让老百姓的日子过得更加红火!

一、关注环境，更新观念

大气环境同每个人息息相关，每个人都要关注大气环境质量，学习大气治理的政策法规、健康风险防范等知识，树立良好的环境价值观，做大气污染防治的践行者、推动者。

二、节约资源，降低能耗

自觉养成绿色消费的好习惯，每天节约一度电、少用一张纸、少抽一颗烟;日常生活中尽量减少垃圾产生，对可回收垃圾分类处理、循环利用，减少垃圾转运、焚烧过程对空气的污染。

三、绿色出行，低碳生活

尽量少开车、不开车，优先步行、骑行或公共交通出行，多使用共享交通工具，家庭用车优先选择新能源汽车或节能型汽车。

四、依法生产，主动作为

各行各业生产经营者，是大气污染防治的责任主体，应主动履行社会责任，防污减排，尤其是在重污染天气预警期间，要坚决落实各项应急措施，最大限度减少排放。

五、禁烧禁燃，减少污染

抵制露天烧烤，减少油烟排放，不焚烧垃圾、秸秆、树叶、杂草，不燃放烟花爆竹;推广使用清洁能源，抵制劣质散煤，尤其是实现“气代煤”“电代煤”的区域，严禁使用散煤，县城内散煤“清零”。

六、加强宣传，勇于监督

当好大气污染治理的宣传员、监督员，对严禁散煤木柴燃烧、严禁燃放烟花爆竹、严禁柴油货车进县、严禁露天焚烧等，进行大力宣传;履行生态环境保护义务，劝阻、制止或通过12369平台和环保热线举报大气环境违法行为。

全民动员，保卫蓝天;美丽故城，你我共享。让我们携手奋战，决战决胜，改善空气质量，实现蓝天常在。

我走进王阿姨家，妈妈说：“你看看你，把人家王阿姨已经擦过的地都踩脏了。”王阿姨说：“没关系的。”说完便拿布擦干净了。
