签约工业项目中，引人瞩目的是中海石油天然气及发电有限责任公司与汕头市政府合作规划的“汕头LNG接收站和管网项目”。据悉，规划接收站建成后，每年可生产250万吨环保清洁的液化天然气，以及架设200公里长的主干管线，一期工程投资预计45亿元。目前，该项目正在争取列入国家LNG发展规划。中海油总公司副总经理蒋龙生表示，当LNG能源项目在汕头建成之后，每年拉动当地经济消费、配套产业发展的收益可达五至十倍。

戒浮戒躁做实事 盘活经济出实绩

三年前曾出现经济负增长的汕头市，如今已走出谷底，经济呈现“回暖”景象。汕头市统计局提供的最新统计数字表明，今年前三季度，全市实现生产总值430.68亿元，比增9.3%，一般预算财政收入17.52亿元，比增18.5%.

前三季度还有几项统计数字同样令人振奋：全市外贸出口劲增32%，增幅高于全省平均水平;实际吸收外商直接投资金额比增59.8%，增幅在全省排名第四;社会消费品零售总额比增14.1%，超过全省平均水平——这是自2000年以来首次出现的喜人局面。

潮阳区和平镇也是“走正道，办实业，创品牌”的一个典型例子。几年前，这里曾是全国出了名的地下生产非法光盘的重灾区，如今已是由乱而治。该镇目前拥有经国家新闻出版署正式登记批准的CD-R光盘生产线167条，其中新引进的具有世界先进水平的生产线38条，一跃成为全国重要的光盘生产基地。

“振兴工业经济，这是振兴汕头经济的希望所在，是建设经济强市的必由之路。”汕头市委书记林木声如是说。

汕头市经贸局负责人说，新一任市委、市政府发出了近年来汕头市领导层对工业强市最强劲的声音。如今，全市各区县把加快工业发展作为首要工作来抓，积极引资。在今天经贸活动上新签约的54个项目中，工业项目占了47个，投资额约26亿元。

汕头的目标是发展“大港口、大工业”。林木声坦言道，现在最头痛的还是项目积累太少，尤其是缺乏对经济有强劲拉动作用的大工业项目。据透露，涉及电力、化工等领域的几个大工业项目的洽谈已取得可喜进展，争取早日落户汕头。在省内的广州、湛江等地大力发展临港经济、临港工业的今天，汕头也提出要“重振汕头港雄风”，希望利用海岸资源和港口资源，引进大项目，发展电力工业、重化工业和装备制造业。

“总的来看，汕头经济仍处于‘艰难地爬坡、艰难地积累、艰难地复兴’阶段”，林木声说，在凝聚人心的基础上，汕头将立足当前，在经济发展、社会管理、提升竞争力等方面组织阶段性突破，不断向经济强市目标迈进。
