2010年以来，南海问题持续升温，成为影响中国与周边邻国的主要矛盾。美、日、印等国与南海其他争端方积极互动，频繁在中国周边海域举行军演，不仅加剧地区紧张局势，也损害中国建设和谐周边的外交努力，中国安全与发展所受;冲击、影响明显增大。南海及其周边东盟地区是中国和平发展的重要战略依托，国家外交的重点区域，海上安全的重要战略方向，海上战略通道的重点关注海域。从总体上讲，南海海上安全形势基本处于可控状态，但仍然存在较为严峻的挑战。岛礁被侵占、海域被蚕食、资源被掠夺的局面没有得到根本改善。域外大国插手南海争端的态势愈演愈烈，中国建设和谐周边的外交努力面临巨大的挑战。

从上世纪70年代开始，南海周边国家大肆侵占中国南沙岛礁。在南沙群岛已露出水面的40余个岛礁中，越南占29个，菲律宾占9个，马来西亚占5个，文莱占1个。进入21世纪以来，随着《联合国海洋法公约》中有关专属经济区、大陆架划界问题条款的深入实施，南海周边国家掀起了海域“划界”热潮。目前，中国与多个海洋相邻国、海洋相向国存在潜在或现实争议，范围涉及东海、黄海和南海三大海区200多万平方公里，占中国所辖海域一半以上。

菲律宾为染指黄岩岛，抓扣中国渔民，企图扩大事态。中国从维护东亚稳定的大局出发，致力于和平解决争端，并始终采取克制态度，然而，菲律宾、越南不断向南海近海海域扩展，企图混淆视听，扩大事态。4月10日，菲律宾巡逻机在黄岩岛海域发现了12艘作业的中国渔船，菲海军随后出动了该国最大的“德尔毕拉尔号”军舰，持枪军人企图抓扣手无寸铁的中国渔民。中国国家海洋局派正在附近执行南海定期巡航任务的“中国海监75号”和“中国海监84号”编队赶赴黄岩岛海域，对我渔船和渔民实施现场保护。中国执法船停靠在中国渔船和菲律宾军舰之间，从而阻止了菲方逮捕中国渔民的企图。随后，中国外交部举行例行记者会对菲律宾军舰袭扰中国渔船渔民做出回应。近些年，菲律宾侵袭

中国黄岩岛不止一次。早在1997年5月，菲律宾就有个别国会议员登上黄岩岛，竖起菲国旗，宣称所谓的“主权”。1998年11月，菲海军非法逮捕20名中国渔民，扣留6艘中国渔船，指称中国渔民在南沙群岛一个菲律宾声称拥有主权的小岛周边捕鱼，随后正式起诉这些中国渔民。2000年5月，菲律宾海岸警卫队枪杀中国渔民，中方就此向菲律宾提出严正交涉，菲律宾迫于压力释放中国船员，但拒绝赔偿受害人家属。

由此可见，南海问题涉及了国家主权、历史、法律及敏感的现状，同时牵涉到了诸多国家的经济利益和政治利益。而近年来，随着南海争端逐步国际化，南海海域被分割，资源被掠夺，我国在南海的合法权益屡遭破坏。在大国插手干预与群国集体发难的同时,南海问题产生矛盾频率和爆发冲突的概率越来越大，昭示着南海问题有不断升级的趋势。

三、地理环境对中国文化多样性的影响
