⑸《全国人大常委会关于禁毒的决定》。1990年12月28日全国人大常委会通过的《全国人大常委会关于禁毒的决定》，有很多条款内容涉及禁毒的行政处罚问题。规定对吸食、注射毒品的，由公安机关处15日以下拘留，可以单处或者并处2000元以下罚款，并没收毒品和吸食、注射器具。

事件过后，吴菊萍讲述起惊险的一幕时，只微笑着淡淡说：“这是本能，是一个母亲应该做的事情。”尽管最美妈妈把自己的善举全部归结为一个母亲对孩子的爱心，但她的事迹还是引起了极大的关注，无数网友为之动容。

最先将这一幕发到了网上的是网友“yvonna的围脖”：“这一接是本能，勇敢忘我救人，温暖感动致敬。”

随后，最美妈妈的事迹在微博上迅速被传递开来。舒淇、赵薇等明星也纷纷转发并表达对最美妈妈的敬佩之情。有网友称，最美妈妈本身也是一个七个月大孩子的母亲，她的行为证明了一个真理——世上最伟大的职业就是妈妈。

一位名叫“天青”的网友用公式估算出吴菊萍接到小女孩的一瞬间，她的手臂承受了多大的负担。根据“天青”的推算，吴菊萍相当于接住了一个335.4公斤的物体。

富阳市中医骨伤医院主管吴菊萍的医生叫裘晓东。裘医生说，“她伤得很重，手臂受到了巨大撞击后产生爆裂伤。”

“尺桡骨是人手臂中最精巧的一根骨头，不仅起支撑的作用，还负责手臂旋转功能。这根尺桡骨，最细的地方大概是1.5厘米，最粗的地方是4厘米左右。”金登峰说。

吴女士的伤势在尺桡骨骨折中算非常严重的。

记者了解到：经过详细的诊断，吴菊萍的伤势治愈可能性为95%，完全康复要半年。院方表示，5万元左右的治疗费，将全部由医院承担。

老实说，假如给予充分的考虑时间，这样的抉择放在每个人面前——救还是不救——恐怕多数人会犹豫。但吴菊萍没有丝毫犹豫，上前一步，生的希望给了女孩，自己却笼罩在极度危险中。这是面对突发事件时人自然而然采取的一种去功利化的即时反应，是对生命的爱惜，反映了人性最本真的一种状态，正是孟子所说的“人皆有不忍人之心”，也是“见义勇为”、“乐于助人”的社会主义公民道德的反应。

现在人们感叹世风日下，人心不古。但也许，很多时候，是人自己用势利包裹了良心，蒙住了双眼。一旦在危急时刻，人内心深处的真善美就会自然流露。“最美妈妈”就是美在此处！我们应该相信一句听起来俗透了的话：“世上还是好人多。”

面对“最美妈妈”，不能止于感动当然，在感动之余，还应该多追问：如果在现场，我们能够挺身而出吗？这名小女孩是幸运的，她碰到了吴菊萍，但女童依然生死未卜，让人揪心。更让人感叹的是，近年来已发生太多类似惨剧，一些孩子发生意外甚至死于非命，如何处理这些难题、破解这些困境，既是家长责任，也是社会责任。
