治理雾霾不是一蹴而就的事情，但也不是毫无办法，羊毛出在羊身上，最好的办法就是减少燃油机动车使用量。

北京市环保局机动车排放管理处主任科员连爱萍接受《第一财经日报》记者电话采访时也表示，北京市四分之一的PM2.5是“输入性”的，四分之三则是北京地区“自产”。其中，汽车尾气对此的“贡献率”在22%以上。因此，汽车尾气是北京PM2.5防治的重点“打击”对象。

“减少污染源，削减大气污染物是解决雾霾的根本之道。”中国科学院大气物理研究所研究员王庚辰说。北京市经济信息化委副主任李洪说，据《关于北京市空气重污染日应急方案》，在重点排减企业中，北京共有58家企业实现了停产，完全切断了污染源;41家企业通过降低生产负荷，减少污染供需，实现30%以上的污染减排;强联水泥、平谷水泥二厂等均实现全部停产，水泥行业也实现了30%以上的减排任务。

为了最大限度降低市区汽车车轮和路面尘埃的接触频率和面积，应将花圃和路肩做得比汽车通行的路面低，这样雨浆水和污染洒水就会从马路中间流向花圃下的土壤。然而遗憾的是，我们在350座城市很少观察到这种防范颗粒型扬尘污染的设计。

同样，为了最大限度隔绝城外车辆和施工车辆带来扬尘，可以在城外带尘车辆(运煤车和其他长途车等)入城时在城市关口收费站边设立喷水清洗轮胎、底盘的环节，在城内施工车辆进入马路时设立遮盖和清洗轮胎、底盘的环节，但很多城市往往只有入城后的终端罚款机制而没有入城时的清理预防机制。可见，城市基础设施建设缺乏扬尘构造治理要求，缺乏预防机制的行为才是构成雾霾形成的第一源头，施工工地和经济发展数量及规模仅仅是二阶污染。

我国不少城市环境治污目标仍然偏离颗粒性雾霾治理。多年来，我们在环境治污方面向西方标准看齐，如长期把欧2、欧3、欧4甚至欧5标准付诸监管细则，不符合上述排污尾管标准的车辆不能出厂，不达标的烟囱推倒、迁移，但这些管理细则只是对气体性污染有效。对于颗粒性污染大户——黄土平高原地区污染构造形成的任何理解，几乎仍在我们城市管理部门的理解能力之外。

同时，雾霾的出现还在于在深层制度的缺失。长期以来，我国城建基础设施和园林绿化招投标过程都是“手拉手”式的场外交易，招来招去都是那几个关系实体，外部先进的管理和竞争技术以及环境保护、污染治理观念进不到这种半公开式的双边交易过程来。雾霾其实是这种深层制度缺失后长期累积的外观现象。

治理雾霾不能单是环境保护部门的任务，地方政府和中央政府都应该尽快建立符合中国地理现实的防治颗粒型污染通则和落实细则，督促城市管理部门和建设部门按照标准落实，并尽快将上述细则落实到城市建设、园林绿化招投标过程中，开放相关关联要素市场，推动施工单位、部门按照环保理念施工建设。最后，为普通老百姓修好的提案、建议也应出现在两会代表、委员的视野当中，带动社会从细微处着手治理雾霾。

3、 保持良好的心态，保证睡眠，多吃水果蔬菜和清淡的食物，提高自身免疫力。

5、 雾霾天气要少开窗，最好等太阳出来再开窗。
