从环保部获悉，针对环评技术服务市场管理中存在的“红顶中介”等问题，环保部近日修订颁布了《建设项目环境影响评价资质管理办法》，明确负责审批或核准环评文件的主管部门及其所属单位出资设立的企业、从事技术评估的企业，均不得申请环评资质。

据了解，修订后的管理办法，简化了资质条件设定事项，取消岗位证书、注册资金、固定资产、仪器设备等前置条件，不再将环评机构评价范围等级与环保部门审批级别挂钩。环保部环境影响评价司司长程立峰介绍说，为保证该办法顺利施行，环保部还将印发六个配套文件，对现有环评机构资质过渡、评价范围类别适用、甲级环评机构业务领域划分、资质申请材料要求、环评文件相关格式要求以及环评工程师从业管理等作出具体规定。

环评技术服务是环评制度有效实施的重要技术支撑，从业机构工作质量好坏及其编制的环评文件结论正确与否，直接关系到审批决策的有效性。今年2月，中央第三巡视组对环保部专项巡视反馈意见中明确指出了环评技术服务市场管理中存在的“红顶中介”、审批环节公开不够以及后续监管不到位等问题。
