燃放烟花爆竹会造成大气环境污染，同时极易引起火灾和人身意外伤害，使我们居住生活环境受到破坏。目前我市已经发布禁放限放烟花爆竹通告，现将我市烟花爆竹禁限放的有关规定告知大家：

一、自2017年元月20日起，在荥阳市行政管理区域内实行法定区域、划定区域(中心建成区)全面禁放，其他区域限品种燃放烟花爆竹。

(一)法定区域全面禁放

根据《烟花爆竹安全管理条例》第三十条规定，禁止在下列地点燃放烟花爆竹：文物保护单位，车站、码头、飞机场等交通枢纽以及铁路线路安全保护区内，易燃易爆物品生产、储存单位，输变电设施安全保护区内，医疗机构、幼儿园、中小学、敬老院，山林、草原重点防火区，县级以上地方人民政府规定的禁止燃放烟花爆竹的其他地点。

(二)划定区域(中心建成区)全面禁放

1、划定区域：商隐路以西，科学大道以南，荥密路以东，中原路以北围合区域。

2、禁放时间：全年

(三)其他区域限品种燃放

全市禁放区域以外的其他区域，除《烟花爆竹安全与质量》(GB10631--2013)规定的1000响以下的C级爆竹和D级烟花外的其他等级、种类的烟花爆竹一律禁止燃放。

二、禁止燃放烟花爆竹区域内，任何单位或者个人不得生产、经营、储存和燃放烟花爆竹。

三、禁止携带烟花爆竹搭乘公共交通工具，禁止邮寄烟花爆竹，禁止在托运行李、包裹、邮件中夹带烟花爆竹。

四、酒店、宾馆、饭店和婚庆服务等经营者应当告知消费者禁止燃放烟花爆竹的规定，劝阻违规燃放烟花爆竹行为，经劝阻无效的，应当向公安机关报告。

五、未成年人的监护人应当对未成年人进行禁止燃放烟花爆竹的教育，制止未成年人在禁止燃放烟花爆竹的区域和时段内燃放烟花爆竹。未成年人违反规定燃放烟花爆竹的，由公安机关责令其监护人严加管教;造成国家、集体或他人人身财产损害的，由其监护人依法承担赔偿责任。

六、违反规定燃放烟花爆竹，或者以危害公共安全和人身、财产安全的方式燃放烟花爆竹的，由公安机关依据《烟花爆竹安全管理条例》责令停止燃放，处100元以上500元以下罚款;构成违反治安管理行为的，依法给予治安管理处罚;造成国家、集体或他人人身财产损害的，依法承担赔偿责任。

在春节期间，我们都会放烟花，但是有的人总是不文明的放烟花。我多次看到过美丽的烟花，也多次看到过有些人不知羞耻的把烟花拿到马路上去放。有时可能因为把烟花拿到马路上放，就会引起交通堵塞呢!

春节的来历更有趣。春节，是农历正月初一，又叫阴历年，俗称“过年”。相传，有一种叫“年”的怪兽，专吃人的。是一位红衣老人告诉了村民在门上贴红纸，在屋里点蜡烛、放爆竹，来赶走“年”。这个古老的习俗一直流传直今。

那些色鲜味美的饺子一个个看似十分简单，其实做起来可复杂了哩。先要把之前预备好的面粉和水和在一起，使劲儿的揉、搓、压一番，然后用擀面杖把它们擀成一张张薄薄的饺子皮儿。我经过好一番努力，终于擀出了第一张自己做的饺子皮!我把它轻轻地摊在手上，生怕它一不小心破掉。饺子皮已经全部完工!现在应该开始好好地准备饺子的馅儿了。妈妈用菜刀麻溜地躲着肉末，外婆则在一旁洗着芹菜。我的任务呢，十八猪肉末和芹菜和在一起，做成猪肉芹菜馅。不一会儿的工夫，饺子馅儿也全部完工。剩下的工作就由那些经验丰富的舅妈们来完成，我们小孩子只等着第二天除夕品尝美味的饺子了!

终于到了期盼已久的除夕夜了!外婆家里聚满了亲朋好友，大家围在大圆桌四周，吃起了团圆饭和我们昨天包的饺子。男人们喝酒，女人们看春晚，小孩子们都吵着闹着要到院子里放鞭炮，真是热闹极了。

到了大年初一，由于昨夜守岁的原因，我整个上午都赖在床上睡着懒觉，心里还想着昨晚和小伙伴们打闹的情景。

这真是一个充满传统文化气息的十分快乐的除夕夜!
