第一条 市区范围内的下列地点禁止燃放烟花爆竹：

第二条 重污染天气应急响应启动后，严格禁止燃放烟花爆竹。

第三条 除第一条规定区域外，市区其他区域为限制燃放烟花爆竹区域，允许除夕至正月初六及元宵节燃放烟花爆竹，其他时间禁止燃放烟花爆竹。

婚丧嫁娶活动可以在指定地点少量燃放烟花爆竹。

公安、环保等部门应大力宣传大面积、阶段性燃放烟花爆竹对环境的危害，大力倡导用更环保的电子鞭炮、电子礼花来代替烟花爆竹作为节日庆祝工具。

第四条 市区烟花爆竹销售、举办焰火晚会活动依法实行许可制度。任何单位和个人未取得安全生产监督管理部门核发的《烟花爆竹经营(批发)许可证》或《烟花爆竹经营 (零售)许可证》，不得从事经营活动;未取得公安部门核发的《焰火燃放许可证》，不得举办焰火晚会以及其他大型焰火燃放活动。

烟花爆竹零售经营者，持烟花爆竹经营许可证到工商行政管理部门办理登记手续后，方可从事烟花爆竹经营活动。

第五条 燃放烟花爆竹，不得向行人、车辆、建筑物、构筑物、人群密集场所以及禁止燃放的地点抛掷，不得妨碍行人、车辆安全通行，影响交通秩序。禁止在建筑物内的楼 道、阳台、窗口、屋顶等位置燃放或向外抛掷烟花爆竹。不得采用其他危害公共安全和人身、财产安全的方式燃放烟花爆竹。

未成年人的父母或监护人应教育、引导未成年人遵守本通告。

第六条 公安、安监、工商部门应当依照各自职责加大对销售、燃放烟花爆竹的监管，组织查处非法经营、储存、燃放烟花爆竹的行为。城管综合执法部门应当依法查处占道摆摊设点经营烟花爆竹的行为。

第七条 在禁止燃放烟花爆竹的时间、地点燃放烟花爆竹，或者以危害公共安全和人身、财产安全的方式燃放烟花爆竹的，由公安机关依照国务院《烟花爆竹安全管理条例》 第四十二条第二款规定，责令停止燃放，处100元以上500元以下的罚款;构成违反治安管理行为的，依法给予治安管理处罚。

第八条 对未经许可举办焰火晚会以及其他大型焰火燃放活动的，由公安机关依照国务院《烟花爆竹安全管理条例》第四十二条第一款规定，责令停止燃放，对责任单位处1万元以上5万元以下的罚款。

广播、电视、报刊等新闻媒体，应当加大对环境保护和大气污染防治的宣传教育，倡导广大市民增强安全、环保、文明意识，尽量不燃放或少燃放烟花爆竹。

第十一条 严禁我市各级党政机关、人民团体、国有企事业单位公款购买和燃放烟花爆竹。国家机关工作人员、党员干部应带头执行本通告规定。

第十二条 各县人民政府要参照本通告，分别划定县城禁止和限制燃放烟花爆竹区域，并采取积极措施予以落实。

今年1月份以来，我国大部分地区持续出现雾霾天气。如果大量燃放鞭炮时，那么空气中的二氧化硫、一氧化碳浓度明显增高。据北京环保监测中心公布的数据，去年大年初一凌晨，在全城大范围燃放烟花后，各区县的环境监测子站的可吸入颗粒物(PM10)上升速度惊人。空气中二氧化硫和三氧化硫等有害物的浓度超过允许值时，会刺激呼吸道粘膜，伤害肺组织，引起或诱发支气管炎、气管炎、肺炎、肺气肿等疾病，能与人体内血红蛋白结合，造成人体缺氧，发生中毒症状。

“爆竹声中一岁除，春风送暖入屠苏，千门万户瞳瞳日，总把新桃换旧符。”除夕之夜终于来临了，我十分兴奋！因为不仅可以尝到很多平时饭桌上难得见到的美味，更可以一饱眼福，看到漂亮的烟花了。

夜幕降临，空中就绽开了美丽的花朵，不过，我还是强忍住了内心的冲动，和爸妈一起静候在电视机前，等待着春节联欢晚会的开始。伴随着各位大腕儿的“粉墨登场”，欢声笑语不绝于耳。。。。。。但我没坚持多久，便缩进了我的“安乐窝”。刚到十二点，我的小闹钟便“叮铃铃铃”地催我起床，电视机里也传来了阵阵欢呼声，屋子外放鞭炮、烟花声震耳欲聋得响了起来。我迅速穿好衣服，嘻嘻，终于到了放烟花的时刻了，可以去看烟花美景了！我怀着一颗激动的心跑到阳台。

只见十几支烟花直指天空，一粒粒“金砂”喷射而出，在空中傲然绽放。赤橙黄绿青蓝紫，样样俱全，姹紫嫣红，把夜空装点得美丽、婀娜，把大地照射得如同白昼。在激动人心的巨响和脆响中，整个城市的上空都被焰火照亮了，染红了。一团团盛大的烟花象一柄柄巨大的伞花在夜空开放；像一簇簇耀眼的灯盏在夜空中亮着；像一丛丛花朵盛开并飘散着金色的粉沫。焰火在夜空中一串一串地盛开，最后像无数拖着长长尾巴的流星，依依不舍地从夜空滑过。巨大的烟花在空中绽放，花瓣如雨，纷纷坠落，人们似乎触手可及。漂亮的烟花，绽开，落下，一瞬间的美丽，一瞬间的光彩。那一刻，整个世界都属于它们，整个世界随着它们的绽放而光彩一瞬，多么美丽的烟花，仿佛寄托着美丽的希望，仿佛寄托着爱的光芒。让烟花飞，让希望飞！

未曾如此近的看见过烟花盛放，有时只是溅起的暗金色大雨 ， 也会有一刹那的辉煌 ，接着是迎面而来的星辰无数 ， 再而迅速的消逝，华丽谢幕。一发 ， 又一发 ， 夜色中的云端上焰火如宇航者窗外飞速流过的星海 ， 虽然绽放后枯萎 ， 然而一瞬间的光华已足矣 ， 但愿燃烧为灰烬 ， 不愿腐朽于泥土。

除夕之夜真是一个令人难忘的美好时刻，笑声响起，鞭炮声响起，让我们对烟花许愿，预祝来年的生活充满欢笑，更加美好！让我们在新的一年更加努力学习，勤奋向上！祝大家狗年大吉！
