今年3月27日，温州市查出8000斤竹笋二氧化硫残留量超标，这些被硫磺熏过的竹笋在端上消费者餐桌前的最后一步被成功截获了，很多家庭也因此无法品尝到硫磺的味道了。 今年3月21日，在公安部统一指挥下，浙江、安徽、上海、江苏、重庆、山东6省市公安机关集中行动，全环节摧毁一个特大跨省新型地沟油犯罪网络。该案中，涉案人利用动物废弃物炼制地沟油，在经过一些油脂公司精加工以后以“牛油”的身份添加至饼干、火锅底料等食品。

今年年4月15日，央视《每周质量报》本期节目《胶囊里的秘密》，对“非法厂商用皮革下脚料造药用胶囊”曝光。河北一些企业，用生石灰处理皮革废料，熬制成工业明胶，卖给绍兴新昌一些企业制成药用胶囊，最终流入药品企业，进入患者腹中。由于皮革在工业加工时，要使用含铬的鞣制剂，因此这样制成的胶囊，往往重金属铬超标。经检测，修正药业等9家药厂13个批次药品，所用胶囊重金属铬含量超标。

一、我市食品安全监督管理工作的基本情况

2004年，根据国务院和省的有关规定，我市进行了食品安全，工作体制调整，成立了“湛江市食品安全委员会”（以下简称食安委），负责组织协调食品安全监管工作。食安委由十九个部门组成，根据工作需要，制定了《食品安全委员会工作制度》、《食品安全委员会成员单位工作职责》、《重大食品安全事故报告制度》和《食品安全信息管理办法》等规章制度；完成了食品放心工程规划和计划的编制工作，出台了《食品安全专项整治工作实施方案》、（（食品放心工程实施方案》、《2005-2007年食品安全专项整治工作规划》。食安委成立以后，基本解决了“各自为政”的问题，多次组织食安委成员单位联合执法，解决了单一部门执法存在的管理工作不到位、工作脱节、执法力度弱、信息交流阻滞等问题，取得了明显成效。

二、我市食品安全监督管理工作存在的问题

（一）食品安全存在诸多隐患。

如：蔬菜农药残留超标；水产品禽畜养殖滥用违禁药物及饲料添加剂、激素，造成有毒元素残留超标；大米重金属含量超标；无牌无证从事食品加工生产的小作坊，滥用或超量使用食品增白剂、保鲜剂、色素等；部分小食店、小餐馆无证照经营食品，食品卫生状况极差，一些中小学校集体食堂加工食品的设施远远未达到食品卫生要求；一些不法商人私自加工生产、销售毒鼠强等违禁药品；一些无良咸鱼加工者用敌百虫、滴滴畏等高毒性农药加工咸鱼……这些问题的存在，给人民群众的身体健康构成极大威胁。

（二）监管职能分散，协调难的问题依然存在。

由于我国对食品安全监管工作职能分散，从“农田到餐桌”的安全食物链分属多个部门管辖，这些部门管理体制不同，人、财、物的主管部门各有其主，食安委的成立，虽然在一定程度上解决了各部门各自为政的局面，但在职能整合、联合执法、职能链接、信息互通等方面仍然存在问题。

（三）食品安全监管经费投入不足，监管工作难到位。

据了解，2005年我市财政只投入经费418.3万元作为食品安全监管经费，经费严重不足，大大制约了食品安全监管工作的开展，造成我市、特别是县、镇食品检测装备落后，检测经费欠缺，无法有效发挥监管职能。

（四）食品安全监管执法工作存有阻力。

户我市大量存在无牌无照的小食店、餐馆、小作坊，他们分散在市区、农村，面广点多，同时我市驻军较多，随军家属就业困难，在部队周边开放小食店、小餐馆就成为就业的首选，在农村强制执法常常遭到不明***的群众围攻，在部队周边执法也遭到个别人员干扰，执法难度极大，给食品安全带来严重隐患，工作总结《食品安全工作建议》。

（五）食品安全监管人员编制不足。

我市地域宽广，生产、经营企业较多且分散，而各职能部门的执法人员均不能应付执法工作需要，严重影响了食品卫生监督工作质量。专业技术人员缺乏也造成了监管工作不到位的问题。

（六）市民食品安全知识及安全意识有待提高。

我市食品安全宣传教育工作较差，市民缺乏食品安全知识，人民群众特别是农村群众食品安全意识较低，自我保护能力低下，间接造成违法食品有市场需求，违法者有生存空间。

三、对我市食品安全监督管理工作的建议

（一）进一步加强组织领导工作，建立行政首长问责制和行政督查制度。

建议研究尝试将食品安全问题纳入一级行政首长的问责范围，依靠行政首长的权威建立多元一体的矩阵式多部门联合监管体系和联动快速反应机制，并将主管及相关部门的食品安全责任纳入绩效评价和绩效管理系统，以强化行政首长的责任意识。尽快制定《06食品安全民心工程计划》，把2006年定为我市“食品安全工作年”，针对我市食品安全的薄弱环节，研究制定相应政策，采取有效的措施，在全市推行食品安全工程。

（二）增加食品安全监管人员编制，增加食品安全工作经费投入。

各级政府应在有限编制范围内优先解决执法人员编制问题，应根据实际工作需要，招聘录用具有相应专业资格的技术人员充实到各检测中心工作。另根据市食安委的估算，经费缺口约巧00万元，建议各级政府应把食品安全监管经费列入市、县财政预算安排，争取在今年全面完善县级检测站、镇级建立流动检测站，建立完善的检测网络。

（三）整合资源，提高监管效率。

食品安全监管工作部门多，过程长，在现有执法资源及组织架构的情况下，应加强联合执法，强化信息交流、信息互通，整合现有检测技术及装备，提高监管效能。

1、各有关职能部门要切实认真履行职责，加强联合执法，确保监督管理成效。我市食品安全监管工作还需加强，各职能部门要认真执行（（食品安全专项整治实施方案》和《食品放心工程实施方案》，加大力度，突出重点区域、重点环节、重点品种，对薄弱环节进行整治，确保食品安全整治工作取得实效。

把多个部门的执法人员组成联合执法队伍，形成合力、壮大声威是解决执法难的一个好办法，并且将定期联合执法及突击性联合执法结合。

2、建立定期与突发性信息互通机制。建议市政府重新修改案情报告及通报机制，制定信息交流处罚配套措施及责任追究制度，力求使信息互通成为履行执法职责的原动力。

3,整合各个部门的检测装备，完善市、县（区）、镇三级农产品检测网络，发挥最大检测效能。由于执法工作需要，各个部门均需要建立一套检测装备，造成资源的极大浪费，市政府可探讨打破现行体制限制，将各个部门现有的检测装备进行合并，组建市宣传活动。一是指导消费者有正确的消费观；二是引导消费者购买经权威机构或部门监测或认证的安全食品如无公害、绿色、有机食品；三是要加强***监督，电视、报刊、广播等宣传工具要及时对不合格食品的厂家、销售商予以曝光。对食品安全检查情况进行定期通报（能否形成每周食品安全通报制度），同时，及时曝光食品安全典型案件，增加食品安全公益广告刊播力度。各职能部门还应将日常的执法工作与向生产经营者进行法制教育、食品安全知识宣传结合起来，提高食品生产经营者的法律意识和科学知识，提高生产经营者的自身素质，建立自律机制。

（四）加大力度推进食品市场准入制度，推进实施《无公害食品行动计划》。

建设一批标准化农产品生产基地和水产品养殖示范区，正确引导农产品、水产品向无公害生产方向发展，保障食品源头环节安全；加强生猪、肉类定点屠宰管理，严厉打击私屠乱宰和注水肉；全面实施食品安全质量市场准入条件，把好食品进入和退出关，坚决取缔无证生产加工食品的小作坊；加快推进实施食品卫生监督量化与及管理制度，建立健全并落实学校食堂、餐饮业食品安全负责制度。

Currently, many problems concerning the safety of food have popped up. As for me, I believe at least three factors account for this issue.

First, I observe that profits drive many food producers to commit illegal things. They aim to gain more money at the expense of consumers’ health. 记得六年级的时候.老师给我们讲了一个真实的故事：一个16岁的学生，由于小时侯吃了太多了垃圾食品，已经身患绝症，现在他还十分的后悔。我们要记住这个悲惨的教训，看看这些厂家，都已“金钱第一”“利润最多”的道德观念做出发点，为了市场上的竞争，竟全然不顾消费者的健康。想想苏丹红，想想因便宜食物的诱惑的人在病床上如何的后悔。

现在改革开放好，人民富有了，跟着改革开放的步伐，家家都是独生子女，一个个受父母的宠爱惯了，一声：“妈妈，可以给点钱买东西么?”妈妈一句话也不说，掏出一张鲜红的百元大钞，“给，省着点花，不够妈在给。”就这么一句话。我们一把抓了过去，放学时，东荡荡，西游游，看到路东有一片烤羊肉串，苍蝇漫天飞舞，“老板，来10根羊肉串。”那老板笑呵呵的递上一把烧了又烧而且“香喷喷”羊肉串，那人手上拿了一大把羊肉串，另只手还拿着一根冰棍，兜里还放着一些糖果，真想用一首歌来唱唱：“左手一把羊肉串，右手一根冰淇淋，口袋里还放着一把糖果哦。”弄来弄去最后伤的还是你自己，拉肚子，发烧“哎哟，哎哟”的叫着，父母看了又着急，花了大笔的钱来治。你说这样合算么，买东西花钱，治病也花钱，食品安全要警钟长鸣，不容忽视。国家为了广大的中小学生能够放心的使用食品，增强全我们对食品安全的参与意识，普及食品安全知识，宣传《食品卫生法》、《产品质量法》、《标准化法》等法律法规能够深入人心、家喻户晓，营造食品放心消费环境。

我们是二十一世纪的雏鹰，是祖国未来的接班人，我们的生命就像一朵朵含苞欲放的花儿，只有健康才是我们生命唯一的选择，决不能让危害健康的食品在我们身边有一席之地!垃圾食品问题相当于冰山一角，可这一角不留意了也能撞沉铁达尼号，我们在卫生监管部门的大力整治时，也要擦亮自己的眼睛，毕竟，我们管不了别人的良心，只好先管住自己的嘴巴。
