过去的一年，全镇国民经济增长较快、运行良好。全年完成国内生产总值108618万元，比上年增长19.7%;完成税收收入14198万元，比上年增长40.8%;完成镇级财政收入9860万元，比上年增长45.4%。预计，2005年，我镇经济仍将保持较快增长。在经济较快发展的同时，我镇的科技、教育、文化、卫生、体育等各项事业也取得了显著的成效。但是，挑战始终与机遇并存，我们应清醒地看到，××的发展水平与西部地区存在着较大差距，同临港地区的发展速度、要求存在着一定距离，对此，我们要进一步增强工作的紧迫感和危机感，着力推进“旅游、休闲、文化”三大功能建设，推动××经济和社会各项事业上新的台阶。

妇联是党领导下的重要群众组织，是党联系妇女群众的桥梁和纽带，面对新形势、新任务，各级妇女组织和广大妇女干部着重要从三个方面提高认识：一是要认清肩负的重大使命，继续发扬“四自”精神，投入新实践，建立新功业，弘扬新风尚，推进新发展，与全镇人民一起，共创××美好的未来。二是要不断推进创新。大力弘扬与时俱进的精神，认真研究新形势下妇女工作的新特点，大胆探索妇女工作新方法，以新的思路谋求妇女事业新的发展，以新的举措开创妇女工作新局面。三是要紧扣发展主题。各级妇女组织要按照“发展是执政兴国第一要务”的要求，最广泛最充分地调动广大妇女，为推动经济社会的全面进步作出新的贡献。始终做到用发展眼光认清形势，用发展的思路谋划工作，靠发展的办法解决问题，取得妇女工作的不断进步。

二、围绕大局，突出重点，在推进××城市化建设中实现妇联工作新跨越

占人口半数的妇女是推动经济和社会发展的重要力量。建设××新社区的目标，为广大妇女构筑了更为广阔的发展平台。做好新形势下的妇女工作。一定要围绕中心，找准角度、突出重点、发挥优势、形成特色、狠抓落实，体现各项工作的新成效，实现妇女工作的新跨越，在推动“三个文明”建设中求得自身的进步发展。

一是要围绕镇党委、政府“不断优化和调整农业结构，努力增加农业附加值”的要求，进一步推动农村妇女作用的发挥，为她们增收致富服务。今年，我们将着力推进传统农业向生态农业、休闲农业、观光农业和科技农业的转变，重点培育壮大农业龙头企业，首期启动塘北村、两港大道东侧农业园区(规模1000亩，目前已平整土地250亩)，从而进一步提高全镇农业生产的组织化程度和规模化水平，并在更大空间和更高层次进行农业结构调整。农村妇女是农村经济发展的一支重要力量，各级妇女组织要继续把农村妇女工作放在重要的位置上，进一步创新“双学双比”、“巾帼科技致富工程”等工作载体，加大对农村妇女引导、组织、服务工作的力度，动员更多的科技工作者开展送科技下乡活动，协调各有关方面为农村妇女学科技、用科技、增收致富提供更好的培训服务，引导农村妇女在提高农业生产，全面推进农业产业化的进程中发挥更大作用。

二是要以镇党委、政府“增加劳务输出力度，加大农村双富余家庭中一人就业工作力度，为全镇农村劳动力向非农岗位转移做准备”的要求，积极开展农村妇女创业和就业工作。去年动拆迁后，许多妇女由于失去了土地，减少了收入，不仅影响了妇女自身的发展，而且影响到社会的稳定。妇联要从稳定大局的政治高度，从维护妇女劳动权益的高度，协助党委和政府做好扩大就业、稳定社会的工作，帮助失业妇女实现再就业;要对农村妇女就业问题和农村失地女劳动力转移等问题进行调研，积极向党委、政府反映情况，提出建议，争取政策;要结合××城市化发展的趋势，与居委、社区等多方面配合，为失业妇女开辟更多的就业门路。与此同时，要加强引导，帮助妇女转变观念，树立起与市场经济体制相适应的就业观念、劳动观念，不挑不拣、敢走新路、勇创新业。

三是要以镇党委、政府“深入开展‘塑造南汇新精神、展示文明新形象’为主要内容的教育活动，努力提高××人民素质和城镇文明程度”的要求，要在文明单位、文明小区、文明村的创建活动中，广泛动员全镇妇女姐妹们积极参与，充分发挥妇女组织“组织性好、凝聚力高、战斗力强”的优势，推动文明创建水平与质量有新的提高。同时，也要在维护妇女权益上发挥作用，利用各种宣传工具大力宣传男女平等基本国策，宣传维护妇女合法权益的法律法规，充分利用民主参与和民主监督渠道，推进社会运用法律的、政策的、教育的手段，抵制歧视妇女的行为，打击侵害妇女合法权益的违法犯罪活动，真正成为妇女 “娘家”。

三、加强领导，夯实基础，进一步增强妇联工作的凝聚力和影响力

妇女工作是党的群众工作的重要组成部分，妇联组织是党开展群众工作的得力帮手。各级党组织要切实加强领导，结合本部门、本单位实际，进一步加强和改进党对妇联和妇女工作的领导，把妇女工作列入重要议事日程，切实帮助妇联解决工作中的实际问题和困难，使妇联更好地发挥作用。

妇女干部是团结广大妇女群众推进妇女事业发展的领头雁。要以与时俱进的精神，拓展妇女工作新思路，实现妇女事业新发展;要引导广大妇女树立终身学习意识，积极主动地学政治、学经济、学科技、学法律、学管理、学信息网络知识，并积极付诸于妇女工作的实践，在学习中增长知识，在实践中增长才干。
