纵观历史，雾霾现象是与工业化的进程密切联系的。中国正处于工业化、城镇化的关键时期，所面临的资源、环境和生态形势极为严峻。然而，中国不能走发达国家“先污染后治理”的老路。对于工业化带来的雾霾天气，要全面辩证地看待，既不能因噎废食，也不能讳疾忌医。“大道如青天”，发展是第一要务，是不容置疑的硬道理。中国的一切问题要在发展中解决，但发展要有新思路，应是以人为本的，全面、协调、可持续的科学发展。经济发展方式转型并非近年才有的新概念，但至今未有突破性的改观。古人云，七年之病，求三年之艾。粗放型的经济增长模式根深蒂固、积重难返，经济转型的艰难性和复杂性不容小觑，岂能在一朝一夕间便取得显著成效?

以化石燃料为主的能源消费结构和严重依赖燃煤的粗放型经济发展模式，不仅使非可再生资源本身储量日益匮竭，对生态环境的污染加剧，也对濒临极限的环境承载能力构成重大威胁;更为严重的是，随着全球气候变暖的趋势愈加明显，生态环境全面恶化、自然灾害频繁发生的危机将难以避免。能源及相关产业的发展正面临着“跋前踬后，动辄得咎”的困境，经济增长、环境保护以及社会发展这三大压力同时袭来，且彼此间的矛盾愈发难以调和。

其实，环境保护和经济发展这两个目标，应当并且完全可以并行不悖。如何做到，主要从以下三个方面着力：

首先且最为关键的是优化调整能源消费结构，主要是调整煤炭、石油、天然气三类传统能源消费的比重。

我国的能源消费结构中，煤炭所占的比重极大，而天然气所占的比重极低。根据英国石油公司(BP)《2011年世界能源统计年鉴》，2010年，中国能源消费总量中，燃煤占到70.5%，石油占17.6%，天然气占4.0%，呈现出“煤炭一头独重，天然气无足轻重”的特点;而同期美国能源消费总量中，燃煤占27.2%，石油占37.2%，天然气占23.0%，基本形成“三足鼎立、石油稍重”的格局。对燃煤的严重依赖，给中国的生态环境带来了沉重压力。我国能源结构调整中应当减轻对煤的依赖，大力推进天然气的利用。天然气是一种“准清洁能源”，其主要成分是甲烷，在充分燃烧的情况下只生成二氧化碳和水蒸气，即使实践中天然气难免含有少量杂质，燃烧也未必充分，但产生的污染依然比煤炭和石油制品要轻得多。相比之下，煤炭和石油的分子结构较复杂，碳含量高，氮、磷等杂质含量也高。根据美国环境保护署(EPA)的统计数据，使用燃煤发电，每兆瓦时电力产生二氧化硫13磅，氮氧化物6磅;而使用天然气发电，每兆瓦时电力产生二氧化硫0.1磅，氮氧化物1.7磅。在近段时间的雾霾天气中，对人类健康危害最大的是微粒物质。为产出10亿英制热量单位的能量，燃煤会带来2744磅的微粒物质，而天然气只会带来7磅的微粒物质，差不多是燃煤污染的1/400。

近年来，对天然气的利用已经引起了政府的关注。2004年西气东输正式商业运作，天然气市场需求呈现爆发性增长，当时国内天然气资源不能满足需求，《天然气利用政策》(2007)应运出台，其主要目的是为了缓解供需矛盾。随着国内资源的大力开发和进口LNG、进口管道气的全面实施，我国天然气供需形势有所好转。2012年10月，发改委颁布新的《天然气利用政策》，明确提出了“提高天然气在一次能源消费结构中的比重”。此目标的提出，清晰地表明了国家对天然气发展的鼓励。前不久的《能源发展“十二五”规划》送审稿中还提出，到2015年天然气消费比重提高到7.5%。

然而，天然气的推广应用需要付出高昂的成本。一方面，天然气管网的建设耗资繁巨，有人甚至指出，全面建立天然气的储运系统和城市天然气配送系统的工程量不亚于重建中国的铁路系统;另一方面，天然气在工业领域替代燃煤和重油，需要对现有的技术设备和工艺流程进行重大改造。“溃痈之痛，胜于养毒。” 燃煤经济的持续运行带来了巨大的环境成本，如果考虑到这一成本，燃煤经济在很多地方实际上已经是“非经济 (diseconomy)”了，改弦更张，大力推广利用天然气势在必行。

其次是积极开发清洁和可再生能源，提高清洁和可再生能源在一次能源使用中的比重。

开发清洁和可再生能源，不仅可以增强中国能源系统的抗风险能力，而且可以保证在未来的国际能源产业竞争中占得一席之地。清洁和可再生能源还可以满足广大农村地区人口的能源需求，减少森林过度开采和植被破坏。目前，我国清洁和可再生能源的开发还是薄弱环节。中国虽是水力资源大国，但目前的开发率仅为15%，远低于世界平均水平，也落后于印度、巴西、越南等发展中国家，开发潜力巨大。核能是发达国家重要的替代能源，目前仅占中国能源结构的1.2%，而日本、法国都超过了30%。因此，我国应积极发展核电能源，力争到2020年使核电装机达到4000万千瓦，占全部发电量的比例提高到4%。中国的可再生能源(包括小水电、太阳能、风能和生物质能等)资源基础雄厚，但因成本高、规模小、缺乏激励政策而发展滞后。积极发展清洁和可再生能源，远期可以替代石化燃料，近期则可以缓解全面建成小康社会过程中边远和农村地区的用能紧张问题。

2006年开始实施的《可再生能源法》规定，“国家将可再生能源的开发利用列为能源发展的优先领域。”2007年，国家发改委颁布《可再生能源中长期发展规划》，提出到2020年使可再生能源消费量达到能源消费总量的15%左右，形成以自有知识产权为主的国内可再生能源装备能力。未来20年，中国应使可再生能源初步形成规模，并为今后更大规模地替代石化燃料奠定基础。

同时，中国还应大力推动海洋能、氢能、燃料电池、生物液体燃料等新能源的开发。由于新能源产业对政策依赖性强，尚未形成连续稳定的市场需求，近年来，新能源行业遭遇寒冬，出现了投资者对新能源企业避之不及的现象。但是不能因为遇到挫折就“一朝被蛇咬，十年怕井绳”，以致因噎废食，裹足不前。“风物长宜放眼量”，纵观工业革命的历史，任何革命性新技术的应用，总是一波三折。1807年，富尔顿设计的蒸汽船试航时，被人们嘲笑为“富尔顿的蠢物”;1814年，史蒂芬孙的蒸汽机车试车时，有人驾着马车，与火车赛跑。传统能源的应用尚且如此，新能源的应用更不可能一蹴而就。

最后，还需大力开展节能环保，节约能源消耗，实现绿色低碳消费。

传统能源的替代、新能源的开发非一日之寒，当前还应做好的一项重要工作是节能环保。从我国来看，对能源的使用情况不尽如人意，与能源燃烧相关的空气污染使中国40%的国土受到酸雨的威胁，100多个城市雨水的pH值都非常低。如果不采取有效措施，2020年中国的二氧化硫和二氧化氮的排放量将分别超过4000万吨和3500万吨。因此，对中国这样一个人口众多、资源相对不足、生态环境承载力弱、能源利用率低的国家来说，开展节能环保、提高能源效率是当务之急。要贯彻“开发与节约并重，把节约放在首位”的方针，大力实施节能减排，缓解能源消耗强度，合理控制能源消耗总量，降低单位能源消耗。下更大决心淘汰落后产能，抑制高耗能、高排放行业过快增长。推动节能技术创新与应用，加强基础性、前沿性节能技术研发，力争在关键技术领域取得突破。在石油领域，要把节油环保作为国家石油安全战略的重要组成部分，加快建立环保节约型的石油消费模式。依靠技术进步和科学管理，积极调整产业结构，提高能源使用效率，使单位GDP的石油消耗减少，排放量降低。压缩高耗油产业，淘汰高耗能设备，大力发展高附加值产品的生产，推广应用新工艺、新技术。加快制定优惠政策，鼓励节油，抑制无效、低效的石油消费，走可持续的发展道路。

9点了，我们要出门了，我以为雾霾已经消散了，可是我到楼洞口的时候，外面还是白茫茫的一片什么也看不见。妈妈对爸爸说：“今天别开车了，太危险了，不是你开车闯到别人就是别人开车闯到你，我们还是做公交车吧!”我突然觉的很奇怪，就问妈妈：“妈妈，你说雾霾天气不能开车，那我们坐公交车那不和爸爸开车一样吗!”妈妈笑着回答我说：“呵呵，公交车大呀，容易让别的车注意。”

我和爸爸、妈妈在车站等车，这时候，我看见一个叔叔的手正在向妈妈的包包慢慢地靠近，我觉得是小偷。于是，我拽了拽妈妈的衣服，妈妈问我怎么了，我瞪了那个叔叔一眼。妈妈看了看，把手提包摘下来放到另一这胳膊上，那个小偷以为被发现了，就悄悄的溜走了。这时，我想：雾霾天气时便宜那些小偷了，不过要想偷我妈妈的东西，可的很难得，因为我妈妈和我都非常警戒。

到了妈妈上班的地方，时间一分一秒的过去，到了中午，我准备帮隔壁店的张子怡姐姐装饰圣诞树。但是雾霾天空还是一片白色。

今天这一天让我知道了，我们要保护坏境，不会再有这样的雾霾天出现。

今天早上,我起床后走到阳台上,拉开窗帘,哇!外面一片雾蒙蒙!对面的楼已经模糊不清,只有一扇窗户透出浅蓝的灯光。我看不见天空,看不见太阳,看不见地面,也看不见地面的车,感觉就像住在仙境中一样。如果没有爸爸妈妈在,看见这样的仙境我就有点害怕。

上午9点多,大叔(老爸)带我们去文化宫打球。我们穿着棉袄,戴着口罩,捂得严严实实。我们从小区南门出去,路上人很少,我眼前一片朦胧,眼都快睁不开了。远处的田野是白茫茫的大雾,路旁的树和对面过来的行人,走近了才能看清。我很害怕,幸亏大叔车速不快。

电视上说,这种雾霾天气,空气中有大量的细菌,人呼吸后很容易生病,大家最好不要出门。

下午,我睡觉醒来,看见外面的雾小了很多,对面的楼能看清了。我希望这些雾赶紧散去。
