“吃瓜群众”是一个网络用语。在网络论坛中，人们发帖讨论问题，后面往往有一堆人排队跟帖，或发表意见，或不着边际地闲扯。2016年，有人将“不发言只围观”的普通网民称为“吃瓜群众”，表示对事情不了解，对讨论、发言以及各种声音持“围观”的态度。人们频频以“吃瓜群众”自嘲或互嘲，用来表示一种不关己事、不发表意见仅围观的状态。

除了有“围观”的意思以外，还有一个有点调侃公务员的意思。一些群众嘲讽公务员没有大脑，只会听从部门和上级的安排，做一些毫无意义的事。

就“吃瓜群众”现在的含义和意思来看，其实已经没有原来那么复杂了。在朋友圈或者别的社交账号上看见的“吃瓜群众”，其实他们大多数是装无辜，或者调侃，并没有前面提到的嘲讽的意思。

很显然，“吃瓜群众”的内涵已经超出了鲁迅笔下“围观群众”的麻木冷漠、不明真相，具有了更多更复杂的内涵。“吃瓜群众”不仅体现在生活状态上，更是一种心态，他们身份卑微又追求认可，他们寻求“存在感”“归属感”和“成就感”，这样的人群在目前的国内网民中占绝大多数。从另一个角度理解，“吃瓜群体”即草根群众，“吃瓜群众”喜欢的就是“人民群众喜闻乐见”的。
