供给侧结构性改革，就是用增量改革促存量调整，在增加投资过程中优化投资结构、产业结构开源疏流，在经济可持续高速增长的基础上实现经济可持续发展与人民生活水平不断提高;就是优化产权结构，国进民进、政府宏观调控与民间活力相互促进;就是优化投融资结构，促进资源整合，实现资源优化配置与优化再生;就是优化产业结构、提高产业质量，优化产品结构、提升产品质量;就是优化分配结构，实现公平分配，使消费成为生产力;就是优化流通结构，节省交易成本，提高有效经济总量;就是优化消费结构，实现消费品不断升级，不断提高人民生活品质，实现创新—协调—绿色—开放—共享的发展。
二零一六年一月二十六日中央财经领导小组第十二次会议，习近平总书记强调，供给侧结构性改革的根本目的是提高社会生产力水平，落实好以人民为中心的发展思想。
改革背景
改革开放三十多年来，中国经济持续高速增长，成功步入中等收入国家行列，已成为名副其实的经济大国。但随着人口红利衰减、“中等收入陷阱”风险累积、国际经济格局深刻调整等一系列内因与外因的作用，经济发展正进入“新常态”。
2015年以来，我国经济进入了一个新阶段，主要经济指标之间的联动性出现背离，经济增长持续下行与CPI持续低位运行，居民收入有所增加而企业利润率下降，消费上升而投资下降，等等。对照经典经济学理论，当前我国出现的这种情况既不是传统意义上的滞胀，也非标准形态的通缩。与此同时，宏观调控层面货币政策持续加大力度而效果不彰，投资拉动上急而下徐，旧经济疲态显露而以“互联网+”为依托的新经济生机勃勃，东北经济危机加重而一些原来缺乏优势的西部省区异军突起……可谓是“几家欢乐几家愁”。简言之，中国经济的结构性分化正趋于明显。为适应这种变化，在正视传统的需求管理还有一定优化提升空间的同时，迫切需要改善供给侧环境、优化供给侧机制，通过改革制度供给，大力激发微观经济主体活力，增强我国经济长期稳定发展的新动力。
存在问题
供需关系
2003年后，中国央企生产力变革变得很缓慢，钢铁、煤炭、水泥、玻璃、石油、石化、铁矿石、有色金属等几大行业，亏损面已经达到80%，产业的利润下降幅度最大，产能过剩很严重。截至2015年12月初，几大行业的生产价格指数(PPI)已连续40多个月呈负增长状态，这几大行业对整个工业PPI下降的贡献占了70%—80%。
中国供需关系正面临着不可忽视的结构性失衡。“供需错位”已成为阻挡中国经济持续增长的最大路障：一方面，过剩产能已成为制约中国经济转型的一大包袱。另一方面，中国的供给体系，总体上是中低端产品过剩，高端产品供给不足。因此，强调供给侧改革，就是要从生产、供给端入手，调整供给结构，为真正启动内需，打造经济发展新动力寻求路径。
2008年国际金融危机爆发以后，为了保增长或稳增长，中国采取了一系列主要针对经济周期性波动的宏观调控政策，如积极的财政政策、稳健的货币政策和政府投资政策。这些政策确实起到了保增长或稳增长的效果。
结构性问题
中国的结构性问题主要包括产业结构、区域结构、要素投入结构、排放结构、经济增长动力结构和收入分配结构等六个方面的问题。这六个方面的结构性问题既相对独立、又相互叠加，需要通过结构性改革去有针对性地解决。
产业结构
产业结构问题突出表现在低附加值产业、高消耗、高污染、高排放产业的比重偏高，而高附加值产业、绿色低碳产业、具有国际竞争力产业的比重偏低。为此，需要加快推进科技体制改革，促进高技术含量、高附加值产业的发展;需要加快生态文明体制改革，为绿色低碳产业发展提供动力;需要通过金融体制改革、社会保障体制改革等去淘汰落后产能和“三高”行业等。
区域结构
区域结构问题突出表现在人口的区域分布不合理。目前，我国城镇化率尤其是户籍人口城镇化率偏低，且户籍人口城镇化率大大低于常住人口城镇化率。为此，需要加快户籍制度改革、福利保障制度改革、土地制度改革等，推进农民的市民化进程，提高户籍人口城镇化率。
区域结构的另一个问题是区域发展不平衡、不协调、不公平。例如，有些地方享有很多“特权”政策，有些地方发展严重滞后。为此，需要推进行政管理体制改革、财税制度改革、区划体制改革等，加快建设全国统一市场，解决不同区域发展不平衡问题，使人口和各种生产要素在不同地区自由流动、优化配置。
投入结构
中国经济发展过度依赖劳动力、土地、资源等一般性生产要素投入，人才、技术、知识、信息等高级要素投入比重偏低，导致中低端产业偏多、资源能源消耗过多等问题。为此，必须要加快科技体制、教育人才体制等改革，优化要素投入结构，更多地实现创新驱动。
排放结构
中国排放结构中废水、废气、废渣、二氧化碳等排放比重偏高。这种不合理的排放结构导致了资源环境的压力比较大。为此，必须加快推进生态文明制度改革，特别是推进自然资源资产产权制度、自然资源用途管制制度、资源有偿使用制度、生态补偿制度，以及用能权、用水权、排污权、碳排放权初始分配制度等方面的改革。
动力结构
中国经济增长过多依赖“三驾马车”来拉动，特别是过度依赖投资来拉动。其实，“三驾马车”只是GDP的三大组成部分，是应对宏观经济波动的需求边短期动力，只是经济增长的结果而非原因，制度变革、结构优化和要素升级(对应着改革、转型、创新)“三大发动机”才是经济发展的根本动力。我们要更多地依靠改革、转型、创新，来提升全要素增长率，培育新的增长点，形成新的增长动力。
分配结构
中国城乡收入差距、行业收入差距、居民贫富差距都比较大，财富过多地集中在少数地区、少数行业和少数人中。因此，有必要加快推进收入分配制度改革、社会福利制度改革、产权制度改革和财税制度改革等，促进收入分配的相对公平，缩小贫富差距。
