2003年后，中国央企生产力变革变得很缓慢，钢铁、煤炭、水泥、玻璃、石油、石化、铁矿石、有色金属等几大行业，亏损面已经达到80%，产业的利润下降幅度最大，产能过剩很严重。截至2015年12月初，几大行业的生产价格指数(PPI)已连续40多个月呈负增长状态，这几大行业对整个工业PPI下降的贡献占了70%—80%。

中国供需关系正面临着不可忽视的结构性失衡。“供需错位”已成为阻挡中国经济持续增长的最大路障：一方面，过剩产能已成为制约中国经济转型的一大包袱。另一方面，中国的供给体系，总体上是中低端产品过剩，高端产品供给不足。因此，强调供给侧改革，就是要从生产、供给端入手，调整供给结构，为真正启动内需，打造经济发展新动力寻求路径。

2008年国际金融危机爆发以后，为了保增长或稳增长，中国采取了一系列主要针对经济周期性波动的宏观调控政策，如积极的财政政策、稳健的货币政策和政府投资政策。这些政策确实起到了保增长或稳增长的效果。

结构性问题

中国的结构性问题主要包括产业结构、区域结构、要素投入结构、排放结构、经济增长动力结构和收入分配结构等六个方面的问题。这六个方面的结构性问题既相对独立、又相互叠加，需要通过结构性改革去有针对性地解决。

产业结构
