中国之变难道只有扶贫那么简单吗？不。这还远远不止。

从世界屋脊的天路到两万公里纵横神州的高铁，从“墨子号”到中国天眼，从“东风41”到辽宁号航母，新时代的东方巨龙正呈现蓄势腾飞之势。这一桩桩、一件件伟大成就，怎能不让我们为祖国喝彩，为今日的祖国而骄傲！

祖国的巨变与腾飞让国人振奋，让世人震惊，更让我们这些生长在五星红旗下的少年斗志昂扬、热血沸腾。

近期有人提出，为抑制短期跨境资本流出，应进一步丰富政策工具箱以管理资本流出，其中包括研究“托宾税”的使用。，那么“托宾税”到底是什么呢?

托宾税 (Tobin Tax)是指对现货外汇交易课征全球统一的交易税，旨在减少纯粹的投机性交易。

起源

这一税种是美国经济学家，1981年诺贝尔经济学奖得主詹姆斯·托宾在1972年的普林斯顿大学演讲中首次提出的，他建议“往飞速运转的国际金融市场这一车轮中掷些沙子”。该税种的提出主要是为了缓解国际资金流动尤其是短期投机性资金流动规模急剧膨胀造成的汇率不稳定。托宾税的特征是单一税率和全球性。

抑制投机、稳定汇率。实施托宾税可以使一国政府在中短期内依据国内经济状况和目标推行更为灵活的利率政策而无需担忧它会受到短期资金流动的冲击。而且，托宾税是针对短期资金的往返流动而设置的，它不仅不会阻碍反而将有利于因生产率等基本面差异而引致的贸易和长期投资，有助于引导资金流向生产性实体经济。

支持托宾主张的人指出，世界金融市场每天的交易量高达1.5万亿美元，其中跟商品和服务有关的交易量还占不到5%，而单纯靠汇率波动和利率差别谋求暴利的竟高达95%。这种投机行为给国家预算、经济计划和资源配置造成了混乱。而“托宾税”有助于减少汇率的脆弱性，削弱金融市场对国家政策的影响力，有利于维护政府在决定预算和货币政策方面的权力。而且，如果每年的征税基数为75万亿美元，税率为0.2%，那么每年的税金就高达1500亿美元，将它用于社会发展，会收到很好效果。

反对的人则认为，这项税收妨碍投资，所以“经济上不正确”，只有“看不见的手”才能最佳配置资源;其次，托宾的想法虽好，但行不通，因为资金流动的速度“近乎光速”，只有全世界所有国家都接受才行得通，而这很难实现，因为在可预期的将来，美国不会接受它。

实际上，“托宾税”只是行政干预金融市场的一种形式，可以照它做，也可以另觅适当对策。据报道，联合国贸发会议发表的一项报告提议，新兴市场国家当其货币受到攻击、外汇储备降至某种限度时，可以单方面宣布延期偿债。这个建议如获得通过，无疑将增强有关国家抗击金融市场冲击的能力。

“托宾税”可能引发哪些负面效应

近期有人提出，为抑制短期跨境资本流出，应进一步丰富政策工具箱以管理资本流出，其中包括研究“托宾税”的使用。“托宾税”是以资产选择理论及传动机制分析著称于世的美国经济学家詹姆斯·托宾1972年首先提出的针对外汇现货交易征收的交易税，9年后他获得了诺贝尔经济学奖。通俗地说，“托宾税”就是在飞速转动的国际资金流动的链条上掺沙子，以降低资本的流动速度。托宾认为，这种税收有助于减少外汇市场的波动和短期资金大幅流入流出。笔者以为，在当前复杂多变的形势下，提出“托宾税”这一政策工具或有未雨绸缪之意，然而，“托宾税”存在许多负面效应，如要推出，还需反复权衡，仔细掂量。

首先，实施“托宾税”或难免被市场理解为中国难以管控资本流出的负面信号。从2014年下半年起，伴随着美联储逐步结束其宽松的货币政策并开始加息进程，我国出现了一定程度的汇率贬值和资本流出现象。但是今年以来特别是G20财长和央行行长上海会议之后，我国资本外流的压力已大幅缓解：不但2月外汇储备下降显著减少，而且根据外管局提供的数据，截至3月18日，日均结售汇逆差也较2月继续下降。

从历史经验上看，加息对美元的影响最主要是在首次加息之前，首次加息之后美元反而有较大概率走弱。美联储前主席本·伯南克就于近日表示“美元或已经完成绝大部分升值。” 如果在资本外流压力下降的时候，贸然实施“托宾税”，恐怕反而会引发市场对中国货币当局对资本外流的前景非常担心，甚至已经在做“最坏打算”的猜想，说不定还会引起市场恐慌并诱发更大规模的资本外逃。

而实情是，央行行长周小川近期多次表示“人民币没有持续贬值的基础”;我国“经历了多年资金流入，当前一部分热钱择机撤出，并不奇怪”。央行行长处变不惊的态度，无疑是给市场参与者最好的“定心丸”。

其次，西方发达国家的过往经验和相关学术研究表明，交易费用的增加与市场的波动性之间并没有显著的相关性，“托宾税”很难达成预期效果。例如，2009年美国实施宽松的货币政策，大量热钱流入新兴市场国家，巴西等国便采取了“托宾税”以抑制短期资本流动。但是回顾这些国家的经验，央行副行长易纲的结论是巴西、智利等国的措施“总体来讲效果并不太好。”

同时，“托宾税”还会带来一些其他的负面作用。最著名的例子发生在瑞典。瑞典曾于1984年对国内金融交易征税以减少市场投机。此后，瑞典股票和债券的交易额大幅下降，除了投机性的交易之外，正常的金融交易也受到不小的冲击。1990年，瑞典正式取消了这一税收。而数据显示，在这一税种被废止之前，为减少交易费用，有超过50%本来在瑞典证券交易所交易的股票被转移到了伦敦。

这样看来，中国实施“托宾税”是否能有效抑制外汇市场波动，有效阻止资本外流事实上还存在较大疑问;而若因为实施这项措施而影响我国的金融市场效率，或许更得不偿失了。

复次，征收“托宾税”与我国正在推进的资本项目下开放与推动人民币国际化的努力是相向而行的。

近几年以来，我国已通过“沪港通”、开放银行间债券市场等一系列措施不断扩大人民币资本项目下开放的程度，在国际上产生了积极影响。2015年人民币成功加入了国际货币基金经济组织的SDR篮子，便是我国金融持续开放获得国际社会认可的标志性事件。现在如果匆忙实施“托宾税”，很有可能会损害人民币的国际吸引力，降低投资者对持有人民币资产的兴趣，不利于人民币国际化的推进。
