韩安国是汉武帝时的御史大夫。当时，北方的匈奴，派人到汉朝来要求和好，武帝就同大臣商议对策。有一个名叫王恢的，曾在靠近匈奴的边境地区当过许多年地方官，很熟悉匈奴的情况，他说：“跟匈奴和好，总是长久不了，不出三几年，它就又要背约，不如不理它，干脆出兵，把其彻底征服。”
