revol- ution in teaching techniques is required now. In the past, we just took

it for granted that a teacher s aim was to teach the students all that he knew

and solve all the problems for them. Therefore, students could mot judge things

on their own under this circumstance. Thus students gradually lost the ability

to learn by themselves. In addition, they were only equipped with the knowledge

that were taught in class and made the same judgement upon every problem which

might crop up. Of course, they would find their knowledge not enough to solve

practical problems.

So it is time to change the teaching method. A teacher s goal is to help

the students develop not only the ability to learn by themselves but the skills

to make judgements on every aspect on their own. It s not necessary for the

students to turn to teachers for help while meeting with difficulties. The first

From 2005 to 2008, I spent my college life in Hunan First Normal College. Reminding my college life, I think it was of great significance.

从2005到2008，我在湖南第一师范学院度过了我的大学生活。说起我的大学生活，我认为是很有意义的。

When I was in college, I studied very hard. As a major of English, I often practiced my oral English. Every time, I could think in English. After thinking and expressed my thoughts to others in English. Although sometimes I couldnt speak English so freely, other people still appreciated me, because of my confidence.

我在大学的时候，很努力学习。因为是英语专业，我经常联系英语口语。 每一次，我能用英语的方式来思考。在思考之后我会把我的想法用英语表达给其他人。虽然有时我英语说得不是很流利，其他人还是很欣赏我，因为我的信心。

In English class, I was always the first one to open my mouth, so my teachers always praised me for my good pronunciation, and my classmates also admired me for my courage. It seemed as if I were on top of the world.

在放学的路上，我对贵林说：“你这些天帮我补习太累了，今天你好好的休息一晚。明天我们再继续吧!”我已经把你今天晚上的复习计划定好了，不要再推迟了。”贵林坚定地说。晚上贵林仍旧帮我补课。过了几天我落下的功课全都补齐了。并且在一次测验中取得了好成绩，而贵林却因为我生病了。

not live without their cell phones. Many people feel uncomfortable in absence of

have different attitudes towards it. Some people think that online shopping is

Nevertheless, I’m not keen on online shopping at all, since most

In my eyes, I prefer traditional shopping, because I can choose what I

Myname is Tom Lee. I am fourteen. I study at No. 4 ICT School, not a very bigschool. There are about six hundred students in my school. Firstly, I would like to show my appreciation to those standing by me all the way, teachers, parents and friends included. Without their help and advice, my life would be different. Secondly, its high time to say sorry to classmates whom I hurt or misunderstood. Communication and smiles act as bridges to friendship. So many children take what their parents do for them for granted, they

I am a college student, this is my fourth year in the college, which means

that I will graduate soon. Nowadays, many of my classmates have taken the action

to find the job interview, while I tell myself to calm down, actually, I have no

When the graduate season comes, students have to worry about their jobs,

for me, I have many annoyances, first, I don’t know which city should I go. On

在安全生产管理上，我们要打破传统的管理模式和运行机制。坚持与时俱进，开拓创新，转变工作思路，搞好管理模式的创新，逐步形成“以人本管理”为中心，以法律制度为基础，以事故防范为目标，以自我约束为主体，以科技进步和管理方式现代化为手段，以强化宣传教育、提高职工素质为保障，以遏制安全事故的发生为重点，以不断健全和完善监督管理机制为关键的现代安全生产管理模式。

1、以法制建设为基础，推进管理体系的创新

依法行政和依法监察是安全生产管理工作的职责所在。安全生产监督管理职责的本质就是依法行政，即依据国家安全生产的法律、法规及规章制度对安全生产实施监督管理和监察的行政行为。法律、法规是安全生产监督的依据和准绳，要使我们的安全生产管理走向法治化的轨道。一是建立、健全以安全生产基本法为主体的安全生产管理制度。避免无法可依、执法不严的现象。所有有关安全生产的法律、法规、行政条例等必须以安全生产法为准绳，不得与其冲突。二是依法建立、健全各级安全生产机构，落实人员编制，形成纵横交错安全生产管理网络，使安全生产工作有组织保障。三是应根据新形势和安全生产特点及发展趋势，加强对安全生产的调研。使安全生产工作既要立足当前，更应着眼未来，具有前瞻性，以增强对安全生产管理工作的预测性和指导性。四是依法强化安全生产监察，加大对违法、违规行为的惩戒力度，维护生产正常秩序。严格执行《国务院关于特大安全事故行政责任追究的规定》，对造成特大事故的责任人，予以严肃处理，依法追究其行政和法律责任。

2、以观念转变为先导，实现管理方式的创新

转变观念，实质是使主观认识符合不断发展变化的客观实际，适应新形势的要求。今后安全生产监督管理方式要有所创新。一是要实现从事后查处的被动型管理向事前预防的主动型管理转变。未雨绸缪，防患于未然。二是要实现由经验型管理向技术型、专业化管理转变。过去，安全生产的管理更多的是凭借经验的积累，规章制度的约束等。诚然这种管理方式起到一定作用。但是，随着当今生产社会化和专业化的迅速发展以及产业分工的日益技术化，这一传统管理方式，无疑已不适应时代的要求，应更多地依靠先进技术和专业化、职业化队伍来实施有效的监管。

3、以加强科学管理为目标，实现管理制度的创新

安全生产工作的落脚点是基层、基础工作。安全生产管理制度的创新是安全生产宏观管理制度创新的基础。当前，要逐步实现经营管理者和员工从“要我安全”向“我要安全和我会安全”转变，并形成安全生产的自我约束和激励机制。一方面我们必须积极采用先进、科学的安全管理方法，改善职业安全卫生条件，遏制重特大事故的发生。另一方面，借鉴兄弟单位的经验，强化安全管理，提高安全管理水平。

4、以科技进步为依托，实现管理手段的创新

科学技术是第一生产力。当今世界科学技术在生产力和经济发展中的作用日益突出。要实现安全生产形势的根本性好转，必须紧紧依靠科技进步，大力发展安全科学技术，从设计、工艺、技术装备上保障安全生产，从硬件上做到本质安全，从本质上为遏制或减少重特大事故发生提供技术手段，使安全生产转移到依靠科技进步的轨道上，大力采用先进的科技成果，淘汰落后的生产技术、工艺和设备，从而减少伤亡事故的发生。

安全文化是指人类安全活动创造的安全生活、安全生产的观念、行为、环境、条件的总和。先进的文化，是人类社会文明进步的结晶，也是人类精神文明的载体，它以知识形态凝聚了人类社会进步的智力成果，是人类认识世界、改造世界能力的体现。现代安全文化的特点是本质论和预防型文化。以人为本，体现在安全生产管理上，就是必须以保障人的生命权和健康权为最高原则，杜绝以危害人的生命与健康去换取物的安全和经济效益的非人道行为。
