2、对偷猎者加以管制，在各个自然保护区设专门的机构严加看守，如果发现偷猎行为，应没收作案工具并予罚款，严重者可处五年以上有期徒刑。

3、严查各个餐馆、商场售卖野生动物制品的情况，并贴出保护野生动物的标语，严禁收买野生动物制品，并不定时检查，如果发现，便可处以罚款，发现三次以上，便可做停业处理。

4、提倡人们多保护动物，并给予举报偷猎者的人以经济、物质奖励。
