11月5日电 《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》日前发布，明确“十三五”时期是全面建成小康社会决胜阶段，同时描绘了未来5年中国经济社会的发展蓝图。

面临诸多矛盾叠加、风险隐患增多的严峻挑战，未来中国将呈现怎样的发展态势，能否破解发展难题、厚植发展优势?

一问：中高速是个怎样的增速?

发展是硬道理。未来5年将有什么样的“中国速度”?“十三五”规划涉及的众多内容中，经济增长目标引人瞩目。全会明确提出“经济保持中高速增长”。

专家普遍认为，经济增长目标的确定离不开对国内外大势的准确审视，以及在此基础上对“十三五”时期战略定位的精准把握。同时，着眼于提高发展的平衡性、包容性、可持续性，必须统筹考量包括GDP在内的若干经济社会发展指标。

清华大学国情研究院院长胡鞍钢表示，“十三五”时期，中国经济发展的最大背景就是“新常态”，既不是增长停滞、也不是低增长，而是进入新的发展阶段，尽管表现为经济增长下行，但7%左右仍将属于世界的高增长水平。

“如果今年经济增速为7%，那么‘十二五’年平均实际增速将达到7.8%，要实现2020年GDP比2010年翻一番的目标，‘十三五’时期年均增速需要达到6.5%。”国务院发展研究中心宏观经济部部长余斌说，新常态下，我们不能再追求不切实际的高增长，但是如果经济增长短期大幅度滑坡，将很难实现转型。

尽管目前仍存在一定下行压力，但国家行政学院经济学部主任张占斌对“十三五”时期我国经济保持7%左右的中高速增长抱有信心。

他说，当前增长势头企稳回升，经济结构逐步优化，发展质量稳步提高等经济运行的基本特征，预示着中国“十三五”时期的经济增长，将既有量的扩张，又有质的提升。

二问：中国经济新动力何在?

设立母基金引导金融投资机构和社会资本参与对科创企业的投资，以服务券形式为中小微企业购买科技服务……上海普陀区日前发布28条政策意见，从平台建设、信贷促进等方面进一步打造创新环境。

“创新是引领发展的第一动力。”普陀区区长程向民说，着眼于“科创驱动转型实践区”与“宜居宜创宜业生态区”的定位，下一步将继续做好双创服务，特别是发挥上海普陀并购金融集聚区的集聚效应，为创新营造更好的生态环境。

同样地处湖南株洲的千金药业，力求通过主业从制药到养生的转变，投身“二次创业”。“企业不是比谁跑得更快，而是看谁活得更久。”千金药业董事长江端预说，企业要可持续必须谋求发展方式的转变。

一个是高端装备制造通过自主创新，培育产业发展新动能;一个是传统医药行业求新求变，通过打造养生产业转型发展。两家企业，行业不同、发展阶段不同，但都在探索迈向中高端。

国家发展改革委宏观经济研究院副院长马晓河说，未来我国制造业转型的战略思路是以智能制造为主攻方向，通过关键领域、重要环节和重点行业创新突破，逐步淘汰低端制造、积极发展中高端制造，扶持战略性新兴产业。

四问：改革“硬骨头”怎么啃?

一个共识业已形成——改革，是中国经济最大的红利。面向“十三五”，我国改革任务繁重而艰巨，剩下的多是难啃的“硬骨头”。但唯有推进改革，才能化解结构性矛盾，为全面建成小康社会提供坚实保障。

改革推向“深水区”，要抓住关键环节、寻求突破。五中全会提出，深化行政管理体制改革，完善各类国有资产管理体制，建立健全现代财政制度、税收制度，改革并完善适应现代金融市场发展的金融监管框架。

当前，国企等重点领域改革正全面推开。到2020年，在国有企业改革重要领域和关键环节取得决定性成果，其中完善现代企业制度、发展混合所有制经济等六项任务是重点。

啃掉改革“硬骨头”，统一思想、推动落实是关键。“深化改革要坚决破除懒政庸政、等待观望、拖延应付、找借口、不作为、假改革等种种消极态度和投机思想。”王军说，要抓紧出台具有重大结构支撑作用的改革实施方案和实施细则，扎实推进，落实督办，坚决消除中梗阻、肠梗阻，提高改革方案穿透力。

五问：区域发展新格局如何布?

最近，让蒙羊牧业总裁闫树春牵挂的是，8月份在兴安盟启动的万亩草地生态畜牧产业试验示范项目建设进展。通过生态规模化种植养殖、标准化深加工等产业化发展，蒙羊牧业去年销售额突破12亿元，预计今年将突破20亿元。

全会提出，坚持开放发展，必须顺应我国经济深度融入世界经济的趋势，奉行互利共赢的开放战略，发展更高层次的开放型经济，积极参与全球经济治理和公共产品供给，提高我国在全球经济治理中的制度性话语权，构建广泛的利益共同体。

胡鞍钢认为，“十三五”时期，中国对外开放将进入“全面开放、全面参与、全面合作、全面提升”的新阶段。

中考英语作文对考生的要求有四点：1、内容要完整。 2、语句流畅。3、没有语法错误。4、书写规范。能达到上述要求的作文，都会得到相应的高分。

一：先看一下扣分点：

1.内容方面：要点缺失，可酌情扣分。比如中考作文“I want to do something for my school”，若没有写一件具体的事情，是要扣3分以上的;若写的事情太过于虚幻，没有实际内容，也会扣1-2分。

2.字数：少于60字的作文要酌情扣分。

中考英语作文要求60字以上，标点符号不算，少了就要扣分。但是60字的作文能不能得高分?从我们拿到的实例作文来看，16分以上的作文，没有少于75字的，甚至少于80字的也少之又少。当然，也极少有超过100字的，因为中考试卷的短线格一共80个，在格子下面大约还有2行的空间，可以加20字左右，再多阅卷人就很难看清了，也会影响卷面的美观。所以，同学们如果想让作文得到高分，最好是让字数在75-100字之间。

3. 语法和拼写错误：每个扣0.5，重复错误不计;

4. 标点错误：每4个扣0.5.

二：加分点

除了这些扣分点，还有一些得分点：比如说作文的组织结构分，就是根据学生使用复杂句型、单词和谚语、俗语的情况来加分。

只要文章中有1个亮点，基本就可以争取到1分(3分的文采分是很难全部拿到的)。而这1分的亮点，是可以提前准备的。例如，有一些“万金油”式的复杂句型，例如强调句型、only相关的倒装句等，只要同学们多操练几次，几乎是一定能用到作文当中，从而为自己争取到这1分。

其次就是卷面分

很多家和同学，尤其是部分书法并不是十分整洁的同学，都会关心是否真的有“卷面分”的存在。虽然在阅卷标准里面并没有卷面分这一项，但是这个分数却真切地反映在了同学们的分数里面。
