The Scandinavian countries are much admired all over the world for their enlightened social policies. Sweden has evolved an excellent system for protecting the individual citizen from high-handed or incompetent public officers. The system has worked so well, that it has been adopted in other countries too.

The Swedes were the first to recognize that public officials like civil servants, police officers, health inspectors or tax-collectors can make mistakes or act over-zealously in the belief that they are serving the public. As long ago as 1809, the Swedish Parliament introduced a scheme to safeguard the interest of the individual. A parliamentary committee representing all political parties appoints a person who is suitably qualified to investigate private grievances against the State. The official title of the person is Justiteombudsman, but the Swedes commonly refer to him as the J. O. or Ombudsman. The Ombudsman is not subject to political pressure. He investigates complaints large and small that come to him from all levels of society. As complaints must be made in writing, the Ombudsman receives an average of 1, 200 letters a year. He has eight lawyer assistants to help him and he examines every single letter in detail. There is nothing secretive about the Ombudsmans work, for his correspondence is open to public inspection. If a citizens complaint is justified, the Ombudsman will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or even suggest to parliament that a law be altered. The following case is a typical example of the Ombudsmans work.

A foreigner living in a Swedish village wrote to the Ombudsman complaining that he had been ill-treated by the police, simply because he was a foreigner. The Ombudsman immediately wrote to the Chief of Police in the district asking him to send a record of the case. There was nothing in tthe record to show that the foreigners complaint was justified and the Chief of Police strongly denied the accusation. It was impossible for the Ombudsman to take action, but when he received a similar complaint from another foreigner in the same village, he immediately sent one of his lawyers to investigate the matter. The lawyer ascertained that a policeman had indeed dealt roughly with foreigners on several occasions. The fact that the policeman was prejudiced against foreigners could not be recorded in the official files. It was only possible for the Ombudsman to find this out by sending one of his representatives to check the facts. The policeman in question was severely reprimanded and was informed that if any further complaints were lodged against him, he would be prosecuted. The Ombudsmans prompt action at once put an end to an unpleasant practice which might have gone unnoticed.

Nowadays ther are a lot of false advertisements in society. They have caused many harms to society. Generally, their harms can be listed as follows. Walk for children in poor areas

Not long ago, our school organized a charity walk to raise money for

children in poor areas.

It was on Saturday, 23 rd October. We walked from the school to the centre

Ever since colleges started to charge the students for the education they receive, there has always been a problem for some students, especially for those from remote rural regions, to get the money for it. So the government offers them an option of borrowing money from banks. Surveys show that the number of students financing his education in this way is increasing.

However, some students, although not many, failed to pay back the loans as they had promised in the contract. The banks have a very hard time coping with this problem. And the government can do nothing effective to help the banks.

I think there is more than one reason for this. Dishonesty may be one but not the major one. As is known, we are experiencing a particular phase of economic development where the supply of human resources is much bigger than the demand for it. So many students are not able to find a well-paid job. How can they pay the loans back? To solve this problem, I think the government should make efforts to get the whole economy go smoothly, creating more job opportunities.

Youth is not a time of life; it is a state of mind; it is not a matter of

rosy cheeks, red lips and supple knees; it is a matter of the will, a quality of

the imagination, a vigor of the emotions; it is the freshness of the deep

springs of life.

Youth means a temperamental predominance of courage over timidity, of the

appetite for adventure over the love of ease. This often exists in a man of 60

more than a boy of 20. Nobody grows old merely by a number of years. We grow old

by deserting our ideals.

Years may wrinkle the skin, but to give up enthusiasm wrinkles the soul.

Worry, fear, self-distrust bows the heart and turns the spirit back to dust.

Whether 60 or 16, there is in every human being’s heart the lure of

wonders, the unfailing appetite for what’s next and the joy of the game of

living. In the center of your heart and my heart, there is a wireless station;

so long as it receives messages of beauty, hope, courage and power from man and

from the infinite, so long as you are young.

When your aerials are down, and your spirit is covered with snows of

cynicism and the ice of pessimism, then you’ve grown old, even at 20; but as

long as your aerials are up, to catch waves of optimism, there’s hope you may

die young at 80.

我感到此刻的生活是如此的幸福，幸福又是多么的来之不易。那就让我把幸福捡拾起来吧!

还记得，在我上小学的时候，有一次，放学时突然下起了大雨，我站在校门口准备冲出去，这时头顶突然多出一把伞，顺着声音往上看，原先是她，她说：“怎样下那么大的雨还出来，也不等我来了再走，就那么不想和我一齐走阿?”我说：“我、我、没有，回家吧!”我们一齐走在满是雨滴的马路上，嘻嘻哈哈的聊了起来。

但是那一次，我与她之间下了场雨，有人告诉我她向老师告了状说我做了坏事，因此害得我被老师惩罚，于是，我不管三七二十一就负气地将她赶走，她竟然真的走了，我别过头去，不再看她离去的身影。她的脚步很轻，我却听得很真，心里是忍不住的埋怨。从此，我们形同陌路，仿佛从来没有认识过一样。

有一次，我上课走神没有听老师在讲什么，突然，老师把我叫起来回答问题，但是我并不明白答案，是她，小声的在我的身边说出了答案，下课后，我跟她说了一声谢谢，我刚说完，她就说“我们不是要做一辈子的好朋友吗。“是阿，一辈子的好朋友。”眼泪已经浸湿了我的双眼，慢慢的顺着我的脸颊滑落了下来，她拿出了一张纸巾帮我擦眼泪，说：“我们还能像之前一样吗?”我点了点头。我们坐在座位上，又开始像之前一样嘻嘻哈哈地聊天。从此，我们的友谊更深了。

此刻，我们再也不能天天一齐上学了，再也没人在我忘记带雨伞的时候帮我打伞了，再也没人和我嘻嘻哈哈了，再也没人和我一齐玩耍了。

是她，使我一次次鼓起勇气以绝对的气势走出了逆境;是她，让我明白什么是微笑，什么是关心，什么是帮忙;是她，让我对朋友又有了更进一步的理解。

The plan for the new term

Another new term comes again,so I should have a study plan to promot myself.

Firstly,I descide to finish my homework more carefully than before.And pay more attention to the knowledge which I didnt know it clearly.

Secondly,I will do a lot of read to widen the range of my knowledge,and try to combine thoery to practice.

Finally,I will learn to adjust, to be more positive and more helpful.

Thats what I plant to do in a new term.
