令人费解的是，杨修对曹操的心思总会一一猜透，但却未能知道曹操对他的嫉恨程度之深。否则为何不加以防范，谦虚谨慎些呢?在曹丕藏吴质事件中，曹操明显偏向曹丕，不分是非妄下结论故意让杨修难堪，只是此罪不足以杀掉杨修。遗憾的是，杨修却没有丝毫怀疑，继续毫无顾忌，不分场合的卖弄聪明，置军纪于不顾，一闻“鸡肋”就自动收拾行装，并煽动其他人也做归计，虽然，最终他的猜测是正确的，但这并非小事，一定要与曹操商量，擅自做主，让曹操颜面何存?也正好让曹操找到杀修的借口——惑乱军心。所以，杨修真是小事聪明，大事糊涂。

综上所述，不得不说杨修的死有点咎由自取了。当然曹操也并非无过，他的心胸狭窄，阴险狡诈，自私自利使他产生了杀修之心。但这是次要的，假如杨修收敛点，对自己的才智不要太过张扬，争取立下一些汗马功劳，以他的智慧无论如何也不会落下这样一个悲剧。

为了创建和谐社会，营造更和谐的社区气氛，特对安徽省庐江县庐城镇绣溪新苑社区法院宿舍就环境情况进行了调查，作如下的调查报告：

一、小区现状

法院宿舍共两幢住宿楼，区内总体卫生环境良好，地面卫生情况尚可，自行车、摩托车摆放相对整齐，区内噪音少，安静，环境理想，安全工作良好，治安情况尚可;但社区绿化不够理想，公共设施维护较差。

二、主要问题

1。没有指定的倒垃圾地点，居民倒垃圾较随便。

由于小区内没有指定的垃圾倒放点，所以各个楼梯口常常出现随意堆放垃圾的现象。近来由于小区内多了一辆垃圾车，情况有所好转，但仍有个别居民为图方便，将垃圾随便扔在路边或楼道口。

2。绿化不够，且管理缺乏力度。

小区内绿化面积较小，且草地稀疏，管理较松弛，导致日常生活中居民随意破坏树木的现象较严重。除此之外，原先一部分的绿化地被一些居民擅自改为菜地，占用了小区绿化面积的65。7‰，严重破坏了小区的绿化环境。

3。楼道的感应灯多坏，长期无人修理。

两幢宿舍楼，共6个单元，所有一楼楼梯口的楼道感应灯都已坏掉，住户在夜晚上下楼时有很多不便，却一直无人修理，无人问津。

4。自行车、摩托车的安全得不到保障。

小区居民停放在楼梯口的自行车、摩托车时有丢失，有38‰的居民反映发生过此类现象。

三、对策建议

1。增添指定的垃圾倒放点，并在小区内张贴宣传布告，对倒垃圾一事进行明文规定：居民倒垃圾时要倒到指定地点，禁止随便乱扔垃圾;日常生活中不许随便乱扔果皮纸屑等。除此之外，还可增设分类垃圾桶，加强垃圾分类回收。

2。加大对小区绿化带的管理力度，保证现有绿化带不被人为破坏。同时，应对小区内的草地进行精心照料，另可种植一些花卉植物，增添小区的生机。

3。请社区相关管理人员尽快解决楼道感应灯的问题，将坏掉的6个感应灯全部换新，以确保居民安全、正常的生活。

4。加大相关方面的治安管理力度，对进出小区的陌生人员提高警惕，保护小区的财产安全。

5。多进行宣传，提高居民的环保意识，普及环保观念。

He investigates complaints large and small that come to him from all levels of society. As complaints must be made in writing, the Ombudsman receives an average of 1, 200 letters a year. He has eight lawyer assistants to help him and he examines every single letter in detail. There is nothing secretive about the Ombudsmans work, for his correspondence is open to public inspection. If a citizens complaint is justified, the Ombudsman will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or even suggest to parliament that a law be altered. The following case is a typical example of the Ombudsmans work.

A foreigner living in a Swedish village wrote to the Ombudsman complaining that he had been ill-treated by the police, simply because he was a foreigner. The Ombudsman immediately wrote to the Chief of Police in the district asking him to send a record of the case. There was nothing in tthe record to show that the foreigners complaint was justified and the Chief of Police strongly denied the accusation. It was impossible for the Ombudsman to take action, but when he received a similar complaint from another foreigner in the same village, he immediately sent one of his lawyers to investigate the matter. The lawyer ascertained that a policeman had indeed dealt roughly with foreigners on several occasions. The fact that the policeman was prejudiced against foreigners could not be recorded in the official files. It was only possible for the Ombudsman to find this out by sending one of his representatives to check the facts. The policeman in question was severely reprimanded and was informed that if any further complaints were lodged against him, he would be prosecuted. The Ombudsmans prompt action at once put an end to an unpleasant practice which might have gone unnoticed.
