南海问题涉及国家多，关切的国家利益复杂，近年来有持续升温的发展趋势。特别是美国重返亚太地区，越南、菲律宾将问题国际化、多边化的举措，加剧了南海的不稳定性。面对复杂的南海问题，各国之间的利益博弈需要我国在南海问题上，一是要坚持南海群岛及其海域是中国固有领土的主张;二是坚持和平解决的战略方针;三是强调南海问题不应国际化，区域外势力的介入无益于南海问题的和平解决。

一、新时期南海问题所面临的挑战

我国是海洋大国，日益突显的海洋问题成为国际社会关注的焦点。我国主张管辖的海洋面积300万平方公里，在广泛的海洋利益背后，面临着严峻的海洋问题。南海问题源于20世纪70年代，是“五国六方”的海洋争端。虽然南海局势整体处于稳定状态，但近年来，区域外势力的干涉，不稳定因素的增多，让南海问题的不可控性增加。因此，维护南海稳定、和平是新时期中国所面临的巨大挑战。

(一)海洋利益冲突加剧，周边国家强化了南海主权声索

南海问题出现以来，南海岛礁一直处于争议的状态。各当事国家纷纷发布主权声索，宣誓南沙岛礁主权。并且，随着海洋战略利益的日益凸显，南海争端的“争议”状态也逐步发生转变，转而以“管辖权”的争议发展。无论是2012年的“黄岩岛事件”，还是2012年越南将“南海”纳入所谓的主权范围，都说明南海问题越演越烈。各周边国家对南海岛礁及附近海域的主权声索，甚至是主权管辖，都在很大程度上增加了南海局势的不稳定性。

(二)美、日等的介入加剧了南海的政治竞争

近年来，南海问题有升温的趋势，特别是美国等区外势力的介入，让区域性的南海问题国际化。美国区域战略的调整，同盟战略关系的缔结，无形中加剧了南海的政治竞争。美采取“分而治之”的亚太政策，在防范与排挤中国的同时，进一步扩大自己在亚太的军事影响力，进而使南海问题成为牵制并制约中国和平、稳定发展的重要“抓手”。到2020年，美国60%的军力将部署于亚太地区，通过与菲律宾、越南以及新加坡等国家形成战略合作关系，部署前沿军事，进而对中国形成包围的政治态势。

(三)南海问题国际化、多边化，不稳定局势加剧

南海问题国家化、多边化是新时期南海问题的发展趋势，特别是菲律宾、越南等国试图依托“东盟”，实现对南海主权的声索，进而形成“东盟一体化”，对中国实行牵制。菲律宾、越南等国通过与区域外的大国建立多边协商机制，将南海问题推向国际化，从而借助区域外大国的力量，与中国进行抗衡，进而获取所谓的“主权”。殊不知，这种做法不仅不利于南海问题的解决、南海局势的稳定，反而加剧了南海局势的不稳定性，对于当事各国的战略利益都有一定的损害。

因此，南海问题的错综复杂，区外势力的介入，美国亚太战略的再调整，这些都让南海问题的不确定性、不稳定性加剧。菲律宾、越南等国家试图国际化、多边化，让南海问题更加扑朔迷离，无论是借助南海问题牵制中国，还是借助南海问题加剧区域的不稳定性，这都对南海问题的解决带来巨大的挑战，不利于维护地区的稳定发展。

二、南海问题的应对策略

南海问题的持续升温，区域外势力的介入，让南海问题复杂化。如何解决南海问题，考验了一个国家的能力，同时也考验着一个国家与民族的智慧。南海诸岛礁及海域自古以来就是中国的固有领土，南海问题的和平解决，要统筹内外大局，并积极采取有效措施，让南海问题朝着好的方向发展。

(一)制定南海战略规划，有针对性、有建设性地应对挑战

海洋是新时期人类社会发展的重要依托，深入推进海洋发展战略，对于国家的发展起到重要作用。在国外，诸如美国、澳大利亚和日本，已出台了海洋战略，着力于海洋战略利益的扩张。我国在海洋战略的构建中，起步相对较晚，应借鉴国外的发展经验，不断地完善对南海战略的总体规划。海洋经贸往来日益密切，海洋利益与国家利益关系的突显，也让海洋权益争夺日益激烈。在争议区域实行海洋开发，极易产生“擦枪走火”的冲突事件。因此，我国应进一步完善海洋立法、执法及行政管理。制定南海战略规划，实现对各方事务的统筹，并在明确部门职责的基础之上，让海洋执法常态化，确保海洋战略的深入开展。

(二)优化海洋执法力量，组建“中国海岸警卫队”

南海问题的持续升温，给南海的稳定性带来较大的威胁。争议区域的海洋冲突日益频繁。面对他国所谓的主权声索所带来的冲突以及为了维护我国正常的南海权益，我国应优化现有的海洋执法力量，并组建“中国海岸警卫队”，配合南海战略规划的推进。首先，建立海上安全预警机制，强化对相关海域的巡视，宣誓南海主权;其次，着力于可持续发展，组建“中国海岸警卫队”，这既有助于强化海上执法力量，又可以应对海洋权益冲突，维护我国合法的南海权益，进而转变我国在海洋执法中的“被动”局面。

(三)强化行政管辖，推进三沙市建设

2012年，面对南海问题的日益加剧，我国建立了地级市三沙市，实现对南沙群岛、西沙群岛和中沙群岛及其海域的行政管辖。这说明，海洋建设发展、南海问题解决已上升到新的国家层面，也表明我国政府解决南海问题的坚定决心以及和平发展的整体仿真。首先，三沙市的成立是解决南海问题、实现海洋建设发展的新举措，在深化发展的过程中，要积极推进三沙市的建设发展，以此作为海洋建设发展、南海问题解决的基石，无论是从法理斗争，还是从主权宣誓，三沙市的建设发展尤为重要;其次，有计划、有针对性地促进三沙市旅游发展、油气开发，让三沙市发展成为我国新时期海洋开发的新平台，使南海主权的宣誓常态化;再次，进一步强化三沙市的行政管辖，通过国防建设、经济建设的协调发展，生态环境的有序推进，夯实海洋开发利用，让南海问题在和平的环境下有理有据地依法推进。

此外，要推进海洋立法建设，做到海权的依法争取。我国在海洋立法方面起步相对较晚，但在20余年的发展中，我国海洋立法取到了显著的成效。但总体而言，我国海洋立法仍比较落后，缺乏良好的海洋意识。因此，我国要切实推进海洋立法建设，对存在的空白区，需要立足于实际需要进一步地完善，确保法律的适用性、指导性和可操作性。

三、结束语

南海问题的解决是一个过程，需要各方的共同努力。不应将南海问题国际化、多边化，也不能以一己私利进行所谓的主权宣誓，这不仅违背了南海群岛及其海域属于中国的现实，也极易引发不必要的冲突。各方应克制，做到和平共处，共同维护南海的稳定发展。中国一直秉承和平共处的发展方针，尊重各方的权益，但也绝不允许他方对我国固有领土进行侵害。中国有能力、有智慧解决南海问题，确保祖国领土的完整性。
