Wind blows up bags higher and higher in the sky. It is a scary thought that some day the earth will turn into a huge garbage land. Wastes, if not treated properly, will make our life a living nightmare.

The environmental issue is getting worse almost every day in cities with very large population. As is often the case, city development outpaces environmental protection. People consume great amount of natural resources and produce wastes. To effectively address such problems, cities need to spend big money. In addition, they need to call to the attention of people to become more environmentally responsible.

Many people are becoming less responsible and easily influenced by bad behaviors. “Why should I care while others shouldn’t?” Such idea makes some people only concern with places where they live and work. Furthermore, people sometimes even purposely litter for revenge to other people.

Although media promotes environmental awareness, good people are often snubbed as posers who try to set up a superior image in real life. Consequently, they are intimated of receiving negative comments for doing the right thing. Wrong as it is, such phenomenon is widespread especially among youngsters and people with low income and little education.

However, our society is waging a campaign against environmental pollution. People learn the harms of un-degradable lunch boxes and other polluting wastes. Laws in many countries prohibit or limit excessive use of polluting bags. Companies are continually replacing the old materials with more environmental friendly and recyclable kinds. Scientists have developed more effective technologies in waste treatment. As time goes by, more and more people put high priority on the protection of environment for a healthier life.

To sum up, people produce huge amount of garbage and the environment is seriously polluted because of lack of financial resources, sense of responsibility, or efforts. But the world will not turn into a “throw away” society if people put in sufficient efforts to protect our environment.

Recently, a Chinese student who studied abroad delivered a speech at the

邱小平：解决拖欠农民工工资问题，事关广大农民工切身利益，事关社会公平正义和社会和谐稳定。近年来，经过各地区、各有关部门共同努力，拖欠农民工工资问题总体得到遏制，但目前仍未得到根治，特别是受经济下行压力增大、部分企业生产经营困难等因素影响，一些地区还有所反弹，少数地区甚至因拖欠农民工工资引发了群体性事件和极端事件。由此可见，保障农民工工资支付形势依然严峻，任务十分艰巨。

对此，党中央、国务院高度重视。党的十八大和十八届三中、四中、五中全会都明确提出，要保护劳动所得，健全工资支付保障机制。去年政府工作报告明确要求全面治理拖欠农民工工资问题，这次国务院办公厅印发《关于全面治理拖欠农民工工资问题的意见》，是贯彻落实党中央、国务院部署要求的举措，目的是从根本上解决拖欠农民工工资问题。

邱小平：从各地反映的情况来看，当前拖欠农民工工资问题仍主要发生在工程建设领域，同时，加工制造、采矿等各行业拖欠农民工工资案件逐步增多。导致拖欠农民工工资问题的原因主要有：一是建设领域市场秩序不规范。工程项目违法分包、层层转包、挂靠承包、垫资施工和拖欠工程款等问题仍大量存在，无用工主体资格的“包工头”带队伍参加施工的现象比较普遍，导致建设单位与农民工之间形成了很长的“债务链”，工资支付的责任主体难以落实。二是建设领域用工管理和工资支付行为不规范。施工企业普遍采取平时只给农民工发基本生活费，工程竣工后或春节前结清工资等做法，将农民工工资与工程款捆绑在一起，一旦工程款不到位极易导致欠薪。同时，农民工劳动合同签订率低、流动性大，使农民工在追讨工资时往往缺乏证据。三是当前一些劳动密集型加工制造业、煤炭等行业的企业生产经营遇到困难，逐步成为新的欠薪风险源。四是保障工资支付的法律制度仍不健全。工资保证金等制度执行刚性不足，发挥作用不到位。企业拖欠工资的违法成本过低，最高罚款不超过2万元，与用人单位动辄数百万甚至上千万的拖欠工资数额相比，不足以起到震慑作用。

邱小平：近年来，各地区、各有关部门和单位认真贯彻落实党中央、国务院的部署要求，不断加大农民工工资支付保障力度，主要做法有：一是探索实行工资保证金、欠薪应急周转金和建筑总承包企业负责解决分包企业欠薪责任制等制度、办法。二是加强农民工工资支付情况监察执法，在畅通举报投诉渠道、开展日常巡视检查的基础上，每年岁末年初，人力资源社会保障部门联合有关部门开展农民工工资支付情况专项检查，加强对重点行业的排查和监控。同时，加大涉及农民工报酬争议的处理力度。三是健全劳动保障行政监察执法和刑事司法衔接机制，加大对欠薪犯罪行为的打击力度。四是加强综合治理，建立部门联动机制。

问：《意见》的主要任务是什么?

邱小平：解决拖欠农民工工资问题涉及面广、政策性强、难度很大，必须依靠各级政府高度重视，统一领导，统筹协调，才能确保各项政策措施落到实处。为此，《意见》提出，一要按照属地管理、分级负责、谁主管谁负责的原则，完善并落实解决拖欠农民工工资问题省级人民政府负总责、市(地)县人民政府具体负责的工作体制，落实属地政府监管责任。要求各地政府完善目标责任制度，建立定期督查制度，健全问责制度等。二要进一步健全解决企业拖欠工资问题联席会议制度，形成治理欠薪工作合力。在中央层面建立由人力资源社会保障部、发展改革委等12个部门和单位组成的联席会议制度。在地方层面，要求地方各级人民政府建立健全由政府负责人牵头、相关部门参与的工作协调机制。此外，《意见》还提出，要加快健全工资支付保障相关立法，加大普法宣传力度，为维护农民工劳动报酬权益提供法治保障。

大家都知道我们我们盐城是著名的鱼米之乡风景及其优美,可我们的城市流动风景———公交车却屡杀风景,几个主要干道上的车都是属相“乌贼”的,一启动或一加速车尾就喷出一股黑烟,弥漫整个街道,苦了跟在后面的行人和骑车人.

盐城公交车排污已成城市污染杀手,我对此深有感触,尤其行人、骑车人（一些人夏天也不得不戴口罩）.一些公交车辆超标排污现象严重,街面上时常泛起浓浓的黑烟,以及轰轰的噪音（有关噪音显示牌每当公交车经过时高达80多分贝）,路人掩鼻而过.在此我呼吁：我们应少乘公交车或对公交车进行有效的改装使其排放尾气的量大大减少,让我们与交通部门共同努力共创一个美好而又和谐的绿色盐城.

我们的盐城是一个文明的交通都市,作为一个文明的盐城人我们应遵守交通规则,但我们中就偏偏有一些不文明之人经常违法乱纪,妨碍交通,最终酿成了悲剧.

例如八月四号上午九时零二分,在宁靖盐高速公路盐城西出口南约3公里处,一辆上海开往滨海的沪ag6385大客车发生交通事故,导致4人死亡,23人受伤.初步调查,事故原因是该车为避让一横穿公路的老年男子,转向、紧急制动后致客车撞穿右侧防护栏侧翻.这都是由于那位不遵守交通规则的老年男子所造成的悲剧呀,他这一不文明的举动不仅污染了我们的环境（汽车爆炸后会产生许多的污染物从而使大片地区遭受污染）,还使许多鲜活的就这样白白的丢失了.作为一名文明的城市公民我们应时时刻刻都遵守交通规则,或许就因为你的一个不留神,一场悲剧就发生了.让我们携起手来共同成为文明的公民吧,让我们这一片美丽的土地收到我们悉心的呵护吧!

“保护环境,人人有责”这句话虽然简短但却诠释了做一个文明的公民应做的事,我们应让这句话变成一颗环境保护的种子让他在我们的心里发芽,形成强烈的环境保护意识,让这一片沿海风光重回亮丽光彩,让这美丽的蓝天重回天朗气清,让这文明的都市重回水木清华.

I study in the No.1 Primary School. Its one of the best primary schools in my city. There are four buildings in campus.Two of them are teaching buildings. The other two are library and gym. The teaching buildings are huge and the classroom is large and bright. There are plenty of books in the library. I like reading books in the library. After class, students like playing in the gym. It’s a popular place after class. Besides, our teachers are great. They care much about students. I am happy to study in my school.

我就读于我们市的第一小学，那是我们这最好的一所小学。学校共有四栋建筑，两栋是教学楼，另外两栋分别是图书馆跟体育馆。我们的教学楼非常宏伟壮观，教室也是又宽敞又明亮。图书馆里面有很多藏书，所以我非常喜欢在那读书。课间时候，同学们都喜欢在体育馆里玩，那儿可是个热闹场所。另外，我们的老师也非常好，对学生都很关心。我喜欢在这所学校读书!

我们的家乡现在是多麽美丽，绿色的草坪，五颜六色的小花，公路上那么长的绿化带。看到这美丽的景色，谁能想到我们的家乡原来的模样啊!

原来，我们的家乡遍地的垃圾，说不定你走到哪里，脚下踩的就是别人吃完随手扔的垃圾。绿色植物很少很少，简直少得可怜，这与“森林王国”奥地利相比起来真是天壤之别。而且，如果你走在路上，从身后开过一辆车，绝对能荡你一身尘土。路边的小花小草身上也全是灰尘。

而现在，放眼一望，很少再看见垃圾袋了。绿色植物哪里都有，虽然比不上奥地利的那么多，但也比原来好多了，而且，在我们学校附近，还有许多个小花园，里面种着许多小花大树。走在路上，觉得空气新鲜。

我幻想在未来，出门就是草地，抬头就是大树。站在屋顶上那个远眺，到处是绿色，树木成片成片，每一棵树都是绿色的浪花，每一片树木都是一片海洋。再也看不到垃圾。这样的话，我们也就生活在层层叠叠的绿色之中了。这是不是很美好那，其实，要实现这并不难，只要我们多多种树，保护小花小草，实现这就很简单。

让我们的家乡真正变成零污染吧，让我行动起来吧，不要让这只是幻想吧!

人类一直以为地球上的所有资源都是取之不尽的，没有担心过自己所做的一切是否会对地球造成伤害，从不担心把千万吨废气送到天空去，又把数以亿吨计的垃圾倒进海洋。大家都认为世界这么大，这一点废物算什么?我们错了，其实地球虽大，但生物只能在海拔8千米到海底11千米的范围内生活，而占了95%的生物都只能生存在中间约3公里的范围内，人竟肆意地从三方面来弄污这有限的生活环境。

海洋污染：主要是从油船与油井漏出来的原油，农田用的杀虫剂和化肥，工厂排出的污水，矿场流出的酸性溶液;它们使得大部分的海洋湖泊都受到污染，结果不但海洋生物受害，就是鸟类和人类也可能因吃了这些生物而中毒。

陆地污染：垃圾的清理成了各大城市的重要问题，每天千万吨的垃圾中，好些是不能焚化或腐化的，如塑料、橡胶、玻璃、铝等废物。它们成了城市卫生的第一号敌人。

空气污染：这是最为直接与严重的了，主要来自工厂、汽车、发电厂等等放出的一氧化碳和硫化氢等，每天都有人因接触了这些污浊空气而染上呼吸器官或视觉器官的毛病。我们若仍然漠视专家的警告，将来一定会落到无半寸净土可住的地步。

环境污染是指人类直接或间接地向环境排放超过其自净能力的物质或能量，从而使环境的质量降低，对人类的生存与发展、生态系统和财产造成不利影响的现象。具体包括：水污染、大气污染、噪声污染、放射性污染等。水污染是指水体因某种物质的介入，而导致其化学、物理、生物或者放射性污染等方面特性的改变，从而影响水的有效利用，危害人体健康或者破坏生态环境，造成水质恶化的现象。大气污染是指空气中污染物的浓度达到有害程度，以致破坏生态系统和人类正常生存和发展的条件，对人和生物造成危害的现象。噪声污染是指所产生的环境噪声超过国家规定的环境噪声排放标准，并干扰他人正常工作、学习、生活的现象。放射性污染是指由于人类活动造成物料、人体、场所、环境介质表面或者内部出现超过国家标准的放射性物质或者射线。例如，超过国家和地方政府制定的排放污染物的标准，超种类、超量、超浓度排放污染物;未采取防止溢流和渗漏措施而装载运输油类或者有毒货物致使货物落水造成水污染;非法向大气中排放有毒有害物质，造成大气污染事故，等等。

随着科学技术水平的发展和人民生活水平的提高，环境污染也在增加，特别是在发展中国家。环境污染问题越来越成为世界各个国家的共同课题之一。

由于人们对工业高度发达的负面影响预料不够,预防不利，导致了全球性的三大危机:资源短缺、环境污染、生态破坏.人类不断的向环境排放污染物质。但由于大气、水、土壤等的扩散、稀释、氧化还原、生物降解等的作用。污染物质的浓度和毒性会自然降低，这种现象叫做环境自净。如果排放的物质超过了环境的自净能力，环境质量就会发生不良变化，危害人类健康和生存，这就发生了环境污染。

环境污染会降低生物生产量，加剧环境破坏。

环境污染源主要有以下几方面：

1)工厂排出的废烟、废气、废水、废渣和噪音;

2)人们生活中排出的废烟、废气、噪音、赃水、垃圾;

3)交通工具(所有的燃油车辆、轮船、飞机等)排出的废气和噪音;

4)大量使用化肥、杀虫剂、除草剂等化学物质的农田灌溉后流出的水。

5)矿山废水、废渣。
