下午，军训开始了，羽根本不想练，一会走了，但是楚江不让羽走。他把羽带到了真在建设的龙组基地，他把他们这次的目的告诉了羽，他很直白的的告诉羽想让他来当这个部门的总长官。

羽并没有说什么，一会儿羽说让他考虑考虑。回到学校后，羽并没有跟其他人说起这件事情，因为他想等他考虑清楚在和其他人说。

羽到了酒吧，一直心不在焉，总是在想怎么办，如果他答应，以后的路应该怎么走，不答应他们会不会找羽的麻烦呢？

与在酒吧呆了一晚上，第二天一得早他就去了学校，他找到楚江说：他要和他的兄弟们商量商量，毕竟他不可能一个人去龙组，他想带他的人一起去，他还想对他的身份进行保密，因为他不想他家里人知道他要去做这么危险的事情。

楚江答应了羽的条件，他给了羽一个星期的时间和他的兄弟们商量。

来到酒吧后，羽把这件事跟他的兄弟们说了，大部分兄弟都答应了。第二天与跟他的兄弟们开始进行超级训练。不到一个星期，羽和他的兄弟们都已经符合了要求。

羽的能力已经和楚江差不多了。羽签订协定后，楚江告诉他，以后他就不管了，一切事情都有羽负责，他让羽立即分好所有的事情，并且成立一个执法堂。因为警察和总理都管不着他们，所以要注意分寸。

羽回到酒吧后，就把所有事情分好了，就等基地建好了。
