第一，在深化对学习贯彻总书记系列讲话精神重大意义的认识上下功夫。深入学习贯彻总书记系列讲话精神，是统一思想认识、凝聚奋进力量的迫切需要，是把握发展大势、明确前进方向的迫切需要，是赢得发展新优势、开创事业新局面的迫切需要，是提高党员干部队伍素养、增强驾驭复杂局面能力的迫切需要。对于党校系统来说，深入学习贯彻总书记系列讲话精神，也是进一步做好党校工作、推进党校事业发展的迫切需要，不仅有助于党校全面履行自身职能，而且对于引领和推动讲话精神的学习、研究、宣传具有十分重要的作用。学习好贯彻好讲话精神，我们才能更好地认识和把握党校肩负的政治责任，在党的建设中发挥更大作用。

第二，在全面领会总书记系列讲话精神的基本内涵上下功夫。学习贯彻讲话精神，既要全面把握，又要突出重点，着力领会基本内涵和蕴藏其中的新思想、新观点。云山校长在第一期省部级干部专题研讨班开班时的讲话中，从“坚持和发展中国特色社会主义”、“实现中华民族伟大复兴的中国梦”、“全面深化改革开放”、“推动科学发展”、“社会主义民主政治和依法治国”、“宣传思想工作”、“国际关系和我国外交战略”、“党的建设”等八大方面，对习近平总书记系列讲话进行了概括，很全面、很准确、很权威，对我们全面领会系列讲话精神的丰富内涵具有十分重要的指导作用。习近平总书记系列讲话精神是不断丰富和发展的，今后总书记发表新的讲话，我们党校系统的同志要一如既往地认真学习。

第三，在深刻把握总书记系列讲话所贯穿的立场观点方法上下功夫。学习总书记系列讲话，既要知其言，更要知其意，既要知其然，更要知其所以然。对总书记系列讲话精神学习得深不深、贯彻得实不实，很重要是看对贯穿其中的立场观点方法把握得准不准、理解得透不透。云山校长从“坚定信仰追求”、“历史担当意识”、“真挚为民情怀”、“务实思想作风”和“科学思想方法”等五个方面，对总书记系列讲话的核心要义、思想精髓进行了阐述，为我们全面把握系列讲话所贯穿的马克思主义世界观和方法论提供了科学完整的分析框架，我们要深刻学习领会，以忠诚之心对待党的宗旨、以感恩之心对待人民群众，善于运用历史思维、战略思维、辩证思维、底线思维分析形势、把握趋势、谋划大势，增强工作的科学性、预见性和主动性。

第一，发挥推动和引领全党学习的排头兵作用，持续深化对总书记系列讲话精神的学习。党校是党的学习基地，只有我们自己首先学明白了、学扎实了，才能引领和推动广大党员干部的学习。这就要原原本本地学，老老实实地学，认认真真地学，联系群众地学，精心研读、学以致用，避免浅尝辄止、脱离实际。还要反复对照、仔细揣摩，从整体上把握好总书记的重要思想，真正做到学有所得、学有所悟，努力把学习成果转化为推动工作的实际成效。

第二，发挥培训轮训党员领导干部的主渠道作用，用总书记系列讲话精神统一学员思想、强化理论武装。通过教育培训统一思想、凝聚共识，帮助党员干部夯实理论基础、开阔世界眼光、培养战略思维、增强党性修养，是党校的独特优势和教学特色。当前，我们要着力做好讲话精神进党校教材、进党校课堂、进党校学员头脑工作。中央党校编辑了《习近平总书记十八大以来重要论述专题摘编》，供省部班学员使用。我们还将组织修订党校教学大纲和教学计划，在各主体班次和党校研究生教学中开设学习总书记系列讲话精神专题课。建议各级党校也把学习贯彻总书记系列讲话精神作为教学布局的重中之重，同时把学习贯彻总书记系列讲话精神同正在开展的群众路线教育实践活动紧密结合起来，强化理论武装、加强党性锻炼。

In 1980, almost 63% of commuters cycled to work, the Beijing Morning Post reported in 2015, citing government data. But by 2000 that number had plummeted to 38% and today it stands at less than 12%.

(四)行为上的自由性

一是阳奉阴违，我行我素。有少数党员领导干部貌似“双面人”，对中央方针政策和上级决定阳奉阴违，说一套做一套，或者消极应付，难以落实。有的党员干部参与组织讨论决定时，仍然存在当面不说，背后乱说，会上不说，会后乱说的违纪行为。二是信仰缺失，行为荒唐。有极少数党员干部政治信仰缺失，不信马列主义，信宗教迷信。不讲班子团结，讲团团伙伙。其行为完全丧失共产党员的立场，在干部群众中造成极不良影响。三是利益至上，违纪违法。有极少数党员干部，在政治上缺乏理想信念，行为方式上自由散漫，逃避监督，价值取向上追求个人利益至上。

二、对策建议

习近平总书记在十八届中纪委五次全会上曾强调：“必须服从组织决定，决不允许搞非组织活动，不得违背组织决定。”政治活动涉及政治方针、政治方向，非组织政治活动应该是指和党组织的政治方向背道而驰的，甚至违反党的方针、路线、政策的政治活动，有反党、背叛党的宗旨的基本属性。因此我个人认为当前全国法院干警必须做到以下几点：

(一)要始终把政治纪律和政治规矩摆在第一位，做到政治信仰不变、政治立场不移、政治方向不偏

要严格执行各项政治纪律要求，确保“五个严禁”、“十个不准”等纪律要求落地生根、取得实效。决不允许散布、传播政治谣言，犯政治上的自由主义。对错误的言论、谣言要亮明正确观点、避免“以讹传讹”。要坚决维护党组织的严肃性，决不允许出现上有政策下有对策、有令不行有禁不止的行为。要坚决维护组织人事纪律，决不允许说情打招呼、跑风漏气、进行利益输送;要坚决执行办案纪律，杜绝吃拿卡要、收受钱物、接受吃请等行为。要严格遵守党内政治生活规矩，严格遵守党的优良传统和工作惯例，严格遵守人民法院在长期实践中形成的服务大局、司法为民、重视调解等优良传统和工作惯例，充分发挥人民司法制度的优势。

(二)要自觉践行守纪律讲规矩的基本要求

强化党性意识，始终把党的要求作为最高准则，增强对党的认同感、归宿感、责任感，自觉接受组织安排和约束，坚决落实党的组织原则;要强化责任意识，以邹碧华等先进典型为榜样，把自觉遵守党的纪律作为自己的政治责任，恪尽职守、廉洁奉公，模范遵守党的纪律;要强化自律意识，始终把“三严三实”作为立身标准，做人要本分，办事讲规范，始终做到心存底线，不踩红线，不碰高压线。

(三)要牢固树立纪律和规矩意识，狠抓各项纪律和规矩的落实，努力在法院机关营造守纪律、讲规矩的浓厚氛围

要加强思想教育，切实增强遵规守纪的自觉性。要抓好党章及党的政治、组织、财经纪律以及人民法院有关廉洁从政规定的学习，使党员干部形成稳固的纪律观念，引导法院干警把社会主义核心价值观作为行为准则;要坚持严字当头，切实维护党纪党规的严肃性。要敢于较真碰硬，以严的标准要求党员、以严的措施管住干部，严肃查处一切违反党章和其他党内法规的行为，强化“两个责任”的落实，坚持把履责与问责结合起来，决不能让纪律成为“稻草人”、“橡皮筋”;要注重执行力建设，切实增强执纪工作实效性。要结合人民法院工作的新情况新问题新挑战，对现行的纪律和规矩进行完善、细化和创新，对人民法院优良传统和工作惯例进行梳理、传承和发扬，并在推进司法改革过程中坚持同步推进廉政机制建设，充分发挥信息化在执纪监督方面的重要作用，确保每项改革都能体现惩治与预防腐败的要求;要坚持严格要求与热情关怀相结合，在政策允许范围内千方百计帮助大家排忧解难，多做得人心、暖人心、聚人心的好事实事，努力创造宽松、和谐的工作环境。

The proposal is from Wang Yuqing, a deputy director of the Committee of Population, Resources and Environment.

He is being quoted as saying he favors a gradual opening of a two-child per family policy, and says he believes the current limitations will be lifted by the end of the five-year plan in 2015.

The current family planning policy was initiated in 1979 to control Chinas rapidly growing population.

But some negative side effects have emerged, including a rapidly aging population.

Peng Xizhe is the Director of the Institute of Population Research at Fudan University.

"The one-child policy has fulfilled the goal initially set. Negative effects will pile up if it continues."

The President of Renmin University, Ji Baocheng, claims the labor force population between the ages of 28 and 40 will be halved in 10 years.

As an example, in Shanghai, which has the highest urban population in China, the number of Shanghai natives -- as in those with a Hukou -- has actually been dropping for the last 17 years in a row, even though the citys population has been increasing.

A possible reason for Shanghai parents not choosing to have a second child could be the rising cost of everyday expenses, particularly the cost of education.

"I dont think Ill have a second child if the limit is removed. Im simply a wage-earner, and I find it difficult enough to raise one child, so I wont consider the second."

But at the same time, there are still people who think it would be nice to have two children.

"I will think about it. A lot of parents now are the only child in families, to have two kids means they can look after each other in the future, and of course, therell be financial burden."

One-Child Policy has been relaxed in certain ways over the years.

In cities such as Shanghai and Beijing, if a couple is both the product of the one-child policy, theyre allowed to have two kids.

Certian ethnic minority groups have been exempt from the rules entirely.

And families in rural areas whose first child is a girl are also allowed to have a second child without punishment.

It remains unclear as to how the proposed two-child policy will work, though its being suggested that several big cities will be selected to try it before its brought in around the country.
