The Laba Festival is a traditional Chinese holiday celebrated on the eighth day of the twelfth month of the lunar Chinese calendar. 建议一：创业政策应当覆盖所有创业人员，才能真正发挥实效。在鼓励“全民创业”的时代到来之际，我们的创业政策还没有真正做到覆盖全民，也就是所有的创业者。目前的创业优惠政策只集中在针对高科技创业人才和下岗失业的就业困难人员这两类对象上，对于夹在这两类人员中间的最坚实广大的创业人群，政策却处于真空状态。创业优惠政策应当面对最想创业和最有能力创业的人，为他们提供最全面的创业培训指导、创业贷款、创业孵化基地、创业租金补贴、创业社保补贴等政策。这样才能真正吸引个鼓舞创业人员走上创业道路，从而带动更多就业，为社会经济发展做出更多贡献。如果创业政策对象能够大规模放宽，覆盖到整个社会的创业人员，那么其拉动效应才能真正发挥实效，而不是只局限在一些有限的创业典型之中。创业政策不能只抓大不抓小，也不能只对困难的不对普通的。必须一视同仁，所有创业者都能共同享受。这样才能体现公正，产生实效。

建议二：在大中专院校中普及创业培训课程。将来社会创业的主力军必然是大学生以及年轻人。为了避免时下大学生普遍的盲目创

业和就业带来的无谓的损失，他们必须在创业和就业之前积累更多的创业精神、创业经验、创业资源和创业资金，才能激发创业潜能，并在今后的创业历程中真正把创业当做可持续的事业来做。这样的事业的起点必须有其奠基石，那就是全面完善的创业培训。如果把创业培训在大中专院校中大力普及，那么这将是培育大量创业的种子选手，是一件功德无量的好事，不但可以为缓解就业压力寻找出路，也为创业者群体增添生力军。

建议三：发展电子商务，提供电子商务发展平台。电子商务是创业的一个重要方向，也是潜力最为巨大的一个创业市场，并且带动了快递行业和就业的快速增长。以淘宝网为例，数字说明电子商务的力量。截止2011年11月30日，淘宝网帮助246.3万人实现直接就业，其中2.034万为残障人士。而淘宝对社会可持续发展的贡献，远不仅仅只是经济和就业上，也同样体现在环境保护上。据推算，2011年通过淘宝网进行的交易，相比传统模式减少了235.8万吨标准煤的使用，降低492.8至611.2万吨二氧化碳排放量，也相当于森林生长269至334万立方米木材的减碳量，增加89至111万亩左右的人工林，几乎达到杭州市区的森林覆盖面积。如果认识到电子商务的无限力量和增长前景，政府应当在这方面能够有所作为，搭建更加适宜电子商务的平台。例如开设太湖淘宝创业论坛，大力营造电子商务发展的社会氛围;开办网上创业培训，大力推动广大微小创业者提高网上创业的能力。这对于小创业者都会是实实在在的鼓励和帮助，在降低

创业的门槛的同时，将大大提高创业成功的几率，使创业资源在最大程度上合理有效地进行配置和流动。

最后但是最重要的建议：政策的落实需要政府各级部门(工商、税务、财政、人保部门)的共同配合与合作才能真正造福于民，如果各部门之间的行动无法步调一致就会造成创业政策实施的羁绊。所以希望能够成立专门的由市长直接领导的创业就业工作小组，来统一指挥领导创业就业工作，才能真正把创业就业的事业做大做强，真正夯实社会发展的基础，让创业者发挥更大力量，让老百姓的日子过得更加红火!
