做好消费维权工作，是实践县委县政府“惠民生、促和谐”两大任务、提高人民幸福指数的重要内容。过去的一年，我们根据省、市安排部署，结合我县实际，强化监管执法和维权服务，与电视台联合开办《维权3、15》栏目，就食品、饮用水、农资、手机等消费热点及时发布警示，深入广泛宣传，取得了良好的社会效益。全年共接待来访咨询578人次，受理投诉189起，解决率达100%，为消费者挽回直接经济损失18万元。我们组织开展了食品安全、红盾护农、打击商标侵权、霸王条款等大规模的专项整治，查处各类违法案件 00起，查获劣质农资000种，收缴假冒伪劣食品00公斤，收缴仿冒、劣质手机186部，有力地打击了损害消费者权益的违法行为，净化了我县的消费环境。

20xx年，我们要围绕“消费与安全”年主题，积极履行职责，努力推进消费者权益工作向纵深发展，把12315维权品牌建设成为政府和人民沟通交流的有效渠道，成为解决群众现实利益问题的有效平台。一是加大力度、确保市场安全。对食品、农资、建材等涉及群众生命、财产安全的商品进行重点检查，对侵犯消费者权益、危害消费者安全、扰乱我县市场秩序的违法行为重拳出击、依法严惩;二是加快效率、完善维权机制。进一步完善12315集中受理、协作办理、应急处理机制，深入开展12315维权点进学校、进农村、进社区活动，为广大群众提供主动、热情、快速、到位的服务; 三是加强协作、共铸消费和谐。进一步加强与各职能部门的执法协作、加强与电视台等媒体的通力合作，指导广大消费者科学理性消费，运用法律武器保护自身权益，引导广大经营者诚实守信、合法经营，在全社会营造重视消费安全的浓厚氛围。

在一年一度的国际消费者权益日来临之际，我谨代表县政府向全县广大消费者朋友致以节日的问候!

国际消费者权益日的确定是为了扩大消费者权益保护的宣传，使之在世界范围内得到广泛重视，促进各个国家、地区消费者组织的合作和交往，更好地开展保护消费者权益工作。今年，中国消费者协会确定年主题为“新消费我做主”，

新消费是引领消费结构升级，促进经济模式转型的新动力，是改善民生、推动发展、完善机制的重要途径和必然选择。新消费需要新理念和新举措。2016年消费维权年主题——“新消费我做主”，是消费者对新消费的支持和肯定，也是消费者对消费环境日益向好的呼唤。

“新消费我做主”具有以下三个方面的涵义：一是树立“消费者优先”理念，倾听消费者声音，重视消费者诉求，满足消费者需要，赢得消费者对新消费的满意和认可;二是弘扬“诚信、公平、法治”文化，创新消费者权益保护机制，营造让消费者能做主愿消费的良好环境;三是引导科学理性消费，践行绿色消费、品质生活，呼唤维权自觉，提倡依法维权，让消费者主动做新消费的支持者。

为做好此次年主题宣传活动，县消保委将专门召开“新消费我做主”年主题新闻发布会，公布20xx年度消费维权十件大事、维护消费者权益十大典型案例;举办主题为“婚纱摄影服务”的消费者论坛;开展“3•15国际消费者权益日”宣传咨询活动;推进百场讲座进学校、百场电影进农村、百场咨询进社区“三百三进”等活动。

消费者权益保护工作是一项涉及千家万户，与人民群众生活密切相关的民生工程，需要全社会共同关心、共同参与。经营者应当诚实守信，依法经营，切实保证商品和服务质量，为消费者创造良好的消费环境;行业组织应加强行业自律，督促企业提高产品质量与服务水准，完善行业规范与相关标准，引导企业妥善处理消费纠纷;政府有关部门要强化市场监督管理，严厉打击假冒伪劣商品和违法经营行为，净化市场环境，保证物价平稳，增强居民消费能力与信心;新闻媒体要加强宣传和引导，使三个服务的观念深入人心;消协组织要提高服务意识，创新服务机制，努力提高服务水平，切实维护广大消费者的合法权益。

二是开展形式多样的宣传活动。各成员单位要各司其职，各尽其责，配合做好现场咨询，座谈会，集中拉网检查、宣传等各环节的工作，企业和个体工商户不得在活动期间，以参加宣传活动的名义搞变相推销和展销商品，各单位也不得以拉赞助等形式，向企业、个体工商户、个人进行集资，宣传企业、个人商品，新闻媒体要积极配合宣传报道3.15活动，在3.15前后，集中时间发布消费者权益保护方面的内容，主动采编有关行政执法部门、行业管理部门、打假维权、企业自律等有关消费者方面的信息，努力营造良好的消费环境。
