三、政府应该创新残疾人康复新途径，开展残疾人心理健康咨询，把身体康复和心理康复结合起来，逐步改变残疾人因身体残疾造成的心理缺陷。

四、政府应该加大残疾人扶贫解困力度，帮助更多的残疾人个体就业，动员鼓励乡、村两级安排残疾人在公益岗位就业。
