As we all know, America has American dream. I believe all Chinese have Chinese dreams.

根据7月20日和10月12日两次中央政治局会议释放的信息，十八届五中全会的召开时间为10月26日至29日，会期四天。会议的主要议程是，中共中央政治局向中央委员会报告工作，研究关于制定国民经济和社会发展第十三个五年规划的建议。

一般来说，每届中央委员会在5年内将召开7次全体会议，从2012年十八大召开至今，3年间，十八届中央委员会已经召开了4次全体会议。

虽然，从历史来看，从1995年的十四届五中全会开始，审议通过“五年规划”就成为五中全会的主要议题。不过，在本次五中全会召开之前，已有媒体分析，与以往不同，未来五年对于中国的重要意义决定了本次会议可谓是特殊时间节点的关键性会议。

一方面，“十三五”是十八大以来，中国新一届领导班子编制的第一个五年规划;另一方面，“十三五”结束之际，又是中国第一个百年梦想实现的时间节点。未来五年，可谓中国全面建成小康社会的决定性阶段。

此前，中共已在党内外一定范围内征求对其制定“十三五”规划建议的意见和建议。中央政治局特别要求把相关意见和建议“全面梳理、逐条研究、尽量吸收，把文件制定好”。

分析认为，“十三五”规划绝非是时间点的简单递推，而是被赋予了诸多新内涵，是基于经济新常态的大逻辑，在“四个全面”的顶层设计之下，对经济社会做出的战略安排，确保向全面小康社会目标的冲刺不失速，不跑偏。
