西班牙加里西亚国际关系研究院院长、中国问题专家里奥斯认为：“中国在经济和安全方面面临的战略竞争加剧，需要极为慎重，同时又不能不作为。”

从国内形势来看，经济结构调整、生态治理、能源安全和劳动力配置等都是摆在中国政府眼前的紧迫问题……里奥斯认为：“中国现代化建设的目标能否实现取决于正在进行的改革能否取得成功。”

阿根廷拉普拉塔国立大学国际关系研究所研究员西蒙诺夫表示，中国目前探索的经济和社会发展模式史无前例，需要“非常聪明的全面改革方案”。

尽管面临复杂的国内外环境，但国际舆论对中国抱有信心。

根据此前两次中央政治局会议释放的信息，十八届五中全会会期四天。主要议程是，中共中央政治局向中央委员会报告工作，研究关于制定国民经济和社会发展第十三个五年规划的建议。

一般来说，每届中央委员会在5年内将召开7次全体会议，从2012年十八大召开至今，3年间，十八届中央委员会已经召开了4次全体会议。

一中全会 2012年11月15日选举中央政治局委员、中央政治局常务委员会委员、中央委员会总书记;通过中央书记处成员，决定中央军事委员会组成人员;批准了十八届中央纪律检查委员会的书记、副书记和常务委员会委员人选。

二中全会 2013年2月26日至28日通过拟推荐的国家机构领导人员人选建议名单和全国政协领导人员人选建议名单。
