不强调速度，那决策层强调什么?质量和效益。5月份，习近平在华东七省市党委主要负责同志座谈会上指出，要“围绕转变经济发展方式，坚持以提高经济发展质量和效益为中心”。

不过，要全面实现小康目标，没有一定速度也是不行的。习近平对此有清醒认识，他指出“要深入研究保持经济增长的举措和办法”。李克强也强调，“家底还不厚实，决不可歇脚停步”，必须保持经济中高速增长、迈向中高端水平，把握好稳增长和调结构的平衡。

要在2020年达成全面建成小康社会的目标，7000多万贫困人口的脱贫是个必须要完成的任务。而当前时间只剩下了5年，非常紧迫。与过去相比，我国贫困面已经大幅缩小，但现在面对的，则是“硬骨头”。

“十三五”规划，会如何布局未来五年的扶贫工作?

今年6月，在贵州召开的部分省区市党委主要负责同志座谈会上，习近平就加大力度推进扶贫开发工作提出“4个切实”的具体要求，其中重要的一点，就是要求切实做到精准扶贫。

10月16日，习近平在减贫与发展高层论坛的演讲中又进一步指出精准扶贫要讲求抓六个精准，即扶持对象精准、项目安排精准、资金使用精准、措施到户精准、因村派人精准、脱贫成效精准，确保各项政策好处落到扶贫对象身上。

从上述信息可见，精准扶贫将成“十三五”规划重要关键词，一系列更有针对性的扶贫开发举措有望在十三五期间出台。

4、民生改善将有进一步大动作

“十三五”规划将给老百姓生活带来哪些红包?这是每个人最关心的。

今年以来，习近平曾多次就民生问题表态。7月份，他在延边朝鲜族自治州和长春市考察时，强调做好经济社会发展工作，民生是“指南针”。在长春召开部分省区党委主要负责同志座谈会时他指出“抓民生也是抓发展。民生工作直接同老百姓见面、对账，来不得半点虚假，既要积极而为，又要量力而行，承诺了的就要兑现。”

“十三五”期间将怎样保障和改善民生?习近平给出了具体路径。他强调，要坚持经济发展以保障和改善民生为出发点和落脚点，全面解决好人民群众关心的教育、就业、收入、社保、医疗卫生、食品安全等问题，让改革发展成果更多、更公平、更实在地惠及广大人民群众。

5、良好生态环境将更受重视

改革开放30多年来，中国经济实现了高速增长，但同时也出现了增长方式粗放、资源环境代价过高的问题。

进入“十三五”周期，中央加紧了对于生态文明建设的布局。

5月初，中共中央、国务院公布《关于加快推进生态文明建设的意见》。

5月27日，华东7省市党委主要负责同志座谈会召开，结合“十三五”时期的整体谋划，习近平把建设良好生态环境，上升到“人民生活质量的增长点、展现我国良好形象的发力点”的高度，提出绿色发展“既是理念又是举措，务必政策到位、落实到位”。

6、农业现代化将取得明显突破

农业的重要性不言而喻，但我国农业在经历了多年粗放式发展之后，土地、水等资源已无法承载。

对此，习近平一针见血地指出，“同步推进新型工业化、信息化、城镇化、农业现代化，薄弱环节是农业现代化”。

“十三五”期间，如何改变?习近平指出：着眼于加快农业现代化步伐，在稳定粮食和重要农产品产量、保障国家粮食安全和重要农产品有效供给的同时，加快转变农业发展方式，加快农业技术创新步伐，走出一条集约、高效、安全、持续的现代农业发展道路。

与此对应，国务院在今年先后批复同意《长江中游城市群发展规划》、《环渤海地区合作发展纲要》。这样一来，一带一路、京津冀协同、长江经济带这三大跨区域发展战略，几乎覆盖中国，呈内通外联态势。

在城乡协调上，支持举措同样密集。今年6月以来，国务院先后确定支持农民工返乡创业政策，确定全面实施城乡居民大病保险，决定完善农村宽带，缩小城乡数字鸿沟，还通过《居住证暂行条例(草案)》。
